GENERAL STATISTICS
Arlington is situated six miles northwest of Boston, in latitude 42 deg., 25 min. north; longitude 71 deg., 09 min. west, at an elevation above mean tide of from 4 to 377 feet.
Massachusetts Avenue at Cambridge line, elevation 10 feet.
Massachusetts Avenue at Pleasant Street, elevation 48 feet.
Massachusetts Avenue at Park Avenue, elevation 155 feet.
Park Circle at Eastern Avenue (base of standpipe), elevation 377 feet.
Crescent Hill Avenue at Park Place, elevation 281 feet.
The Town and a part of what is now Belmont were set off from Cambridge and incorporated at West Cam- bridge in 1807. The name was changed from West Cambridge to Arlington in 1867.

Gentlemen :
I respectfully submit my report as Superintendent of Wires for the year ending December 31, 1930.
STREET LIGHTING
During the year there were fifty-three (53) No. 20 lamps, nine (9) No. 70 lamps and forty-one (41) No. 75 lamps installed as follows :- fifty-three (53) No. 20 lamps were installed on newly developed streets, and various dark locations on other streets; there were seven (7) No. 70 lamps installed on Mystic Street between Summer Street and Winslow Street; one (1) No. 70 lamp installed on island at junction of Falmouth Road and Langley Road and one (1) No. 70 lamp installed on island at junction of Dow Avenue and Valentine Road. There were forty-one (41) No. 75 lamps installed on Massachusetts Avenue between Highland Avenue and the Lexington line.

REPORT OF WIRE DEPARTMENT
INSPECTION OF WIRES IN BUILDINGS
One thousand five hundred and seventy seven (1577) permits for electrical construction were issued at fifty (50) cents for each permit.
There were two thousand nine hundred and fourteen (2914) inspections made; and one thousand eight hundred and eight (1808) installations approved.
No fires were caused by defective wiring during the year.
POLES AND WIRES ON STREETS
The Edison Company, the Telephone Company and the Boston Elevated installed fifty-one (51) new poles, replaced one hundred and twenty-four (124) poles and removed nine (9) poles during the year.
The Fire Alarm and Police Signal Systems were maintained from January first to April thirtieth by the Superintendent of Wires after which date the Systems were taken over by the Chief of Fire Dpartment.

REPORT OF BOARD OF HEALTH
The Board of Health herewith submits its 36th an- nual report since its inception as a separate depart- ment, covering the activities of the several features coming under its jurisdiction for the year ending De- cember 31, 1930. The regular meetings of the Board are held the first Monday evening of each month at 7.30 o'clock. Twelve regular and one special meeting were held the past year. At the Annual Town Meeting held March 3, 1930, Charles F. Atwood, M.D., was re-elected a member of the Board for the term of three years. Dr. Atwood having qualified before the Town Clerk, the Board, consisting of Alfred W. Lombard, Charles F. Atwood, M.D., and Ernest R. Brooks, D.M.D., held a special meeting on date of March 8, and organized by re-electing Alfred W. Lombard to serve as its Chairman for the ensuing year.
At the regular monthly meeting of the Board held April 7, the following appointments were made for the year ending April 30, 1931.

The Federal Census taken the past year shows Ar- lington to be the second largest town in the Common- wealth with a population of 36,089. As a town increases in population it very naturally follows that commu- nicable disease will increase accordingly. This does not mean, however, that each of the communicable diseases will increase in number with each succeeding year. On the contrary, a community may be stricken with a cer- tain communicable disease reaching epidemic propor- tions one year, and for the next few years the number stricken with this disease in the same community will be negligible, due to the fact that such a large majority have been rendered immune, there are no subjects left for the organism to work upon, and so a new group of susceptibles has to appear before the disease again oc- curs in large numbers.
That artificial immunization for the prevention of Diphtheria is rapidly gaining the confidence of the pub- lic is shown, when at our two public clinics held this year seven hundred children were given the full three courses of treatment. To date we have administered this treatment to upwards of three thousand Arlington children, and it is to be hoped that the time is not far distant, when, with parents cooperating, every Arling- ton child, either through the family physician, or our clinics, will be immunized against this disease before reaching school age. With this an accomplished fact, Diphtheria, in so far as Arlington is concerned, would be relegated to the class of "Rare Diseases" to which class in this enlightened age it really belongs.
At the annual Town Meeting held March 26, 1930, the care of Spy Pond and the Reservoir at Arlington Heights was placed under the Board of Health. The Special Committee which previously had the care of Spy Pond, and did such excellent work, recommended this transfer of authority. The Board of Health has

continued the same method of treatment established by the Special Committee, and with gratifying results. Briefly this consisted of removing the surface weed growth from Spy Pond, and the treating of the water with copper sulphate. The water of the Reservoir was also treated this year with copper sulphate, and an ad- ditional improvement here, and one that should be noted, was the removal, by the Board of Public Works, of the accumulation of years of the rubbish from the water around its shores. Other than suffering from the long period of drought which extended from early spring to late fall, and which kept the ponds far below their normal levels, both bodies of water remained in fairly good condition throughout the year.
Mosquito Control: There are three stages of mos- quito life. The egg stage, the larvae or wiggler stage, and the winged or fly stage. To attempt control in either the egg or fly stage would be futile. In the wig- gler stage, which is from one to two weeks' duration, the mosquito lives the life of a fish in calm waters, such as are usually found to exist in swampy areas, catch- basins and stagnant pools. Never in rough or moving waters. Due to lack of funds all our efforts at control have been confined to spraying these waters with oil. This when properly applied, forms a coating over the water sufficient to prevent the wiggler coming to the surface for fresh air, without which, he, of course, can- not survive. Undoubtedly many millions of these wig- glers are destroyed by this method of treatment, and therefore must afford a corresponding amount of relief. Real control in a community, however, is the draining or filling in of all swampy areas and stagnant pools wherever possible, and the spraying with oil during the breeding season such other waters favorable for breed- ing, which for one reason or another cannot be so treated.
