Report of Town Clerk


ANNUAL TOWN MEETING, MARCH 4-11, 1929


Pursuant to a warrant under the hands of the Selectmen, duly executed and return thereof made by John T. Osborn a Constable of Norwell, the qualified voters of the town met at the Town Hall, Monday, March 4, 1929 and took the following action on the articles contained in said war- rant.


Article 1. To choose a moderator.


Horace T. Fogg was chosen moderator by ballot. He was sworn by the town clerk.


Article 2. To hear the reports of the several boards of officers and committee of the town and act thereon.


Voted to accept the reports of the town officers as print- ed in the annual town report.


Article 3. To make necessary appropriations to defray the expenses of the town, and for other purposes and to raise such sums of money as the town shall deem expedient for the following purposes :


Dept. of Public Welfare, Infirmary, Support of Schools, Highways, Tiffany Road, Sign Boards, Removing Snow, Notes, Interest, State and County Taxes, Town Officers, Incidentals, School and District Nurse, Transportation of

Article 4. Will the town raise and appropriate the sum of forty-seven hundred dollars to be expended on highways under the provisions of Section 26 of Chapter 81 of the General Laws as amended ?

Article 10. Will the town vote to purchase a 500 gal- lon triple combination fire truck and pumping engine with usual and proper equipment and 2000 feet of hose; and for that purpose raise and appropriate two thousand dollars ($2000) in the current tax levy, and that the Treasurer, with the approval of the Selectmen, be and hereby is auth- orized and empowered to borrow the sum of seven thousand dollars, ($7000) and to issue notes of the town therefor, said notes to be payable in accordance with the provisions of Section 19, Chapter 44 of the General Laws of the Com- monwealth, the loan to be paid in not more than five years from the date of the issue of the first note; and that the 1 Board of Engineers be empowered to purchase said equip- ment ?

It was voted by a two-thirds vote of the legal voters pre- sent and voting, one hundred and sixty-three voting in favor, twenty-two against, to purchase a 500 gallon triple combination fire truck and pumping engine with usual and proper equipment and 2000 feet of hose, and for that purpose raise and appropriate two thousand dollars ($2000) in the current tax levy, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized and

empowered to borrow the sum of seven thousand dollars, ($7000) and to issue notes of the town therefor, said notes to be payable in accordance with the provisions of Section 19, Chapter 44 of the General Laws of the Commonwealth, the loan to be paid in five years from the date of the issue of the first note; and that the Board of Engineers be empower- ed to purchase said equipment.


Article 11. Will the town vote to accept a "Law Adopt- ed by Initiative Petition" known as "An Act to permit cer- tain sports and games on the Lord's Day," which allows charging admission or taking up collections at such games?

Article 12. Will the town authorize the Selectmen to sell at public or private sale the so-called Talbot property on South Street, acquired by the town at tax sale ?


Voted that the selectmen be authorized to sell said Tal- bot property and that they be empowered to have the deed executed in the name of the town.


Article 13. Will the town vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture a sum not exceeding $200 and choose a town director as provided in Sections 41 and 45 of Re- vised Chapter 128 of the General Laws and act thereon?


Appropriation of $150.00 made under Article 3. Louis H. Ogden was chosen town director.


Article 14. To make allowances to town creditors. No bills were presented.

Article 15. Will the town give any instructions to town officers ?


Voted that the Selectmen be instructed that it is the sense of the meeting that the Board of Fire Engineers con- sist of not more than three members.


Voted that the Highway Surveyor be instructed to use the tractor on road work and that he make a detailed report of amount paid men and trucks.


Voted that the Selectmen warn people dumping rubbish along the roadside that they will be prosecuted.


Voted that the Selectmen be instructed to purchase suit- able flags for use on the Common at the Center in connec- tion with the observance of Memorial Day, and that they be charged to the incidental appropriation.


Article 16. Will the town authorize the treasurer with the approval of the selectmen, to borrow money on and after January 1, 1930, in anticipation of the revenue of the fin- ancial year beginning January 1, 1930, and to issue a note or notes therefor, payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of the financial year, beginning January 1, 1930.


Voted that the treasurer be authorized with the approval of the selectmen to borrow money on and after January 1, 1930, in anticipation of the revenue of the financial year be- ginning January 1, 1930, and to issue a note or notes there- for, payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of the financial year, beginning January 1, 1930.

The fish rights were purchased by H. E. Robbins for $3.50 and J. Lyman Wadsworth for $2.50.

Article 20. To bring in theirs votes for a Town Clerk, for one year: one Selectman, one Assessor, and one mem- ber of the Board of Public Welfare, for three years; a Treasurer, a Collector of Taxes, an Auditor, a Surveyor of Highways, five Constables and a Tree Warden for one year ; one member of the school committee for three years; one member of the Board of Health for three years; one Trustee for the Ridge Hill Library for three years.


Pursuant to the foregoing article the qualified voters met at the Town Hall on Monday, March 11, 1929 at 6 a. m., Horace T. Fogg, Moderator presiding election officer. Other election officers were Edward M. Sexton, Clifton S. Deane, Amos H. Tilden, Carlton I. Litchfield, Alice C. Mer- ritt, Marian Brainerd, and Jerome F. Wadsworth. The polls were closed at 11.15 a. m. 422 names were checked on the voting lists and the same number of ballots were cast. On being canvassed and counted in open meeting the result was ascertained to be as follows :

SPECIAL STATE ELECTION Tuesday, September 24, 1929


Pursuant to a warrant duly executed and return thereof made by John T. Osborn, a Constable of Norwell, the qual- ified voters met at the Town Hall on Tuesday Sept. 24, and took the following action :


Edward M. Sexton, chairman of Selectmen acted as pre- siding election officer. The other officers on duty were William J. Leonard, Clifton S. Deane and Amos H Tilden. The polls were open at 12 m. and closed at 7 p. m. 23 bal- lots were cast. They were canvassed and counted in open meeting and the result announced.
