(112,550.58) dollars be and hereby is appropriated for the original construction of public ways, the laying out of which is accepted at this meeting, including land damages and the cost of pavement and sidewalks laid at the time of such construction, all under the provisions of law authorizing the assessment of betterments; that for this purpose the sum of seventy-five thousand nine hundred sixty-seven and 54/100 (75,967.54) dollars be raised by general tax, the sum of seven hundred fifty-four and 60/100 (754.60) dollars being the available unexpend- ed balance of the 1928 street construction appropriation and the sum of thirty-five thousand eight hundred twenty-eight and 44/100 (35,828.44) dollars of the avail- able unexpended balance of the 1929 street construction appropriation be taken from said street construction appropriations now available in the treasury; and fur- ther that the said sum of one hundred and twelve thou- sand five hundred fifty and 58/100 (112,550.58) dol- lars be expended under the direction of the Board of Public Works, substantially as follows, except that such amounts thereof not exceeding a total of one thousand (1000) dollars, as may be awarded as damages by the Joint Board of Selectmen and Board of Public Works shall be expended under the direction of the said Joint Board :

ADJOURNED MEETING


Arlington, April 2, 1930.


Pursuant to the vote of adjournment on March 26, 1930, the Town Meeting Members met in the Town Hall on Wednesday April 2, 1930, notices having been sent by mail by the Town Clerk seven days before the meet- ing and posted at two places in each precinct. A notice was published in the local paper.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Peirce and James E. Sweeney.


The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and two attended the meeting.


The meeting was called to order at eight o'clock by the Town Clerk, E. Caroline Pierce.


Town Meeting Members not already sworn were sworn by the Town Clerk.


Moderator Curtis H. Waterman was unavoidably ab- sent from this meeting. In accordance with the pro-

visions of the Limited Town Meeting Act, the Town Meet- ing Members proceeded to elect a Moderator Pro Tem by ballot. Arthur P. Wyman nominated Frederick W. Hill as Moderator Pro Tem.

Voted : That the nominations be closed and the meeting proceed to ballot.


Messrs. J. Howard Hayes, Walton H. Sears, and El- liott R. Barker acted as tellers. Frederick W. Hill re- ceived ninety votes, William C. Drouet received one vote, and Chester E. Hoyt received one vote. The Town Clerk declared Frederick W. Hill elected Moderator Pro Tem, and he was sworn to the faithful performance of his duties.


On motion of Arthur P. Wyman:


Voted: That if the business calling this meeting is not disposed of on this date, the meeting adjourn to Wednesday evening, April 9, 1930, at eight o'clock.

Voted (Unanimously) : That the Joint Board of Selectmen and Board of Public Works be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in lands adjoining the locations of ways, the laying out of which is accepted at this meeting consisting

of the right to have the lands of said locations protected by having the surface of such adjoining lands slope from the boundaries of said locations; that for this purpose the sum of two thousand (2,000) dollars be and hereby is appropriated, and that said sum be transferred from the amount unexpended of the appropriation for the ac- quisition of similar easements under Article 30 of the Warrant for the Annual Meeting of 1928, and further that said sum be expended under the direction of said Joint Board.


Article 33 taken up. (Appropriations-Committee on Additional School Accommodations.)


William C. Drouet offered a motion that this article be laid on the table. The motion was lost.


Voted: That the additional sum of $100 be and here- by is appropriated for the use of the Committee appointed under vote passed April 5, 1926, to investigate and con- sider the matter of additional school accommodations.

Earl A. Ryder, of the Committee on Additional School Accommodations, offered a substitute motion which being placed before the meeting was lost.


Voted (Unanimously) : That the Town do not ac- quire by purchase, eminent domain or otherwise, for school purposes, all or any portion or portions of certain parcels of land situated in Arlington and more particu- larly described in paragraphs A, B and C of Article 34 of the Warrant, and that no appropriation be made under said Article.

Voted : That a committee of five, including the Building Inspector, be appointed by the Moderator to secure plans and estimates for the construction of an elementary school building capable of enlargement on land owned by the Town on Pheasant Avenue, said com- mittee to have the power to fill vacancies and to report to the Town not later than the annual meeting of 1932, and further that the sum of $500 be appropriated for the use of said committee, said sum to be raised by general tax.

Voted : That the additional sum of six thousand five hundred (6,500) 'dollars be and hereby is appro- priated for alterations of the present Peirce School build- ing, and for walks and drives upon, and the grading of the grounds of said school; and that said sum be raised by general tax and expended under the direction of the committee appointed under vote of the Town passed March 28, 1928, to procure plans and specifications for the construction of an eight room addition to the pres- ent Peirce School building and estimates of costs.

The following substitute motion was offered by Mr. Barker:


That the sum of three hundred and twenty-five thousand (325,000) dollars be and hereby is appropriated for the construction of a building or buildings, including the cost of original equipment and furnishings of said building or buildings, to be used for High School pur- poses, upon land of the Town, bounded southwesterly by Massachusetts Avenue, northwesterly by Schouler Court and land of owners unknown, northeasterly by the play- ground, southeasterly by land now or formerly of the Frost Insecticide Company, southwesterly by land now or formerly of Mildred Keezer, of Hattie L. Davis, and of Joseph Gardella, and southeasterly by said Gardella land, being the land described in Article 38 of the Warrant; that for this purpose the sum of sixty-five thousand (65,000) dollars be raised by general tax, and for the bal- ance two hundred and sixty thousand (260,000) dollars the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of two hun- dred and sixty thousand (260,000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Sec- tion 19 of Chapter 44 of the General Laws and all acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than fifteen (15) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine; and that said appropriation be expended un- der the direction of the committee appointed under vote of the Town passed April 10, 1929 under Article 43 of the warrant for the annual meeting of 1929, to procure plans and estimates for a new High School building, said committee to have full authority to construct said school building within the sum herein appropriated and power to fill any vacancy in said committee.
