On Ocotber 13, 1956, at 9:11 P.M. John Hehir, 58 years, 5 Willow Court, Arlington, a pedestrian, was struck by an auto- mobile while crossing Mass. Avenue near Jason Street, receiving injuries from which he died on October 15, 1956.


On November 21, 1956 at 7:04 P.M. Elmer S. Davis, 77 years, 19 Standish Street Springfield, an operator, while driving his automobile on Franklin Street between Mass. Avenue and Broad- way was involved in an accident with another car, receiving in- juries from which he died on November 25, 1956.

TRAFFIC SIGNAL DEPARTMENT 1956


The Traffic Signal Department is responsible for the proper installation and maintenance of all aids to the regulation and con- trol of automobile traffic on the public ways throughout the Town for the safety of the general public, such as the planning, erection and maintenance of all traffic signals, the erection and maintenance of all traffic signs of every description and the painting of all traffic lanes, curb markings, street markings, parking stalls crosswalks, etc.

PARKING METERS


There are at the present time 280 Parking Meters in operation throughout the town. Mechanical failures and other causes neces- sitated certain repairs to Parking Meters as follows:

During 1956 the following measures were adopted for greater safety.


Cedar Avenue was made One Way in a northeasterly direction between the Concord Turnpike and Park Avenue.


Spring Street was made One Way in a southerly direction between Morton Street and Highland Avenue.


Two additional School Traffic Supervisors were appointed for the protection of School children upon the opening of the Dallin and the North Union Schools.


Three Channelizing Islands were erected on Massachusetts Avenue in Arlington Centre, one just west of the intersection of Pleasant Street, one between the intersection of Pleasant Street and the Boston & Maine Railroad Tracks and one between the rialroad tracks and Medford Street at the intersection of Med- ford Street.


The Channelizing Island located at the corner of Mystic Street and Massachusetts Avenue was reconstructed so that all left turn traffic out of Mystic Street would move to the right of the island thus affording safer and speedier movement of traffic into and out of Mystic Street.


The Channelizing Island located at the corner of Broadway and Massachusetts Avenue was lengthened to facilitate traffic inovements.


Four Safety Islands, two located on Massachusetts Avenue at the junction of Broadway in the Centre and two located on Massa- chusetts Avenue at the junctions of Lake and Winter Streets, were removed and the car tracks were covered over with a black top surface from the Cambridge Line to the Heights Terminal thus providing additional traffic lanes and the easing of traffic conges- tion during the rush hours.


AUXILIARY POLICE


This extremely important voluntary group of citizens were of inestimable value during the past year, particularly during the severe snow storms in March. Their willingness to guard fallen wires, to cover essential traffic posts, etc. enabled the regular department to maintain other necessary services during the emergency. I desire to take this opportunity to publicly thank the entire group for their continued co-operation during the past year. CONCLUSION


I am deeply indebted to the Honorable Board of Selectmen, our esteemed Town Manager, Federal, State, Town agencies, the citizens of Arlington, and the members of the Police Department for their wholehearted co-operation during the past year.

I herewith submit my report as Assistant Purchasing Agent for the year ending December 31, 1956.


The volume of service rendered by this Department will be revealed to some extent by the following table:

Preparation of specifications prior to advertising or soliciting by circular letter for bids required much time and study. In all instances every effort was made to comply with Article 7A, Con- tracts and Purchases, as outlined in the By-Laws of the Town of Arlington. All bids were carefully analyzed prior to the award. As before, in many instances, it was necessary to obtain financial statements and recommendations prior to making the award. I continue to insist upon performance bonds and insurance certi- ficates, thereby protecting the Town from liability, injury claims or damages of any kind which could possibly occur in the per- formance of any particular job.


In all instances where possible I continue to give local bid- ders preference on all items when their bids are comparable.


Bids on materials to be taken as needed throughout the year were obtained and, inasmuch as without doubt we are in a seller's market, this practice is working out for the benefit of the Town.


I have received excellent cooperation from all Department Heads and now that the practice of simple purchasing has been established, the ultimate benefitter will be the Town.


I wish to take this opportunity to express my sincere appre- ciation to the Town Manager, the Board of Selectmen, various Boards, Commissioners, Trustees, Town Officials, Committees, De- partment Heads and my staff for their cooperation throughout the year.
