In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said town qualified to vote in elections and town affairs, to meet in the Town Hall in said Eastham, on Friday even- ing, Jan. 2, 1931, at 8 o'clock P. M., then and there to act on the following articles.


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To listen to the report of the committee ap- pointed at the last Special Town Meeting concerning heat- ing plant for the Town Hall.


Article 3. To see what action the Town will take re- garding the purchase of a heating plant for the Town Hall, the same to comply with the State Laws pertaining to Pub- lic Buildings, and make an appropriation for the same.


And you are directed to serve this warrant by posting attested copies thereof at the Blacksmith Shop of Charles A. Feltis in So. Eastham, the Post Office in Eastham and the Post Office in No. Eastham, seven days at least before time

Meeting called to order by Town Clerk, James P. Brew- er and Maurice W. Wiley appointed tellers and sworn by Clerk.


Article 1. Elected Ralph A. Chase, Moderator.


Article 2. Manuel Meads of the heating committee appointed at the last Special Town Meeting, reported for that committee relative to the installation of a heating sys- tem which would comply with the State regulations, the committee favored the installation of an oil burning plant, committee's report was accepted.

Article 3. Voted to raise and appropriate the sum of $2500.00 for the installation of an oil burning, steam heat- ing plant, with heating units, to be paid for as follows, $1500.00 from the taxes of the year 1931 and to issue one note payable of $1000.00 payable in 1932.


Voted to pay the Moderator $3.00 for his services at this meeting.

WARRANT FOR ANNUAL TOWN MEETING


February 2, 1931


Barnstable, ss.


To Harvey T. Moore, Constable of the Town of Eastham, in the County aforesaid, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said town, qualified to vote in elections and town affairs, to meet in the town hall in said Eastham, on Monday, the second day of February next at 10 o'clock in the forenoon, then and there to elect all necessary Town Officers for the ensuing year and to meet in the Town Hall in said Eastham, on Tuesday the third day of February next, at 11 o'clock in the forenoon, then and there to act on the following articles :

Polls will close at 1 o'clock P. M., February 2, 1931.


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To hear the report of the Selectmen and all reports and committees and act thereon.


Article 3. To see if the Town will elect a Town Direc- tor for the Cape Cod Extension Service.


Article 4. To see what sum of money the Town will raise for the Public Library and make an appropriation for the same.


Article 5. To see in what manner the Town will dis- pose of its refunded Dog Tax and act thereon.


Article 6. To see in what manner the Town will sup- port its poor for the ensuing year.


Article 7. To see if the Town will appropriate the sum of $3075.00 provided the State makes satisfactory al- lotment for the upkeep and maintenance of town roads, un- der Chap. 81, Sections 26-29 General Laws, as amended.


Article 8. To see in what manner the Town will re- pair its roads and bridges and appropriate money for the same.


Article 9. To see if the Town will give the Collector of Taxes the same power which the Treasurer has when Col- lector.


Article 10. To raise such sums of money as may be necessary to defray Town Charges for the ensuing year.

Article 11. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the municipal year be- ginning Jan. 1, 1931, an amount not to exceed $16,000.00.


Article 12. To see if the Town will vote to appropriate a sum of money for Memorial Day and the purchase of flags for Soldiers' and Sailors' graves and Monument grounds.


Article 13. To see if the Town will petition the Direc- tor of Accounts of the Department of Corporations and Tax- ation for the installation of an accounting system in accord- ance with the provisions of Chap. 44 of the General Laws, or take any action relative thereto.


Article 14. To see if the Town will authorize the Sel- ectmen to appoint a 'Iown Accountant in accordance with Chap. 41, Section 55, General Laws, to abolish the office of Town Auditor, or take any action relative thereto.


Article 15. To see if the Town will raise and appro- priate a sum of money for forest fire protection.


Article 16. To see if the Town will vote to raise and appropriate the sum of $500 for the purpose of continuing the plotting, surveying and making of Assessors' maps of the Town of Eastham.


