SPECIAL MEETING
Arlington, Mass., March 22, 1933.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday, March 22, 1933 at eight- thirty o'clock in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and

were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that two hundred and twelve mem- bers attended the meeting.
Charles T. Irwin, stenographer, was sworn by the Town Clerk to impartially and correctly report the pro- ceedings of the meeting to the best of his ability.
The Moderator called the meeting to order at 8:30 o'clock P. M.
Town Meeting Members, not already sworn, were sworn by the Moderator who declared a quorum present.
The Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the War- rant being waived by the unanimous consent of the meet- ing.
On motion of Arthur P. Wyman :
Voted: That if all the business of the meeting as set forth in the warrant is not disposed of on this date the meeting adjourn to Wednesday evening, March 29, 1933 at 8:30 P. M.

Voted: (Unanimously) That the sum of twenty-four thousand four hundred twenty-seven and 77/100 (24,- 427.77) dollars be and hereby is appropriated to pay for the Town's share of the principal of the Middlesex Coun- ty Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1933, issued in compliance with chapter 10 of the Acts of 1932 (amounting to ten thousand (10,000) dollars) ; to pay for the Town's share of interest and other charges on account of said loan, of any other in- debtedness and expenses incurred and outstanding under said chapter 10 and of interest on said bonds due in the year 1933 (amounting to five thousand two hundred forty-eight and 16/100 (5248.16) dollars more or less) ; and to pay for the Town's share of the cost of the care and treatment of tubercular patients under the provis- ions of chapter 385 of the Acts of 1928 as amended or otherwise (amounting to seven hundred two and 67/100 (702.67) dollars more or less) and of the cost of the care, maintenance and repairs of the Middlesex County Hos- pital and other expenses on account of said Hospital for the year 1932 including interest on temporary notes

issued therefor in accordance with sections 85 and 85A of Chapter III of the General Laws or otherwise and for all other expenses in connection therewith ( amounting to eight thousand four hundred seventy-six and 94/100 (8476.94) dollars more or less), all as set forth in the order of the County Commissioners of the County of Middlesex, dated Jaunary 17, 1933; and that said sum be raised by general tax and expended under the direc- tion of the Board of Selectmen.
Article 3 taken up. (Alteration of Medford Street.)
Emily G. Alden presented the following substitute motion :--
That the alteration of the way known as Medford Street from Webcowet Road to a point a distance of ap- proximately 725 feet southwesterly in said Town and more particularly described in Article three of the War- rant as made and reported by the Joint Board of Select- men and Board of Public Works, be not accepted : concerning which considerable discussion followed.
The substitute motion being put before the meeting was lost, a standing vote being sixty-one in favor and one hundred and thirty-one in opposition, Messrs Sears and Estabrook acted as tellers.
The recommendation of the Finance Committee being put before the meeting it was

Voted: (Unanimously) That the alteration of the way known as Warren Street from the easterly side line of Medford Street a distance of approximately nine feet easterly and more particularly described in Article 4 of the warrant, as made and reported by the Joint Board of Selectmen and Board of Public Works, be accepted, said way as so altered, established, and said Joint Board authorized to take land for the purpose; that the sum of two hundred (200) dollars be and hereby is ap- propriated for the alteration and construction of said way including land damages and the cost of any pavement and sidewalks laid at the time of such alteration and con- struction, all under the provisions of law authorizing the assessment of betterments, or otherwise; and that said sum be raised by general tax and expended under the di- rection of said Joint Board.

Beginning at a point on the division line between land of Town of Arlington and land of Gerardo Riccardi, said point being 133.88 feet northwest of the northwest- erly side line of Grove Street, measured on said division line, thence northwesterly on said division line between land of Town of Arlington and land of Gerardo Riccardi, a distance of 35.0 feet to an angle point in said division line, thence continuing northwesterly on said division line between land of Town of Arlington and land of Gerardo Riccardi, a distance of 37.94 ft. to the southerly line of Mill Brook, thence easterly on said southerly line of Mill Brook, a distance of 25.52 feet to a point, thence south- easterly on said southerly line of Mill Brook, a distance of 14.20 feet to a point, thence continuing southeasterly on said southerly line of Mill Brook, a distance of 25.0 feet to a point on said southerly line of Mill Brook, thence southwesterly through land of Gerardo Riccardi, a dis- tance of 35.76 feet to the point of beginning, containing 1710 square feet, as shown on a plan on file in the office of the Town Engineer, Arlington, Mass., entitled "Plan Showing Land to be Transferred in Arlington, Mass., Scale 1" = 30', Feb 14, 1933, James M. Voted: (Unanimously) That the Board of Selectmen be and hereby is authorized and empowered on behalf of the Town to petition the General Court for authority to sell, convey or otherwise dispose of the parcel of land be- ing a portion of the Ethel L. Wellington Playground sit- uated on Grove Street and more particularly described in Article 6 of the warrant; and that the Board of Select- men be and hereby is authorized, upon obtaining such au- thority of the General Court, to sell at public auction or private sale all or any portion of said parcel and to exe- cute, acknowledge and deliver the proper documents for that purpose, all for the minimum amount of ten (10) dollars for such conveyance and upon such other terms as the Selectmen may consider proper.
The Moderator declared the Special Meeting ad- journed as all the business in the warrant for the Special Meeting had been disposed of.

That the town accept all transfers, gifts and contri- butions by town officers and employees, with the excep- tion of contributions made by men listed as laborers and foremen employed by the Board of Public Works, upon the terms specified by such officers and employees, and that the town hereby determines and designates that any and all such gifts and contributions be used for the follow- ing purposes and in the following manner, and that the money's already received from above mentioned laborers and foremen be returned to them.
The recommendation as presented by the Finance Committee was
Voted. That the Town accept all transfers, gifts and contributions by town officers and employees, of por- tions of their respective compensations,- salaries and wages, upon the terms specified by such officers and em- ployees ; and that the Town hereby determines and desig- nates that any and all such transfers, gifts and contribu- tions be used for the following purposes and in the fol- lowing manner:
A. All sums received from or in connection with such transfers, gifts and contributions by officers and em- ployees of the Town in its School Department shall be used for such legal general expenses of the said School Department, not including salaries, as the School Com- mittee may direct, and said Committee is hereby author- ized to make such direction and is requested to direct such use for instructional service, operation of school plant, maintenance of school plant, capital outlay and vocation- al school tuition, and all sums so received shall be ex- pended under the direction of the School Committee.
B. All sums received from or in connection with any and all other such transfers, gifts and contributions shall be used as follows and expended under the direction of the

Board of Selectmen: three thousand (3000) dollars there- of for aged citizens assistance; three thousand (3000) dollars thereof for soldiers' relief, burials and exemp- tions ; and the entire balance thereof for aid in the Public Welfare Department.

Voted (unanimously) : That the laying out of a town way from Massachusetts Avenue to Gloucester Street, substantially in the location of the private way known as Bailey Road, as more particularly described in Article 11 of the Warrant, under the provisions of law authorizing the assessment of betterments, as made and reported by the Joint Board of Selectmen and Board of Public Works, be not accepted.
