By substituting, at the end of paragraph numbered one of Division B in section 6 of said Zoning By-Law, a semi-colon for the period and adding the words "stor- ing, handling or dealing in junk, old metals, second-hand building materials and/or second-hand building equip- ment," so that the end of said paragraph shall read "to- bacco (chewing) manufacturing; yeast manufacturing, storing, handling or dealing in junk, old metals, second- hand building material and/or second-hand building equipment ;" that the sum of twenty-five dollars be and hereby is appropriated therefor, said sum to be raised by general tax and expended under the direction of the Planning Board.

By substituting at the end of division A of Sec- tion 20 of said Zoning By-Law for the words "shall be liable to a fine of not more than twenty dollars for each violation" the words "shall, for each violation, be liable to a fine of not more than twenty dollars for each day that such violatioin shall exist"; that the sum of twenty-five dollars be and hereby is appropriated therefor, said sum to be raised by general tax and expended under the di- rection of the Planning Board.

P. Joseph McManus addressed the meeting on Town Government.


Voted: That the Town do not decide and determine by referendum of the voters of the Town whether or not it is advisable to change the present form of government from town government to city government, and to petition the legislature for such change in form of government.


Voted: That the Town do not decide and determine by referendum of the voters of the Town whether or not it is advisable to change the present form of government from eighteen (18) town meeting members in a precinct, to three (3) town meeting members.


Article 55 taken up. (Land for Park or Playground Purposes).


Voted: (Unanimously) That the Board of Park Com- missioners be and hereby is authorized and empowered, on behalf of the Town, to purchase or take in fee by em- inent domain or otherwise acquire for the purposes of a public playground or recreation center, a certain parcel of land situated on Prentiss Road within the Town, and bounded as follows:


Beginning at a point on the northerly side line of Prentiss Road at the division line between lots Part 7 and Part 8, thence northerly on said division line between lots Part 7 and Part 8, a distance of 55 feet, more or less, to a point on said division line between lots Part 7 and

Article 56 taken up. (Through Way-Warren Street).


Voted: That the Town designates as a "through way", as provided in section 9 of chapter 89 of the Gen- eral Laws as amended, the way named Warren Street, from Broadway to Medford Street.


Article 57 taken up. (Building Code Amendment).


Voted: That paragraph (b) of section 1-11 of division 1 of the Town's by-laws known as the "Building Code" be and hereby is amended by inserting at the end thereof the words: "The applicant shall locate the proposed wall,

building or structure with due regard to such line, grades and sewer locations" so that said paragraph shall read as follows: "(b) Street Lines and Grades. Every appli- cant for a permit shall file with same a sketch plan on which is shown the size and shape of lot, the lines and grades of any public or private street, square, lane or alley, together with location of all sewers if any within 50 feet of the proposed structure or excavation. (This information is available in the office of the Town Engin- eer.) It is also required to be shown on same sketch plan the size, shape and location of the proposed building, any building already located on the lot, the grade of first floor in relation to street grade, and the location of all walls of buildings on adjoining lots within 8 feet of lot lines. The applicant shall locate the proposed wall, building or structure with due regard to such lines, grades and sewer locations"; that the sum of twenty-five dollars be and hereby is appropriated for the publishing of such amended paragraph, said sum to be raised by general tax and expended under the direction of the Board of Select- men.


Article 58 taken up. (Sale of Land Acquired Under Tax Collector's Deeds or Takings).


Voted: (Unanimously) That the present and each future Board of Selectmen be and hereby is authorized in the name and behalf of the Town to sell at public auc- tion or private sale any and all parcels of land or parts thereof or interest therein acquired or to be acquired at any time by the Town in connection with or in any way relating to a tax or assessment or to a deed or taking of the collector of taxes connected with the nonpayment of any tax or assessment or to the foreclosure of the right of redemption of any title thereunder; to release all the right, title and interest the Town may now or at any time have under or by virtue of any deed or other

instrument, conveying or purporting to convey to it any land right, title or interest in land, sold, conveyed or taken for the nonpayment of any tax or assessment; to convey such land, rights, titles and interests, and to ex- ecute, acknowledge and deliver a proper deed, deeds or documents for that purpose, all for the minimum amount of ten (10) dollars for each such conveyance or release.

Voted: (Unanimously) That the Board of Park Com- missioners be and hereby is authorized and empowered, on behalf of the Town, to purchase or take in fee by em- inent domain or otherwise acquire for the purpose of a public park, a certain parcel of land situated within the Town and bounded and described as follows:


Beginning at a point on the Southwesterly side of Mystic Street, at the Southeasterly corner of land as shown on a plan recorded with Middlesex South District Deeds in book 5331 page 117, thence the line runs South- easterly bounded Northeasterly by Mystic Street about 121.4 feet to land conveyed to McManus by deed recorded in book 5489 page 433; thence turning and running Southwesterly bounded Southeasterly by said land of Mc- Manus 200 feet; thence turning and running Southeast- erly bounded Northeasterly by said last mentioned land and land conveyed to said McManus by deed recorded with said Deeds, book 5211 page 108, 70 feet; thence turning and running Northeasterly bounded Northwest- erly by said last mentioned land to the Northwesterly corner of land, shown on a plan recorded with said Deeds, plan book 402, plan 2, being land of the Edison Electric Illuminating Company; thence turning and running Southeasterly bounded Northeasterly by said last men- tioned land 73.97 feet to land now or late of Prescott; thence turning and running Southwesterly bounded

To the Town Meeting Members:


At the Special Town Meeting held on June 25, 1932, the following vote was passed:


Voted: That a Committee of Five be appointed by the Moderator to investigate and report on the advisa- bility of acquiring a suitable playground or park for small children in the easterly section of the Town, said Committee to have the power to fill vacancies and to re- port at the Annual Meeting of 1933.


William C. Scannell, Chairman, Michael J. Duggan, Cecil M. Hunt, Charles M. MacMillin and Francis L. Ma- guire, Jr. were appointed by the Moderator in accordance with the above vote.


Owing to conditions, the Committee can take only a report of progress and request to be allowed to present their complete report to the Annual Town Meeting of 1934.
