ARLINGTON TOWN REPORT


Arlington Heights Reservoir as a flood control project and emergency water supply and, if authorized by the town meeting, to proceed in conjunction with the Town Manager with construction work neces- sary to accomplish these projects, said committee to report at the next Annual Town Meeting.


There being no further business under Article 78, the Moderator declared it disposed of.


Article 79. (Appropriation for Committee on Swimming Con- ditions at Arlington Heights Reservoir Beach.)


VOTED: That the sum of twenty five thousand (25,000) dollars be and hereby is appropriated for the purchase and installation of a controlled sluiceway and gates in the reservoir dam at Arlington Heights Reservoir; said sum to be raised by general tax and ex- pended under the direction of the committee on Swimming Condi- tions at Arlington Heights Reservoir Beach appointed under Article 81 of the Warrant for the 1954 Annual Town Meeting and the Town Manager.


There being no further business under Article 79, the Moderator declared it disposed of.


Article 80. (Transfer of Cemetery Funds. )


VOTED: That the sum of five thousand (5000) dollars be and hereby is transferred from (Mount Pleasant Cemetery) sale of lots and graves fund to the Cemetery Commissioners for the improve- ment of the Town Cemetery.


There being no further business under Article 80, the Moderator declared it disposed of.


Article 81. (Transfer of Cemetery Funds.)


VOTED: That the sum of one thousand (1000) dollars be and hereby is transferred from (Mount Pleasant Cemetery) sale of lots and graves fund to the Cemetery Commissioners for the purchase of burial rights.


There being no further business under Article 81, the Moderator declared it disposed of.


Article 82. (Acquisition of Land on Medford Street and the Mystic Valley Parkway.)


VOTED: (Unanimously) That the Board of Park Commissioners be and hereby is authorized and empowered on behalf of the Town to accept for care and control for park and playground purposes, that certain parcel of land within the Town (with or without the structures thereon) hereinafter described and at present under the jurisdiction of the Commonwealth of Massachusetts, Metropolitan District Commission, as more particularly described in Article 82 of the Warrant.


There being no further business under Article 82, the Moderator declared it disposed of.

Article 83. (Russell Common.)


VOTED: (Unanimously) That it is the opinion of the Towr that all or part of the land known as Russell Common is needed for an automobile parking area and related uses for the purposes of the commercial development of the Arlington Center business district; and the Town Manager is hereby directed to cause all necessary action to be taken to determine if such use would be consistent with and permissible under the terms of the gift of this property to the Town by James Russell.


There being no further business under Article 83, the Moderator declared it disposed of.


Article 84. (Committee-Refuse Disposal Incinerators.)


VOTED: (Unanimously) That the sum of six thousand (6000) dollars be and hereby is appropriated to procure plans and estimates for the construction and operation of an incinerator plant to be located within the Town limits; said sum to be raised by general tax and expended under the direction of the committee known as "Committee Relative to Construction and Operation of Refuse Dis- posal Incinerators" appointed under Article 29 of the Warrant for the 1953 Annual Town Meeting and continued under Article 78 of the Warrant for the 1954 Annual Town Meeting.


There being no further business under Article 84, the Moderator declared it disposed of.


Article 85: (Repairs to School Buildings-Safety. )


By consent of the meeting, the motion of the Finance Committee was considered withdrawn, and on the new motion of Arthur D. Saul, Jr. of the Finance Committee, which was seconded, it was


VOTED: That the sum of three thousand one hundred fifty (3150) dollars be and hereby is appropriated to provide for antici- pated repairs, renovations or reconditioning in the various school buildings to comply with the regulations of the State Department of Public Safety; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 85, the Moderator declared it disposed of.


Article 86. (Additions and Reconstruction of the High School.)


VOTED: (On a standing vote, 126 having voted in the affirma- tive and 26 in the negative, more than the required two-thirds.) That the sum of one million seven hundred sixteen thousand five hundred (1,716,500) dollars be and hereby is appropriated for the purpose of constructing, originally equipping and furnishing additions to the present high school building and also for the reconstruction of said building, all generally in accordance with preliminary plans and specifications submitted by Korslund, LeNormand and Quann, Inc., Architects, dated August 5, 1955, as revised February 2, 1956, said appropriation to be more specifically allocated and to be raised as hereinafter provided:

1. The sum of two hundred fifty one thousand two hundred (251,200) dollars shall be used for such part of said project as consists of the remodeling and reconstruction of said build- ings and, of that amount, seventy six thousand two hundred (76,200) dollars shall be raised by general tax and the sum of one hundred seventy five thousand (175,000) dollars shall borrowed under Chapter 275 of the Acts of 1948 and any amendments thereof and additions thereto for a term not exceeding ten years; and


2. The sum of one million four hundred sixty five thousand three hundred (1,465,300) dollars shall be used for such part of said project as consists of the construction, original equip- ping and furnishing of said additions, and, of that amount forty thousand three hundred (40,300) dollars shall be raised by general tax and the sum of one million four hundred twenty five thousand (1,425,000) dollars shall be borrowed under Chapter 645 of the Acts of 1948 and any amendments thereof and additions thereto for a period of not more than twenty years.


To carry out the provisions of this vote, the Treasurer, with the approval of the Selectmen, is hereby authorized to borrow the amounts voted above and to issue bonds or notes of the town therefor for such terms, not exceeding those set forth above, as the said Treasurer and Selectmen may determine.


Said appropriation shall be expended under the direction of a committee of seven to be appointed by the Moderator composed of the Town Manager, two members of the School Committee, two members of the school survey committee appointed under Article 8 of the Warrant for the special town meeting of March 15, 1954 and two other citizens who shall be registered voters of the town; said com- mittee to have full authority to construct such additions to and to remodel and reconstruct the present high school within the sum herein appropriated: and the Moderator of the Town shall have the power to fill any vacancy in said committee membership.


There being no further business under Article 86, the Moderator declared it disposed of.


Article 87. (Playground-Stone Road and Yerxa Road Area.) VOTED: That no action be taken under Article 87 of the War- rant.

Article 88. (Ornamental Lighting -Christmas Holiday Season.)


VOTED: That the sum of four thousand (4,000) dollars be and hereby is appropriated for the purpose of providing ornamental and additional light to the Town during the Christmas Holiday Season; said sum to be raised by general tax and expended under the direc- tion of the Town Manager.


There being no further business under Article 88, the Moderator declared it disposed of.

Article 89. (Headquarters for Lt. Stanley G. Benner Detachment -Marine Corps League of Arlington.)


VOTED: That in accordance with Chapter 40, Section 9 under General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of nine hundred (900) dollars be and hereby is appropriated for the purpose of providing headquarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arling- ton"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 89, the Moderator declared it disposed of.

Article 90. (Appropriation of Available Funds.)


VOTED: That the sum of one hundred thousand (100,000) dol- lars voted for appropriations heretofore made under the Warrant for this meeting, and not to be borrowed or to be taken from avail- able funds or from balances of special appropriations made in other years, shall be taken from any available funds in the Treasury; and that the Assessors be instructed to use free cash in the Treasury in any available funds to that amount in the determination of the 1956 tax rate.


There being no further business under Article 90, the Moderator declared it disposed of.

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and places and for the purposes herein specified by causing a printed attested copy of said Warrant to be left at every dwelling house in the Town previous to said day of the meeting for the election of candidates of political parties and by posting an attested copy of said Warrant at the doors of the Town Hall and in five or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before said day of said meeting. A notice of the time, places and objects of the meeting was published in the local papers.
