Voted : That the sum of ninety-five and 66/100 (95.66) dollars be and hereby is appropriated for the pay- ment of unpaid bills of the School Department for ex- penses incurred in travel outside the commonwealth in 1929 in securing information upon matters in which the Town is interested and which might tend to improve the service in such department; and that said sum be raised by general tax and expended under the direction of the School Committee.

Voted: That the sum of $10,000 be and hereby is appropriated for the improvement, development and use of the playground situated between the "High School Lot" and the land of the Boston and Maine Railroad, and that said sum be raised by general tax and expended under the supervision of the Board of Park Commis- sioners.

Article 48 taken up. (Cemetery Chapel)
Warren A. Peirce, Chairman of the Board of Cem- etery Commissioners, addressed the meeting relative to the erection of a building for chapel, office, and store- house purposes in Mount Pleasant Cemetery, offering a substitute motion.
Robert M. Boyd of Precinct 5 spoke endorsing the substitution and informed the meeting that it was the unanimous opinion of the members in his precinct that the building in Mount Pleasant Cemetery should be built at this time.
G. Bertram Washburn explained the attitude of the Finance Committee.
Thomas F. Good spoke strongly endorsing Mr. Peirce's substitution.
Carolyn B. Reed strongly endorsed the substitution, asking that a unanimous vote be given.
Voted (Unanimously) : That the sum of twenty-six thousand five hundred (26,500.00) dollars is hereby ap- propriated for the purpose of constructing a building in Mount Pleasant Cemetery to be used as Office, Storehouse, and Chapel, and for any other purpose including the cost of equipment and furnishing. The same to be raised by general taxation said appropriation to be expended under direction of the Cemetery Commissioners.

Article 51 taken up. (Gift of Land to the Town by Arlington Gas Light Company)
Voted (Unanimously) : That the Town accept a gift of a parcel of land containing 1.64 acres more or less bounded easterly by Grove Street, being the same land mentioned in Article 51 of the Warrant and in the offer of the Arlington Gas Light Company, for public park purposes; and authorize the Board of Park Com- missioners to agree with said Company as to the provi- sions of the deed of said parcel; that the sum of $350 be and hereby is appropriated for the amount of expenses incurred in connection with the title, survey and plans of said parcel; that said sum be expended under the direction of the Board of Park Commissioners, and

Voted : That the sum of four hundred (400) dol- lars be and hereby is appropriated for a platform and/or stand for outdoor use in connection with matters for which the Town has authority to make an appropriation ; and that said sum be expended under the direction of the Board of Selectmen.
Article 54 taken up. (Painting of Parking Stalls)
Voted : That the sum of five hundred (500) dollars be and hereby is appropriated for painting Parking Stalls on Massachusetts Avenue through the business section of the Center from Central Street to Medford Street on the northerly side; from Pleasant Street to Avon Place on the southerly side; also from Winter Street to Mara- thon Street on the northerly side and from Lake Street to Melrose Street on the southerly side; and that said sum be expended under the direction of the Board of Selectmen.

Voted : That the Districting Board be and hereby is directed to review and, if need be, wholly or partly revise, the boundaries of the voting precincts of the Town in December 1930, and that the sum of $250 be and hereby is appropriated for the use of said Board.

Voted (Unanimously) : That the Town designates as a "through way," as provided in Section 9 of Chapter 89 of the General Laws as amended, each and every one separately of the following ways; Massachusetts Avenue from the Lexington town line to the Cambridge city line, Broadway from Massachusetts Avenue to the Somerville city line, Medford Street from Massachusetts Avenue to the Medford city line, Mystic Street from Massachusetts Avenue to the Winchester town line, and Pleasant Street from Massachusetts Avenue to the Belmont town line.
Article 57 taken up. (Renting of Boats or Bathing Suits)
Voted : That any and all persons be and hereby are prohibited from carrying on the business of renting boats or bathing suits, for use upon or in so much of the waters of any great pond as is situated within the Town, with- out first obtaining a license so to do from the Selectmen; and further that the fee for every such license shall be such sum not exceeding five dollars as the Selectmen shall determine.

Voted (Unanimously) : That the Town's Zoning By- Law be and hereby is amended by altering the zoning map therein referred to so as to include in a General Residence District all of the area, on the Northwesterly side of Mount Vernon Street now included in the Single Resi- dence District, bounded and described as follows: South- easterly by Mt. Vernon Street; Southwesterly by Gray Street; Northwesterly by a line 175 feet from and parallel to Mount Vernon Street; and Northeasterly by Alber- marle Street.

Voted : That the Town's Zoning By-Law be not amended by altering the Zoning Map therein referred to so as to include in a Business District the area described as follows: Beginning at the corner of Lake Street and Wilson Ave., and running easterly along side line of Lake Street to the land now or formerly owned by Jennie E. Lyons ; then turning southerly along said land of Jennie E. Lyons to a point ninety-two and one-half (92.5) feet; then turning westerly by a line running parallel to the southerly side line of Lake Street to the easterly side line of Wilson Avenue; then turning northerly along easterly side line of Wilson Avenue to the starting point.
Article 62 taken up. (Repairs upon Massachusetts Avenue)
Voted : That the Town do not now make an appro- priation for the relocation, alteration, widening and con- struction of, and specific repairs upon, all or any part of that portion of the way called Massachusetts Avenue more particularly described in Article 62 of the Warrant.

Frank A. Woodhead addressed the meeting, saying that since Mr. Nelson Crosby who had laid Article 38 on the table had left the meeting, he felt that it should not be taken up at this time.

Arlington, April 9, 1930.
Pursuant to the vote of adjournment on April 2, 1930, the Town Meeting Members met in the Town Hall on Wednesday, April 9, 1930, notices having been sent by mail by the Town Clerk seven days before the meeting and posted at two places in each precinct. A notice was published in the local paper.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Peirce and James E. Sweeney.
The Check Lists filed with the Town Clerk at the close of the meeting showed that one hundred eighty-four at- tended the meeting.
The meeting was called to order at 8:05 o'clock by the Moderator, Curtis H. Waterman.
Town Meeting Members not already sworn were sworn by the Moderator.
On motion of Arthur P. Wyman :
Voted: That if the remaining articles in the War-

That the sum of $325,000 be and hereby is appro- priated for the construction of a building, with separate heating plant and with no separate manual training or shop building, to be used for High School purposes, upon land of the Town, bounded southwesterly by Massachu- setts Avenue, northwesterly by Schouler Court and land of owners unknown, northeasterly by the playground, southeasterly by land now or formerly of the Frost In- secticide Company, southwesterly by land now or formerly of Mildred Keezer, of Hattie L. Davis, and of Joseph Gardella, and southeasterly by said Gardella land being the land described in Article 38 of the Warrant; that for this purpose the sum of sixty-five thousand (65,000) dollars be raised by general tax, and for the balance two hundred and sixty thousand (260,000) dollars the Treas- urer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of two hundred and

sixty thousand (260,000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws and all acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than fifteen (15) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may deter- mine; and that said appropriation be expended under the direction of the committee appointed under vote of the Town passed April 10, 1929 under Article 43 of the War- rant for the annual meeting of 1929, to procure plans and estimates for a new High School building, said com- mittee to have full authority to construct said school building within the sum herein appropriated and power to fill any vacancy in said committee.
A general discussion of the plans as offered by the committee followed.
