The whole aim of Agricultural Education is not simply to produce more productive agricultural workers but to make for truly human progress by developing citizenship among a class of workers that lend stability to the back- bone of our country or community.

REPORT OF SUPERVISOR OF MUSIC AND DRAWING


To Mr. Loring G. Williams, Superintendent of the Public Schools of Eastham, Orleans, Chatham, and Harwich :--


It gives me pleasure to submit to you my fifth annual re- port on the music and drawing of this district.


It has been a source of pleasure and compensation to observe the growth of interest and general advancement of the work in both music and drawing.


The chorus singing in the High schools has improved noticeably in the past year. This is due largely to the fact that the entering classes have been well prepared to take up part singing.


The primary music is going especially well in nearly every case, and I feel that a good foundation is being laid for future work.


Drawing in the Primary and Intermediate schools has included nature drawing, illustrative drawing, color, type solids, terms used in speaking of drawings, exercises in mus- cular movement, and paper construction.


Grammar school drawing has embraced perspective, color scales and harmonies, nature drawing, object drawing, ele- mentary design, and constructive design.


Much credit should be given to the teachers throughout the district for their loyal support, and for their careful execution of plans.

ANNUAL TOWN MEETING WARRANT 1917


Commonwealth of Massachusetts, Barnstable, ss.


To Leslie E. Chase, Constable of the Town of Eastham, in said County, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet at the Town Hall in said Eastham, on Monday, February 5, 1917, at ten o'clock in the forenoon, then and there to act on the following articles, viz :


Art. 1. To choose a Moderator to preside in said meeting.


Art. 2. To hear the report of the Selectmen and all other reports and committees and act thereon.


Art. 3. To choose all necessary Town officers for the en- suing year, and also to bring in your votes, Yes or No, Shall license be granted for the sale of intoxicating liquors in this Town ?


Art. 4. To fix the rate for the collection of taxes as- sessed for the year 1917.


Art. 5. To see what sum of money the Town will raise for the Public Library, and make appropriation for the same.


Art. 6. To raise such sum of money as may be consider- ed necessary to defray Town charges for the ensuing year, and make appropriations for the same.

Art. 7. To see in what manner the Town will dispose of its refunded dog tax, and act thereon.


Art. 8. To see in what manner the Town will support its poor the ensuing year.


Art. 9. To see in what manner the Town will. repair its roads and bridges the ensuing year.


Art. 10. To see if the Town will give the Collector of Taxes the same power which the Town Treasurer has when appointed Collector of Taxes.


Art. 11. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to borrow money in an- ticipation of revenue of the municipal year beginning Jan- uary 1, 1917, to an amount not to exceed three thousand dollars ($3,000).


Art. 12. To see if the Town will vote to establish a salary for its School Committee, and raise and appropriate money for the same, or do or act anything thereon. (By request).


Art. 13. To see if the Town will vote to discontinue the road beginning at the town road leading to Nausett beach, thence easterly through land locally known as Chapin land and land formerly belonging to the Hamblin, estate as far as the road leading to Nausett Coast Guard Station, or do or act anything thereon. (By request).


Art. 14. To see if the Town will vote to build an oil or tar road from the North Eastham R. R. Station to the house of C. H. Robbins, said road to follow the line of sur- vey made by the town in 1915 and locally known as Nausett road, and raise and appropriate a sum of money sufficient to carry the same into effect, or do or act anything thereon. (By request).


Art. 15. To see if the Town will vote to build an oil road

in the South part of the Town of Eastham, beginning at the Orleans boundary line near the dwelling house of Jabez Sparrow, thence northerly and westerly as the road runs by the dwelling house of Warren H. Runnels to the west shore, or any part thereof, and raise and appropriate money to pay for the same, or do or act anything thereon. (By request).


Art. 16. To see if the Town will vote to instruct the School Committee to build a room in the rear of the three schoolhouses, and make an appropriation for the same, or do or act anything thereon. (By request).


Art. 17. To see if the Town will vote to grade and put in good condition the road beginning at the oil road near W. M. Hatch's house thence southerly and westerly as the road runs to the west shore, and raise and appropriate money to pay for the same, or do or act anything thereon. (By request)


Art. 18. To see what action the Town will take for sup- pressing the gypsy and browntail moths, and make appro- priation for the same.


Art. 19. To see if the Town will vote to accept the lay- out for a town road made by the Selectmen, beginning at the end of the layout made by the Selectmen in 1915, near the dwelling house of W. H. Forrest, thence northerly to the oil road opposite the dwelling house of Abbott S. Knowles, said layout being through land of Arthur C. Chipman, and petitioned for by the legal voters of the town, or do or act anything thereon. (By request).


And you are directed to serve this Warrant by posting up attested copies thereof, one at each of the Post-offices in said Eastham and one at the harness shop of George H. Walker in said Eastham, seven days at least before the time for holding said meeting.
