Voted That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the muni- cipal year beginning January 1, 1917, to an amount not ex- ceeding in the aggregate $3,000, and to issue a note or notes therefor, payable within one year, any debt or debts in- curred under this vote to be paid from the taxes of said municipal year.
Voted, That the sum of $100 be appropriated for the salary of the School Committee, to be apportioned according to their discretion.
Voted, To discontinue the road beginning at the town road leading to Nausett Beach, thence easterly through land locally known as Chapin Land and land formerly belonging to the Hamblin Estate as far as the road leading to Nausett Coast Guard Station.
Voted, That the Town grade and surface with oil or tar a portion of the road known as Nausett Road, beginning at North Eastham R. R. Station and following the line of the town survey of 1915, that the town appropriate the sum of $1,500 for this purpose, that the Town Treasurer be in- structed to hire the sum on three serial notes of $500, each to be paid from the tax levy of 1917-18-19, that the Select- men are hereby instructed to petition the State Highway Commissioner for an allotment under the Small Town Act in 1917 to be expended with the Town appropriation on said road, that the road so far as built shall be graded 21 feet wide and oiled or surfaced 15 feet. It was also voted that the building of said road be left in the hands of Nathan P. Clark to have full charge of all grading and surfacing for the town and is hereby empowered to make such contracts for oil supplies. etc., as may be necessary in construction of said road, and a committee be appointed by the chair at this

meeting to act for the town in accepting or rejecting the road when finished. Committee appointed, Fred F. Dill, George E. Gill, and Charles Feltis.
Voted, To appropriate $175.00 to grade and harden the road from the Orleans boundary to the shore.
Voted, That the School Committee be instructed to build a room in the space in the rear of the three school buildings, and that the town appropriate $200 therefor.
Voted. To appropriate $175.00 to grade and harden the road from W. M. Hatch's house to the west shore, and that the matter be left in the hands of the Selectmen, and that the Selectmen be empowered to receive and use any endow- ments that may be tendered thereon.
Voted, To pay the Moderator $5.00.
SPECIAL TOWN MEETING, APRIL 14, 1917

Voted, That the town adopt the following resolutions and a copy of the same be spread upon the records of the town and also a copy of this vote be mailed to the President of the United States.
Whereas, The German Imperial Government has, as the President said, forbidden to our people the exercise of their peaceful and legitimate errands on the high seas, and Whereas : in consequence the President of the United States has severed diplomatic relations with Germany,
Be it resolved by the Citizens of the Town of Eastham in Town Meeting assembled this 14th day of April in the year 1917,
First, That they commend the President for his uncom- promising stand in severing diplomatic relations.
Second, That they rely upon the President to protect American citizens and American ships in their acknowledged rights on the high seas.

Third, That they urge upon the President the necessity of making immediate preparations against the contingencies of War.
Fourth, That while they desire peace, they desire peace only with honor, and call upon the President to regain at this time the honor of the American people.
Voted, To pay 30 cents per hour for men and 25 cents per hour for horses for labor on the road.
Boys not allowed to work until 12 years old and to re- ceive 20 cents per hour from 12 to 16, and 30 cents per hour after 16 years of age.
Voted, To instruct the Selectmen in accordance with Chap- ter 91, Section 85, Revised Laws of Massachusetts, to grant permits to catch Eels, Clams and Razorfish.

PUBLIC LIBRARY
The Trustees of the Public Library respectfully submit their annual report including the Treasurer's and Libra- rian's report.
During the year a well has been driven on the grounds, the small building moved over and an engine with pump- jack installed; we have now a fair foundation for an effi- cient water system. The buildings have been painted one coat of white, and the blinds also painted.
The scarcity of coal has led the trustees to close the Li- brary on Wednesday afternoon and evening, until such time as there shall be enough coal for household consump- tion.
The Trustees extend the thanks of the Town to those who have donated so generously to the library the past year. We wish particularly to thank Mr. Dwight Blaney for the gift of fifty-six books, Mr. and Mrs. Chas. A. Feltis for thirty- eight, and Mr. James Paxton for twenty-four.
We are sorry to show in the Librarian's report a de- crease of over one thousand in circulation for the year. out hope the increase in knitting will compensate for it.
