The Health Officer attended the New England Health Institute at Concord, N. H., and gave an address on "Co- operative Health Work on Cape Cod". A great deal of in- terest was shown regarding this work and a good many questions were asked. The Institute was attended by rep- resentatives of all of the New England and several other States.


Considerable time has been devoted to the County Health Department bill, and this was signed by the Gover- nor in March and has been accepted by the County Commis- sioners. All of the towns have signified their approval of this subject.


A number of students from the Harvard School of Public Health visited the district during the year.


In general it may be said that Barnstable County has been comparatively free from communicable diseases. Chat- ham perhaps suffered the most, as apparently a majority of the non-immunes contracted measles last winter. Measles and whooping cough are perhaps the most difficult of all communicable diseases to control. There has been some diphtheria and some scarlet fever but the cases were not severe and there was little spread.

In general it is believed that results of the year's work have been satisfactory, and the Health Officer wishes to acknowledge the unfailing co-operation of all officials and others on the Cape. Visitors are always welcome at the office, where detailed reports of the work may be seen. This one is necessarily general and brief.

Report of School Nurse


The routine physical examinations of the school chil- dren, by the school physician, were made in November and the children were found to be in very good physical con- dition.


Some carious teeth were found but, on the whole, the dental condition is improving. If parents could only realize how important it is to the permanent teeth to keep the cavities in the first, or milk teeth filled and in good condition, we would find many more boys and girls in school with good strong even teeth. Few people rightly value the im- portance of good sound teeth and the great part they play in our general health and success in life.


· We were unfortunate in having a diphtheria carrier in school and consequently we had several light cases of diph- theria during the spring term and one or two in the begin- ning of the fall term. We were pleased to have so many children take the toxin antitoxin to protect them against this dreaded disease and I hope all the children in the school will take it next year.


I have made the weekly visits to the school, weighing and measuring the pupils once a month and making a gen- eral inspection from time to time to keep up the individual interest in personal hygiene.


At the beginning of the winter term the hot cocoa was

started. We consider this hot drink at noontime a great benefit to the school chidren inasmuch as it stimulates them and gives the energy which they need for the after- noon work in the class room.

ANNUAL TOWN MEETING


WARRANT, 1927


Commonwealth of Massachusetts


Barnstable, ss.


To Harvey T. Moore, Constable of the Town of Eastham, in said County, Greeting :


In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the inhabitants of said Town, qualified to vote in elections and Town affairs, to meet in the Town Hall of said Eastham, on Monday, Feb- ruary 7, 1927, at 10 o'clock in the forenoon, then and there to act upon the following articles, viz :


Article 1. To choose a moderator to preside at said meeting.


Article 2. To hear the reports of the Selectmen and all reports and committees and act thereon.


Article 3. To choose all necessary Town Officers for the ensuing year.


Article 4. To fix the rate for the collection of taxes assessed for the year 1927.

Article 5. To see what sum of money the Town will raise for the Public Library and make an appropriation for the same.


Article 6. To raise such sums of money as may be necessary to defray town charges for the ensuing year.


Article 7. To see in what manner the town will dis- pose of its refunded dog tax, and act thereon.


Article 8. To see in what manner the Town will sup- port its poor for the ensuing year.


Article 9. To see if the Town will vote to appropri- ate the sum of $2,000.00 provided the State makes a satis- factory allotment for the upkeep and maintenance of Town Roads, under Chap. 81, Sections 26-29, General Laws, as amended.


Article 10. To see in what manner the Town will re- pair its roads and bridges and appropriate money for the same.


Article 11. To see if the Town will give the Collector of Taxes the same power the Treasurer has when collector.


Article 12. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the municipal year be- ginning January 1, 1927, an amount not to exceed $16,000.00.


Article 13. To see if the Town will elect a Director for the Cape Cod Farm Bureau.

Article 14. To see what action the Town will take regarding the wages of laborers, teams and trucks on Town roads for the ensuing year, or do or act anything thereon.


Article 15. To see if the Town will appropriate a sum of money for Memorial Day and the purchase of flags for Soldiers and Sailors graves and Monument Grounds.


Article 16. To see if the Town will vote to raise and appropriate a sum of money for the use of the Orleans Fire Department when called to Eastham building fires, or do or act anything thereon.


Article 17. To see if the Town will vote to petition for the installation of an accounting system by the Common- wealth, Chap. 516, Acts 1922.


Article 18. To see if the Town will vote to raise and appropriate a sum of money for the purchase of forest fire fighting apparatus, or do or act anything thereon.


Article 19. To see if the Town will vote to apply the sum of $2,000.00 from the resources of the Town as of De- cember 31, 1926, for the purpose of reducing the tax levy of 1927.


Article 20. To see what action the Town will take re- garding the location of place for posting Town Warrants and Notices in South Eastham, or do or act anything there- on.


Article 21. To see what action the Town will take re- garding its shellfishery.

Article 22. To see if the Town will vote to install a catch basin on the Depot Road in the south side of Crosby's Store in the center of the Town, and appropriate a sum of money for the same, or do or act anything thereon. (By request)


Article 23. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred ($500.00) Dollars to be paid to the Cape Cod Hospital for the establish- ment and maintenance of a free bed in the hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordane with Sec. 74 of Chap. 3 of the General Laws, or take any action in relation thereto, and act fully thereon.


Article 24. To see if the Town will vote to authorize the Selectmen to appoint a committee to investigate the ad- visability of establishing a Town Forest, or to take action thereon.


Article 25. To see if the Town will vote to appropriate a sum of money sufficient to pay for the labor in installing a drain, or a catch basin and drain, to take care of the water on south side of Depot Road, east of railroad crossing near Eastham depot, provided the railroad company furnishes the material, or do or act anything thereon.


Article 26. To see if the Town will vote to purchase a tractor equipped for road and snow work and appropriate a sum of money for the same, or do or act anything thereon.


Artcile 27. To see if the Town will vote to appropriate a sum of money for the purpose of installing a new well in

the Town Hall, or do or act anything thereon.


Article 28. To see if the Town will vote to appropriate a sum of money for the purpose of eliminating mosquito breeding places, and a committee appointed to have charge of the work, or do or act anything thereon. (By request)


Polls will be open at 10 A. M.


Hereof fail not to make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting aforesaid. Given under our hands at East- ham this twenty-fourth day of January, 1927.
