Special Town meeting May 31, 1960
a special town meeting of the voters of Boxford was held in the Harry Lee Cole School at 8 PM with about 400 attending. after a short prayer by Rev. Ellsworth Comins, the business meeting was conducted by William J. Greenter, Jr., as moderator. action on the articles of the warrant was as follows: Voted to accept the report of the School Building Committee as read.

Voted that School Building Committee be empowered to acquire options on land for school purposes for purchase prices not to exceed 25,000,00 and not to be binding on the town until so voted by tren, and to appropriate the sum of 3,000,00 to he spent on acquiring these options.

Vated to amend Paragraph 3 of Section VI of the zoning by-law so as to read? Manufacturing , except any which by the emission or discharge of fumes, vapor, gas, dust, offensive odors, chemicals, refuse, organic matter or excrement, The causing of noise or vibration or by unduly increasing the risk from fire or explosion or otherwise, would be dangerous or injurious to the health or safety of The public, or damaging to the property values of the town, any such use shall be only under special permit of the Board of appeals, which shall first hold a public hearing after notice"

The voters of the Town of Boxford met at the Harry Lee Cole School, Boxford, at 8 P.M. on Seper 1, 1960, with William J. Greenler, Jr. presiding as moderator. after a prayer by Rev. Ellsworth Comins , the following action was taken on the articles of the warrant:

Voted unanimously to accept the report of the School Building Committee. Voted that authority of present School Building Committee be continued to engage an architect, and to supervise final plans and construction of a seven room addition to the Harry Lee Cole School.
Mr. Robert Humphreys, a representative of the S. W. Haynes associates of Fitchburg, was given unanimous consent to speak in the meeting, and he described the architectural features of the proposed addition. Voted to appropriate the sum of 10,000,00 from available funds for the payment of architects fees and final plans and specifications, for an addition of seven Classrooms to the Harry Lee Cole School. This was approved by the finance Committee.

- Special Town meeting Oct. 26, 1460
The voters of the Town of Boxford met at the Harry Lee Cole School on Oct. 26, 1460 at 8pm with 150 members present. after an opening prayer by Rev. Ellsworth Comins, the following action was taken on the articles of the warrant under the William J. Greenberg, Jr., the moderator:

Voted to accept the report of the School Building Committee.
Voted unanimously that the sum of 221,000.00 be hereby appropriated for the purpose of Constructing, equipping, and furnishing an addition to the Cole Elementary School, and that, to meet said appropriation, the sum of 80,000.00 be appropriated from the Stabilization Fund, as authorized by the provisions of Chapter 700 of the acts of 1960, and that the Treasurer, with the approval of the Selectmen, he and hereby is authorized to borrow the sum of 141,080.00 under the provisions of Chapter 645 of the acts of 1948, as amended, and to issue bonds or hotes of the town therefor payables in accordance ! with the provisions of Chapter 4+ of the General Laws so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note.
Voted unanimously to appropriate from available funds in the treasury, the sum of 6,000,00 for the purpose of making changes re arrangements. an I repos in the existing Cole Ichart building. Voted to authorize the School Building Committee to enter into contracts for the town for the construction, equipping, and furnishing of the proposed addition to the Cole School, and the changes of repairs in the Cole School; and to Continue a study of elementary school growth to be reported to the town at some future date.

Voted unanimously to amend the agreement for the establishment of The Mascanomes Regional School District comprising the towns of Boxford, middleton, and Topsfield as follows :
By striking out subsection IV (D) and inserting in place thereof the following sub- section: 11 apportionment of Capital Costs
IV (D)
Capital costs incurred prior to Oct. 1, 196c shall be apportioned to the member towns as follows :
To Boxford 19.8% To vnedaleton 39.8% To Topsfield 40.4% Capital costo incurred on or after Oct 1, 19 Shall we apportioned bry computing the ratio which each member town's enrollment in The regional district school hears to the total pupi enrollment from all the member towns in the regional district school. For this purpose, pupil enrollment of a member town shall mean the number of pupils from such town attending the regional school on October | next preceding the date on which the regional district school Committee votes to authorize the incurring of Auch capital costs. In the event that enrollment in the regional district school has not been accomplished on October I next preceding the date on which the regional district school Committee votes to authorize The incurring of Such capital costs, capital Costo shall the apportioned on the basis of enrollment in grades 7 through 12 of pupils residing in each member town and receiving education at Such town's expense on the aforesaid October 1. Debt -service accruing at any time on account of capital costs incurred prior to October 1, 1965
