VI. THE OUTLOOK
It is common knowledge that public education in this country is suffering its worst set back in history. The latest report from the United States Office of Education reveals alarming conditions. Two million, two hundred eighty thousand children of school age have no school op- portunities at all. Funds for salaries and general support have been reduced from ten to fifty percent, and more. Since 1930 there has been an increase of over 1,000,000 pupils and a decrease in current expenses of about $368,- 000,000. In consequence, where education has not com- pletely broken down or has not met with actual disaster, it has been more or less seriously crippled.
The need of adequate education is greater on account of the prevalent depression, not less. The number of children, the size of the job, difficulties, public demands on schools, and violent criticisms, have all increased, while financial and moral support have been alarmingly with- drawn. The situation has well been described as "The Deepening Crisis in Education". It is important, indeed, that citizens of every community, Arlington included, while duly considering financial and other distressing lo- cal problems, shall relieve and not aggravate the distress of education.
It is easily possible to maintain the high standards that have characterized our schools, and with that pur- pose in view to provide adequate support without unduly burdening the taxpayers. Good schools cannot be main- tained, however, on insufficient funds, and the mistake should be avoided of curtailing justifiable expenditures.

Teachers and other school employees have worked untiringly and whole-heartedly the past year in the face of difficulties and discouragements to hold the schools of Arlington up to a superior standard. They will carry on in the same spirit just as far as opportunity and public support make it possible.

REPORT OF TREE WARDEN
To the Citizens of Arlington:
I hereby submit my report as Tree Warden for the year ending December 31, 1933.
The past year the trees in your Town especially the Maples of all species developed an extremely heavy foliage due to atmospheric conditions and this meant extra trim- ming to safeguard the public. This is true in regard to street lighting and also to obstruction to proper view of stop signals at dangerous intersections.
There was no defoliation on our street trees this year. The elms with a few exceptions, which on account of modern improvements, are equal to any in greater Boston. There is much cavity work that might be done on these trees but this is expensive work on street trees which are over fifty years old and in a Town like ours where the ground and natural nutrition is rapidly grow- ing less. There has been a warning sent to all Tree Wardens to be on the alert for the Dutch Elm Disease. This is another dangerous pest but at the present time has not been detected here.
During the past year two hundred (200) Norway Maples were planted on our streets. Massachusetts Avenue were removed after a hearing was held at the expense of the petitioner.
There are a few Elms standing in front of business blocks though not dead are in a dangerous condition and should be removed this year. There will be the usual amount of trimming. I would suggest that two hundred (200) trees be planted this year. This will take care of Medford Street and all streets completed last year.

REPORT OF MAINTENANCE OF TOWN HOUSE GROUNDS
To the Honorable Board of Selectmen.
Gentlemen :
The regular routine of work such as cutting grass, trimming, edgeing and taking care of shrubbery was attended to.
In the early spring thirteen tons of crushed stone was spread over the driveway and parking area in the rear of the Town Hall. We are having a lot of trouble keeping the machines from running over the lawn in this section, and I think that the only solution would be to put a curbstone all along the drive.
Flowers were planted in the fountains on the front platform of the hall prior to Memorial Day and remained there during the entire summer with many favorable comments received about them.
The flower beds adjoining the ripple and pool on our grounds were changed around somewhat at the sugges- tion of the Arlington Garden Club and quite an improve- ment has been made.
A new flagpole was erected this past year under the jurisdiction of the Board of Selectmen, due to the fact that the original one was weather worn and rotted at the base and in due time would cause serious damage if it

was allowed to stand. This year as a precaution against weather and protection of the wood in the pole I would suggest that it be painted.
Due to that fact that the Welfare Department has been transferred to the Robbins House, and more of the public have been trespassing to and from there, it was deemed advisable to remove the old slate slabs that were used for a walk, and replace them with a crushed stone sidewalk which filled in a ditch of three feet that was be- neath said walk. We also removed two cast iron flower vestibules that were in deplorable condition.
The general care and upkeep of the estate was at- tended to and one tree was removed that blew over during a severe wind storm.
I would recommend that all trees on this property be trimmed and those that are dead be removed.
In conclusion I wish to take this opportunity to thank the Board of Selectmen and their Secretary for the cour- tesy and co-operation they have given me during the past year.
