Section 14. Any person aggrieved by the refusal of a per- mit or by an order, requirement or direction under this article insofar as they may apply to the installation of electrical con- ductors, appliances or devices may within ten days from the date of such refusal, order, requirement or direction appeal therefrom to the Board of Appeals, provided in the Building Code of the Town of Arlington. After notice given to such parties as the Board shall order, a hearing shall be had and the Board shall affirm, annul or modify such refusal, order, requirement or direc- tion. If the refusal, order or decision of the Inspector of Wires is confirmed, the ruling of the Inspector of Wires shall be final. If the action of the Inspector of Wires is modified or annulled, the Inspector of Wires shall issue a permit or order in accordance with the decision of the Board.

Article 75. To see if the Town will vote to amend Article 8 of the By-Laws by striking out Section 1, and by striking out Section 2 of Article 8 and substituting therefor the following:


Section 1. The members of the Finance Committee shall be appointed for terms of three years each. In any year when the term of any member expires, his successor shall be appointed for a term of three years. The said terms shall expire on the seventh day after the final adjournment of the annual town meeting but the members shall respectively continue to act as such until their successors are appointed.

Article 78. To see if the Town will vote to extend the scope of the powers of the committee known as "Committee on swim- ming conditions at the Arlington Heights Reservoir Beach" authorized under Article 81 of the 1954 Annual Town Meeting, by adding to their powers to investigate, consider and make recom- mendations for utilization of the Arlington Heights Reservoir as a flood control project and emergency water supply, and as author- ized by the town meeting, to proceed in conjunction with the Town Manager with construction work necessary to accomplish these projects, said committee to report at the next Annual Town Meeting; or take any action relating to any or all of the foregoing.

Article 79. To see if the Town will vote to make an appro- priation of a sum of money to be expended under the direction of the Town Manager and The Committee on Swimming Conditions at Arlington Heights Reservoir Beach for the purchase and installa- tion of a controlled sluiceway and gates in the reservoir dam; determine in what manner the money shall be raised, or take any action relating thereto.

Article 80. To see if the Town will transfer the sum of Five Thousand Dollars ($5,000.00) from Mt. Pleasant Cemetery sale of graves and lots funds to the Cemetery Commissioners for the improvement of the Town Cemeteries.

Article 81. To see if the Town will transfer the sum of One Thousand Dollars ($1,000.00) from Mt. Pleasant Cemetery sale of graves and lots fund to the Cemetery Commissioners for the purchase of burial rights.

Article 82. To see if the Town will acquire by purchase or otherwise, or will accept for care and control, for park and play- ground purposes, all or any portion of the land within the Town (with or without the structures thereon) hereinafter described and at present under the jurisdiction of the Commonwealth of Massa- chusetts, Metropolitan District Commission, any interest or ease- ment therein, and any rights or easements of way or otherwise as appurtenant thereto; and subject to or with reservation of any rights or easements therein; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.


Said land is bounded and described, as follows:


Beginning at the point of intersection of the northeasterly side line of Parallel Street and the southeasterly side line of Med- ford Street, thence North 30° 50' 30" east a distance of 166.93 feet to a stone bound at a point of curve, thence northeasterly on said southeasterly side line of Medford Street on a curve to

the right with a radius of 279.55 feet a distance of 199 feet more or less to a point of compound curve, thence northeasterly, east- erly and southeasterly by a chain link fence on a curve to the right with a radius of 47 feet more or less a distance of 97 feet more or less to a point of tangency on the westerly side line of Mystic Valley Parkway, thence southerly on said westerly side line of the Mystic Valley Parkway on a curve to the left with a radius of 454.91 feet a distance of 24 feet more or less to a point, thence south 28° 16' 52" west a distance of 291.16 feet to a point on the northeasterly side line of Parallel Street, thence north 62° 40' 30" west on said northeasterly side line of Parallel Street a distance of 171.90 feet to the point of beginning and containing approximately 52,700 square feet.


Article 83. To see if the Town will determine that all or part of the land known as Russell Common is needed for an auto- mobile parking area and related uses for the purpose of the com- mercial development of the Arlington Center business district; will recommend that the Town Manager cause all necessary action to be taken to determine if such use would be consistent with any permissable, under the terms of the gift of this property to the Town by James Russell; or take any action relating thereto.

Article 84. To see if the Town will authorize the committee known as "Committee relative to Construction and Operation of Refuse Disposal Incinerators" appointed under Article 29 of the Warrant for the 1953 Annual Town Meeting and continued under Article 78 of the Warrant for the 1954 Annual Town Meeting to procure plans and estimates for the construction and operation of an incinerator plant to be located within the Town limits; make an appropriation for the use of said Committee; determine in what manner the money shall be raised; or take any action re- lating thereto.

Article 85. To see if the Town will vote to appropriate a sum or sums of money for the purpose of providing for anticipated repairs, renovations or reconditioning in the various school build- ings to comply with the regulations of the State Department of Public Safety; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.

Article 86. To see if the Town will vote to appropriate a sum or sums of money to be expended under the direction of the School Committee for the purpose of erecting an addition, or addi- tions, to the present High School and to provide for other altera- tions and improvements to or reconstruction of said High School including the cost of furnishings, equipment and lighting for said additions and other facilities for both the present building and the proposed addition; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.

Article 87. To see if the Town will acquire by purchase, eminent domain, or otherwise, for the purpose of a public play- ground or recreation center, the parcel of land hereinafter describ- «G, any portion thereof, any interest or easements therein and any rights or easements of way or otherwise as appurtenant thereto; and subject to or with reservation of any rights or easements therein; determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for the purpose aforesaid; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.


Said land is bounded and described substantially as follows:

Article 88. To see if the Town will vote to make an appro- priation for the purpose of providing ornamental and additional light to the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended; or take any action relating thereto.

Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 90. To see if the Town will authorize taking a sum of money voted for the appropriations heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to an amount not exceeding $100,000.00, in the determination of the 1956 tax rate.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.


Hereof, fail not, and make due return of the Warrant, with your doings thereon, to the Town Clerk, before the day of said meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.
