Article 1. To choose a moderator.
Horace T. Fogg was chosen moderator by ballot. He was sworn by the town clerk.
Upon taking the chair the following memorial was sub- mitted by him to the voters and unanimously adopted : "For the first time in seventeen years we are without the services of John Whalen as moderator of our town meeting. He was first elected in 1911 and served continuously to his death. From the time he became of age he accepted with enthusiasm the obligations imposed upon him as a voter. He was always active and interested in town affairs. He was an impartial and conscientious presiding officer. He brought to the position an earnest desire to be of real ser- vice to his fellow citizens. He was zealous in maintain- ing the traditions of the New England Town Meeting and it was due to such an interest that he did so much in Norwell not only to maintain the tradition but to keep the town meeting a living force. He also took a real interest in

state and national politics, accepting to the full extent the duties and responsibilities of citizenship which rest far too lightly on the shoulders of many of us. Such an interest as he showed in public affairs may well be held up as a wor- thy example for all of us to follow. He served with cred- it to himself and honor to the community, and as an expres- sion of our esteem and respect, you will all please rise and remain standing until the fall of the gavel."
Article 2. To hear the reports of the several boards of officers and committees of the town and act thereon.
Voted to accept the reports of the town officers as print- ed.
Article 3. To make necessary appropriations to defray the expenses of the town, and for other purposes and to raise such sums of money as the town shall deem expedient for the following purposes :
Dept. of Public Welfare, Infirmary, Support of Schools, Highways, Sign Boards, Removing Snow, Notes, Interest, State and County Taxes, Town Officers, Incidentals, School and District Nurse, Transportation of Nurse, Dental Clinic, County Hospital, State Aid, Board of Health, Electric Lights, Insurance, Revenue Deficit, Tree Warden, Spray- ing Elms Mowing Bushes, Squares and Triangles, Gypsy Moth, Fire Department, and equipment, James Library, Ridge Hill Library, Soldiers' Relief, School Physician, Memorial Day, Sealing Weights and Measures, Inspection of Animals, Washington Street Cemetery, Town Hall, Plymouth County Aid to Agriculture, Reserve Fund, Town Forest.

Louis H. Ogden was chosen director and an appropri- ation of $150 was made under Article 3.

Article 20. Will the town authorize the treasurer with the approval of the selectmen, to borrow money on and after January 1, 1929, in anticipation of the revenue of the fin- ancial year beginning January 1, 1929, and to issue a note or notes therefor, payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of the financial year, beginning January 1, 1929.
Voted that the treasurer be authorized, with the approv- al of the selectmen, to borrow money on and after January 1, 1929, in anticipation of the revenue of the financial year beginning January 1, 1929, and to issue a note or notes therefor payable within one year. Any debt or debts in- curred under this vote to be paid from the revenue of the financial year beginning January 1, 1929.

forest committee to purchase of the Lot Phillips Co. Corp., a parcel of land containing 36 acres lying between Circuit and River Streets, to be used as a town forest and appro- priate $500 for that purpose.
Voted to pass over this article.
The fish rights were purchased by John T. Hatch and Mrs. Natale Molla for two dollars.
Subsequent meeting for the election of officers in Town Hall on Monday, March 12, 1928 action was taken on the following article :
Article 27. To bring in their votes for a Town Clerk, for one year; one Selectman, one Assessor, and one mem- ber of the Board of Public Welfare, for three years; a Treasurer, a Collector of Taxes, an Auditor, a Surveyor of Highways, five Constables and a Tree Warden for one year ; one member of the school committee for three years; one member of the Board of Health for three years; one Trustee for the Ridge Hill Library for three years.
Pursuant to the above article the voters met at the Town Hall, Monday, March 12, 1928 at 6 A. M. Horace T. Fogg acted as presiding election officer. The other officers on duty were Edward M. Sexton, William J. Leonard, Amos H. Tilden, Carlton O. Litchfield, Alice C. Merritt and Marion Brainerd. 210 ballots were cast. The polls clos- ed at 11 A. M.

Shall the proposed law which provides that it shall be law- ful in any city which accepts the act by vote of its city council and in any town which accepts the act by vote of its inhabitants, to take part in or witness any athletic out- door sport or game, except horse racing, automobile rac- ing, boxing or hunting with firearms, on the Lord's day be- tween 2 and 6 p. m .; that such sports or games shall take place on such playgrounds, parks or other places as may be designated in a license issued by certain licensing author- ities; that no sport or game shall be permitted in a place other than a public playground or park within one thous- and feet of any regular place of worship; that the charging of admission fees or the taking of collections or the receiv- ing of remuneration by any person in charge of or partici- pating in any such sport or game shall not be prohibited; that the license may be revoked: and that in cities and towns in which amateur sports or games are permitted under ex- isting law such amateur sports or games may be held until the proposed law is accepted or the provisions of the exist- ing law fail of acceptance on re-submission to the people, which law was dissapproved in the Senate by a vote of 9 in the affirmative and 22 in the negative, and in the House of Representatives by a vote of 93 in the affirmative and . 110 in the negative, be approved ?
