REPORT OF THE BOARD OF SELECTMEN
At the Annual March meeting Mr. William O. Hauser was elected Selectman for a term of three years. The Board organized with Mr. Arthur P. Wyman, Chairman, and Mr. John A. Easton, Clerk of the Board.
The regular meetings of the Board are held Monday evenings. Routine matters are considered, hearings are given on petitions as required by law and audiences given to individuals, committees and delegations by ap- pointment. Due to many important matters which con- fronted the Board this year additional meetings have been held on other evenings of the week.
Building permits granted this year exceeded those of last year by forty-three thousand, two hundred eighty-two (43,282) dollars. This is very gratifying when you consider that building has fallen off all over the country due to general depression. Compared as follows :

ROBBINS MEMORIAL HALL
The Town Hall has been maintained in its usual good condition of repair. Each year a sufficient amount of money is appropriated in the budget to repaint such portions of the halls, stairways and offices as may need attention, also to repair and retouch the scenery used on the stage.
The Hall is in constant use by the various organi- zations of the Town and for social and other gatherings.

MENOTOMY HALL
This building known as the Old Town Hall is used by the Boy Scouts, Girl Scouts and classes of school children under supervision of instructors.
The two stores on the ground floor are rented to S. K. Ames Company and Rush and Hamlin, at a satis- factory rental.
PUBLIC WELFARE DEPARTMENT
This department has functioned as a separate unit since June 1, 1929, and it can be seen by the following report that work of Public Welfare is one of our most important departments. The report of the Agent fol- lows :

Arlington, Mass.
Gentlemen :
The present unemployment situation has brought numerous and recent reactions into the families who are maintaining a "decent" standard of living on mar- ginal or sub-marginal incomes. Although Arlington is not an industrial center, many problems which in pe- riods of normal business condition would have remained quiescent, have become a very pressing consideration to the Welfare activities of a town of the size and type of this community. Self respecting families have been forced through economic pressure from loss of a home in which they have invested a small amount of equity with the prospect of ultimate ownership, to abandon all idea of independence, when the wage earner has ceased to bring in the weekly allowance for any extended period. Another problem presents itself when the head of the family has an unstable record of drink or gam- bling habit, and when pressure of unemployment un- settles him emotionally, he eventually follows the line

of least resistance, and deserts his wife and children. Several of this type of case have been brought to us for adjustment during the past year. We believe that eco- nomic risks are increased unless relief is used merely as a tool of corrective social construction, and with this end in view, we endeavor to rebuild the family struc- ture, and avoid as far as possible the ordinary relief system and substitute a remedial program. The ma- jority of the recipients of aid in this Town are found to be exceptionally self-respecting and cooperative, and anxious to adopt any plan which may prove to be effec- tive and which will remove the cause and need for re- lief.
The Mothers' Aid cases constitute a very happy and hopeful group; and the children of these mothers, who have been relieved of economic anxiety, are developing normally, and are growing into good citizenship. Within the past year four Mothers' Aid families have been dis- charged as being economically independent. In two families, girls who had reached the age of sixteen ob- tained suitable employment with good wages, and added to the earnings of the mother, and older brother or sis- ter, enabled the families to graduate from Town and State support. In both families this step was taken with great pride and satisfaction. Another Mothers' Aid case was discharged because the husband who had been a semi-invalid for years, had regained his health, and the family its independence. In another instance the mother, who was a trained nurse before marriage, but was handicapped by illness, received treatment, which enabled her to resume her profession. At the present time she is receiving a very small amount of supplementary relief. Another case has been dis- charged by the death of the mother from T. B. This has been transferred to Public Welfare Aid.
