Arlington is situated six miles northeast of Boston, in latitude 42 deg., 25 min. north; longitude 71 deg., 09 min. west, at an eleva- tion above mean tide of from 4 to 377 feet.


Massachusetts Avenue at Cambridge line, elevation 10 feet. Massachusetts Avenue at Pleasant Street, elevation 48 feet. Massachusetts Avenue at Park Avenue, elevation 155 feet.


Park Circle at Eastern Avenue (base of standpipe), elevation 377 feet.


Cresent Hill Avenue at Park Place, elevation 281 feet.


The Town and a part of what is now Belmont were set off from Cambridge and incorporated as West Cambridge in 1807. The name was changed from West Cambridge to Arlington in 1867.

SERVICES RENDERED BY THE PUBLIC HEALTH NURSE


Assisted the physicians in attendance at the two parochial schools in the physical examination of the enrolled pupils. Gave professional advice and first aid assistance when needed. With the assistance of the principal gave eye and hearing tests to children as required.


Visited the private and nursery schools in the Town at intervals during the year.

Total number of calls represents an increase of eight per cent over the year 1955.


The total number of visits made to the Clinic for dental care was 279.


For the third successive year, the Commonwealth of Massachu- setts has again made available, to cities and towns, large sums of money for the construction of low cost, modern housing for the aged. For the third successive time I again recommend that the Town of Arlington take advantage of this new offer for improving the living conditions of our elderly citizens.

REPORT OF THE PUBLIC WELFARE DEPARTMENT


DISABILITY ASSISTANCE was granted to 70 persons.


An analysis of gross and net expenditures for 1956 in comparison with 1955 reveals the following situation:


The 1956 gross for the four categories of aid amount to $653,746 (cents omitted) as against the $691,671 in 1955. This was a decrease of $37,925 or approximately 51/2 %. The 1956 net was $126,788 as against $157,009 in 1955, a decrease of $30,220 or slightly over 19.2%.


Factors contributing to the decreased expenditures, both gross and net, were as follows: (1) a decrease of about 2% in case loads; (2) the State reversal of the former requirement that resources could not be applied to hospital bills; (3) a reduction in the State Medical Care Plan allowing physicians only 1 visit instead of 4 visits monthly for chronic illness; (4) increased reimbursements from the Federal Government effective October 1, 1956, establishing a maximum payment of $39.00 for Old Age Assistance and Disability Assistance where the previous maximum reimbursement was $35.00 per month per case. The Aid to Dependent Children formula for reimbursement was also increased slightly which will amount to about $1.50 per case per month additional reimbursement in this category. Working against decreased expenditures is the cost of living adjustment which became effective July 1, 1956. The 14.2% figure was adjusted to 20.0% over the standard budget.


The Board of Public Welfare meets monthly with the Agent and the two Social Work Supervisors in the Robbins House. These meet- ings are devoted to the consideration of new cases in all categories and taking action on same. Changes of status and adjustment of grants are also reviewed with necessary action taken and recorded. The Agent presents the monthly agenda to the Board and acts as its secretary. The local administration is supervised by the State Depart- ment of Public Welfare which conducts reviews and audits periodi- cally to see if policies, procedures and practices are in conformity with the standards of administration. The standards of administra- tion are set up by the State Department of Public Welfare. The Federal Government also audits at regular intervals since these agencies are financial participants in the three way program of Federal, State and Local.


At the request of Mr. Edward C. Monahan, Town Manager, the Board voted to hold additional meetings beginning in June, 1956. The purpose of these extra meetings is for consideration of matters of administration such as Billings to Other Cities and Towns, Claims for State Reimbursement, Preparation and Processing Liens for Re- covery, Nursing Home Authorizations, Monthly Statistical Reports, and Quarterly Claims for Federal Reimbursement for Administrative Expenses. The Board also plans to study Work Loads of the Staff, Personnel Practices, Compensatory Time-off and Overtime.