Article 17. To see if the Town will vote to pay a boun- ty of $1.00 each for all woodchucks killed within its limits the ensuing year and appropriate the sum of $50.00 for the same, or do or act anything thereon. (By request).


Article 18. To see if the Town will vote to have the spelling of the name of Alfred L. Gill on the World War

Memorial corrected and appropriate a sum of money for the same.


Article 19. To see if the Town will vote to give the John R. McKay Post, American Legion, the free use of the Town Hall one night each month for the ensuing year, or do or act anything thereon.


Article 20. To see if the Town will vote to raise and appropriate a sum not to exceed $500.00 for the establish- ment of a free bed in the Cape Cod hospital, Hyannis, Mass., for care and treatment of persons certified by the Select- men to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chap. 3 of the General Laws, or take any action relative thereto, and act fully thereon. (By request).


Article 21. To see if the Town will vote to have screens and screen doors made for the Town Hall, or do or act anything thereon. (By request).


Article 22. To see what action the Town will take in regards to the purchase of motor driven fire apparatus and raise and appropriate a sum of money for the same. (By request).


Article 23. To see if the Town will vote to take $2,500.00 of the free cash from the Treasury and use the same for the reduction of the tax levy of 1931.


Article 24. To see if the Town will vote to rescind that part of the vote made at Special Town Meeting, Jan. 2, 1931, whereby it was voted to borrow $1000.00 on a note payable in 1932.

Article 25. To see if the Town will vote to appropriate $1000.00 for heating system.


Article 26. To see if the Town will vote to sell for the sum of $1.00 to the Eastham Evergreen Cemetery Corp., the old hearse house, or do or act anything thereon.


Article 27. To see if the Town will vote to rescind the vote made at the Annual Town Meeting, Feb. 3, 1930, where- by it was voted to lay out a road running northerly to Lo- cust Road from near the home of Rose B. Nickerson.


Article 28. To see if the Town will vote to raise and appropriate the sum of $75.00 for surveying a road from the State Highway near the home of Harvey T. Moore wes- terly to the Old Mill Road near the home of Rose B. Nic- kerson.


And you are hereby directed to serve this warrant by posting attested copies thereof, one at the Blacksmith shop of Charles A. Feltis, in South Eastham, the Post Office in Eastham and the Post Office at North Eastham, seven days at least before the time of holding said meeting.

Article 1. Elected Ralph A. Chase, Moderator.


Article 2. The Moderator announced the result of the balloting on Feb. 2nd together with officers appointed by the Selectmen.


Voted to waive the reading of the Town report.


Voted to accept the report of the Selectmen and all other Town Officers and committees as printed, error of printers excepted.


Article 3. Elected Ralph A. Chase, Town Director of the Cape Cod Extension Service for the year 1931.


Article 4. Voted to raise and appropriate the sum of $25.00 toward the support of the Public Library.

Article 5. Voted the refunded Dog Tax to be placed to the credit of the schools.


Article 6. Voted the care of the poor be left in the hands of the Board of Public Welfare.


Article 7. Voted to raise and appropriate the sum of $3075.00 for the care and maintenance of Town Roads under Chap. 81, Sections 26-29 of the Geenral Laws, as amended, provided the State will make a satisfactory allotment to the Town for the same.


Article 8. Voted to leave the care of the Town Roads and Bridges in the hands of the Road Surveyor and to ap- propriate the sum of $350.00 for the same.


Article 9. Voted to give the Collector of Taxes the same power which the Treasurer has when Collector.

Article 11. Voted to authorize the Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of revenue of the municipal year in an amount not to exceed in the aggregate the sum of $16,000.00. And to issue a note or notes therefor payable in one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.

Article 12. Voted to raise and appropriate the sum of $100.00 for the purpose of observing Memorial Day and the purchase of flags for Soldiers' and Sailors' graves, to be expended under the direction of the Supervisor of Soldiers' and Sailors' lots.


Article 13. Voted to petition the Director of Accounts of the Dept. of Corporations and Taxation for the installa- tion of an accounting system in accordance with Chap. 44 of the General Laws.


