ANNUAL TOWN MEETING WARRANT, 1931


Commonwealth of Massachusetts


Barnstable, ss.


To Harvey T. Moore, Constable of the Town of Eastham, in the County aforesaid, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said town, qualified to vote in elections and town affairs, to meet in the Town Hall in said Eastham, on Monday, the second day of February next, at 10 o'clock in the forenoon, then and there to elect all necessary Town officers for the ensuing year and to meet in the Town Hall in said Eastham, on Tuesday the third day of February next, at 11 o'clock in the forenoon, then and there to act on the following articles :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To hear the reports of the Selectmen and all reports and committees and act thereon.


Article 3. To see if the town will elect a Town Direc- tor for the Cape Cod Extension Service.

Article 4. To see what sum of money the Town will raise for the Public Library and make an appropriation for the same.


Article 5. To see in what manner the Town will dis- pose of its refunded dog tax, and act thereon.


Article 6. To see in what manner the Town will sup- port its poor for the ensuing year.


Article 7. To see if the Town will appropriate the sum of $3,075.00 provided the State makes a satisfactory allot- ment for the upkeep and maintenance of town roads, under Chapter 81, Sections 26-29 General Laws, as amended.


Article 8. To see in what manner the town will repair its roads and bridges and appropriate money for the same.


Article 9. To see if the town will give the Collector of Taxes the same power the Treasurer has when collector.


Article 10. To raise such sums of money as may be necessary to defray town charges for the ensuing year.


Article 11. To see if the town will authorize the Treasur- er, with the approval of the Selectmen, to borrow money in anticipation of revenue of the municipal year beginning Jan- uary 1, 1931, an amount not to exceed $16,000.00.


Article 12. To see if the town will vote to appropriate a sum of money for Memorial Day and the purchase of flags for Soldiers' and Sailors' graves and Monument Grounds.


Article 13. To see if the town will petition the Direc- tor of Accounts of the Department of Corporations and Tax-

ation for the installation of an accounting system, in accord- ance with the provisions of Chapter 44 of the General Laws, or take any action relative thereto.


Article 14. To see if the town will vote to authorize the Selectmen to appoint a town accountant in accordance with Chapter 41, Section 55, General Laws, to abolish the office of town auditor, or take any action relative thereto.


Article 15. To see if the town will raise and appropri- ate a sum of money for forest fire protection.


Article 16. To see if the town will vote to raise and ap- propriate the sum of $500 for the purpose of continuing the plotting, surveying and making of Assessors' Maps of the Town of Eastham.


Article 17. To see if the town will vote to pay a boun- ty of $1.00 each for all woodchucks killed within its limits for the ensuing year and appropriate the sum of $50 for same or do or act anything thereon. (By request)


Article 18. To see if the town will vote to have the spelling of the name of Alfred L. Gill on the World War Memorial corrected and appropriate a sum of money for the same.


Article 19. To see if the town will vote to give the John R. McKay Post, American Legion, the free use of the Town Hall one night per month for the ensuing year or do or act anything thereon.


Article 20. To see if the town will vote to raise and appropriate a sum not to exceed Five Hundred ($500.00) for the establishment and maintenance of a free bed in the

Cape Cod Hospital, Hyannis, Mass., for the care and treat- ment of persons certified by the Selectmen to be residents of the town and unable to pay for such care and treatment in accordance with Section 74 of Chapter III of the General Laws, or take any action in relation thereto, and act fully thereon. (By request).


Article 21. To see if the town will vote to have made screens and screen doors for the Town Hall, or do or act anything thereon. (By request).


Article 22. To see what action the town will take re- garding the purchasing of motor driven fire apparatus and raise and appropriate a sum of money for the same. (By request).


Article 23. To see if the town will vote to take $2,500.00 of the free cash from the Treasury and use the same for the reduction of the tax levy of 1931.


Article 24. To see if the town will vote to rescind that part of the vote made at a Special Town Meeting, January 2, 1931, whereby it was voted to borrow $1,000.00 on a note payable in 1932.


Article 25. To see if the town will vote to appropriate $1,000.00 for heating system.


Article 26. To see if the town will vote to sell for the sum of $1.00 to the Eastham Evergreen Cemetery Corpora- tion, the old hearse house, or do or act anything thereon.


Article 27. To see if the town will vote to rescind the vote made at Annual Town Meeting, February 3, 1930, whereby it was voted to lay out a road running Northerly to Locust Road from near the home of Rose B. Nickerson.

Article 28. To see if the town will vote to raise and ap- propriate the sum of $75.00 for surveying a road from the State Highway near the home of Harvey T. Moore westerly to the Old Mill Road near the home of Rose B. Nickerson.


And you are directed to serve this Warrant by posting attested copies thereof at the Blacksmith Shop of Charles A. Feltis in South Eastham, the Post Office in Eastham and the Post Office at North Eastham, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due returns of this warrant, with your doings, to the Town Clerk at the time and place of meeting as aforesaid.
