ANNUAL MEETING
Arlington, March 22, 1933.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and posted at two places in each precinct, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Wednesday, March 22, 1933, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Lists of the duly qualified Town Meeting Members were used at the entrances of the Meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred and seventy Town Meeting Members.
The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and twelve members attended the meeting.
Charles T. Irwin, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.
The meeting was called to order at 8:10 P.M. by the Moderator, William B. Barry.
The Town Meeting Members were sworn by the Moderator.
Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the meet- ing voting on Arthur P. Wyman's motion to dispense with the reading of the remainder of the warrant.

Harold M. Estabrook, Secretary of The Eastern Ave- nue school building committee, presented the following report which on motion of Ernest W. Davis was accepted and the Committee discharged :
The Eastern Avenue school building committee, ap- pointed by authority of the Town Meeting of April 2nd, 1930, to secure plans and estimates for a fourteen-room elementary school building capable of enlargement and further authorized by the Special Town Meeting of Janu- ary 14th, 1931, to construct and furnish said building according to plans and specifications filed with the Finance Committee desires to submit this final report.
The Town Meeting of Jan. 14th, 1931, appropriated $700 for the clearing of the playground. The H. L. Frost and Company of Arlington was authorized to remove the trees, excepting about sixty-three, which were pruned and left to remain as shade trees. The unemployed were used to some extent in this work and about twelve cords of firewood were distributed through the Welfare organi- zation to needy citizens of Arlington.
On April 17, 1931, bids were received from fourteen reputable contractors and being somewhat higher than anticipated, after refiguring, the contract was awarded

to Thomas O'Connor and Company, Inc. and signed on May 1st, 1931.
The building was turned over to the Board of Select- men with informal ceremonies on Feb. 15th, 1932, who gave the building into the charge of the School Commit- tee. Eleven rooms of the building were occupied follow- ing the February recess.

The committee held thirty-eight regular meetings and the members spent considerable time in the actual supervision of the construction of the building.

The committee wishes to record its appreciation of the co-operation shown by the school committee, the achi- tects and contractors. To the school committee for its interest in the selection of plans and which through its superintendent, Mr. Clarence H. Dempsey, immeasurably assisted the building committee throughout the construc- tion and furnishing of the building. To the architect for the fulfillment of the requirements of the committee in the design of the building. To the contractor for the quality evidenced in the finished building and the prefer- ence given to Arlington citizens in its construction.
The completed building is simple in design and planned so that a six-room addition may be constructed when required. It is the first completed "fireproof" school building erected in the Town of Arlington and was constructed, graded and furnished within the appropria- tion.

The committee under vote of the Town passed April 2, 1930, to secure plans and estimates for the construction of an elementary school on Pheasant Avenue, presents the following report:
In view of the fact that the business depression has continued and neither the school committee or any other body in town have expressed a desire that final plans and estimates be obtained, we have not taken any steps to do so since our last report. We are, however, ready to do so at any time when a desire is expressed to that effect.

To the Constables of the Town of Arlington, in said County :
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 22nd day of March, 1933, at 8:30 o'clock, P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to the referenda provided for by chap- ter 642 of the Acts of 1920.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will make an appropri- ation or appropriations (a) to pay to the County of Mid- dlesex or otherwise assessments for the Town's share of the principal of the Middlesex County Tuberculosis Hos- pital Funding Loan, Act of 1932 bonds maturing in 1933 issued in compliance with chapter 10 of the Acts of 1932; (b) to so pay any other indebtedness incurred and out- standing under said chapter 10; (c) to so pay for the Town's share of interest on said bonds due in the year 1933 ; (d) to so pay for the care and treatment of tubercu- lar patients under the provisions of chapter 385 of the Acts of 1928 as amended by chapter 60 of the Acts of 1931; (e) to so pay for the care, maintenance and repair of said hospital for the year 1932 including interest on temporary notes issued therefor in accordance with sec-

tions 85 and 85A of chapter 111 of the General Laws; and (f) to so pay for all other expenses in connection with said hospital or said loan; determine how the money shall be raised and expended; or take any action in relation to said hospital, loan or any other thing herein mentioned.

To see if the Town will accept the altera- tion of the way known as Medford Street under the provi- sions of law authorizing the assessment of betterments, or otherwise, from Webcowet Road to a point a distance of approximately 725 feet southwesterly, in said Town, as made and reported by the Joint Board of Selectmen and Board of Public Works; will make an appropriation for said alteration including land damages ; will make an ap- propriation or appropriations for the relocation, altera- tion, construction of, and specific repairs upon all or any part of that portion of said Street extending from Web- cowet Road to a point approximately 725 feet southwest- erly, as now existing or as hereafter altered, including land damages, if any, under the provisions of law author- izing the assessment of betterments or otherwise; deter- mine in what manner the money shall be raised and ex- pended; or take any action in any way relating to all or any of the foregoing.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an at- tested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and ob- jects of the meeting was published in the local papers.