Article 14. Voted to authorize the Selectmen to ap- point a Town Accountant in accordance with Chap. 41, Sec. tion 55 of the General Laws.

Article 20. Voted to raise and appropriate the sum of $100.00 for the purpose of establishing a free bed in the Cape Cod Hospital at Hyannis, Mass., for those persons cer- tified by the Selectmen as residents of the town and who are unable to pay for hospital service.


Article 21. Voted to raise and appropriate the sum of $150.00 for the purpose of screening all necessary windows and doors in the Town Hall, screens to be full length and of copper screen wire, the work to be done on or before May 1st, 1931, under direction of the Selectmen.


Article 22. Voted to allow Mr. Lincoln Crowell, State Fire Warden, the privilege of addressing the meeting under this article. His remarks were to the effect that it is getting to a point where every town should have some fire protec- tion of its own, at this time the Town of Eastham and the Town of Mashpee are the only towns on the Cape that have no such equipment. Mr. Crowell estimated the cost of a pumper adaptable to our town to be approximately $3,000 .- 00.


Voted to appoint a committee of three to investigate fire apparatus adaptable to use of this town and to report at a Special Town Meeting not later than May 1931. Commit- tee appointed : Adin L. Gill, Edward D. Penniman and Ar- thur A. Clark.


Article 23. Indefinitely postponed.


Article 24. Voted to rescind that part of a vote made at a Special Town Meeting Jan. 2, 1931, whereby it was vot- ed to hire $1000.00 on a note payable in 1932.


Article 25. Voted to raise and appropriate the sum of $1,000.00 for a heating plant.

Article 27. Voted on the question of rescinding the vote made at the Annual Town Meeting February 3, 1930, whereby it was voted to lay out a road from a point near the home of Rose B. Nickerson, northerly to Locust Road. Voted-No 14-Yes 10, the vote is not rescinded.


Article 28. Voted to raise and appropriate the sum of $75.00 for the survey of a road from the State Highway near the home of Harvey T. Moore westerly to the Old Mill Road near the home of Rose B. Nickerson.


Voted to pay the Moderator $10.00 for his services at this meeting.

WARRANT FOR SPECIAL TOWN MEETING


May 11, 1931


Commonwealth of Massachusetts


Barnstable, S. S.


To Harvey T. Moore, Constable of the Town of Eastham in the County aforesaid, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said town qualified to vote in elections and town affairs, to meet in the Town Hall in said Eastham, on Monday eve- ning, the Eleventh day of May at 8 P. M., then and there to act on the following articles :


Art. 1. To choose a Moderator to preside at said meet- ing.


Article 2. To see if the town will vote to lay a plank walk from the parking space at the Nauset Coast Guard sta- tion to the top of the bank and make an appropriation for the same. The walk to be taken up and housed during the winter months, and appoint someone to look after said housing. (By request.)


Article 3. To see if the town will release to Eastham Grange, all claims that the Town may hold upon silverware and dishes now on hand in the Town Hall building or do or act anything thereon. (By request.)

Article 4. To see if the town will vote to purchase a Ford Pumping Engine and proper equipment for the same, appropriate money for such purchase and act anything thereon.


Article 5. To see if the town will appropriate a sum of money to take care of the deficit in the Snow Removal Ac- count.


Article 6. To see if the town will vote to raise and ap- propriate the sum of $180.00 to pay for the snow plough.


Article 7. To see if the town will vote to raise and ap- propriate the sum of $200.00 for Office Supplies for the year 1931. (Through an oversight this item was not included in the recommendations at the last Annual Town Meeting).


Article 8. To see if the town will take any action re- garding the Moderator under Chap. 39, Sec. 14 of the Gen- eral Laws.


Article 9. To see if the town will appropriate a sum of money for Military Aid for the year 1931.


And you are directed to serve this warrant by posting attested copies thereof, one at the Blacksmith shop of Chas. A. Feltis in South Eastham, the Post-Office in Eastham and the Post-Office in North Eastham, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this warrant with your doings thereon at the time and place of holding said meeting.
