Section 3. Every physician or medical officer registered shall keep a record of the birth of every child in cases of which he was in charge and * * * shall, within fifteen days after such birth, mail or deliver to the clerk or registrar of the town where such birth occurred a report *

Section 36. If a marriage is solemnized in another state between parties living in this Commonwealth, who return to dwell here, they shall within seven days after their return, file with the clerk or re- gistrar of the town where either of them lived at the time of their marriage, a certificate or declaration of their marriage including the facts required in a notice of intention of marriage.
Section 55. Whoever violates Section 36 shall forfeit ten dol- lars.
The Town Clerk hereby gives notice that he is prepared to fur- nish parents, householders, physicians and registered hospital med- ical officers applying therefor with blanks for return of births as re- quired by law.

The attention of owners and keepers of dogs is called to the following extracts from Chapter 140 of the General Laws:
Section 137. The owner or keeper of a dog which is three months old or over shall annually, on or before the thirty-first day of March cause it to be registered, numbered, described and licensed for one year, from the first day of April following, if kept in any town, in the office of the clerk thereof. The owner or keeper of a licensed dog shall cause it to wear around its neck a collar distinctly marked with its owner's name and its registered number.
Section 138. The owner or keeper of a dog may at any time have it licensed until the first day of April following; and a person who becomes the owner or keeper of a dog after April first which is not duly licensed, and the owner or keeper of a dog which be- comes three months old after March 31 in any year shall when it is three months old cause it to be registered, numbered, described, licensed and collared as required in the preceding sections.

ANNUAL TOWN MEETING, FEBRUARY 19, 1934
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 19, 1934, the following business was transacted.
Roger H. Hildreth, Town Moderator, was sworn in by the Town Clerk, Charles L. Hildreth, and called the meeting to order.
1. Voted that the reports of the Finance Committee, other Com- mittees, Boards and Officers be accepted as printed with the fol- lowing corrections :
Tree Warden and Forest Warden-Harry L. Nesmith instead of Harry L. Smith. Precinct Officers, Precinct 2-Warden Frank P. Shugrue (D.) instead of Albert Wall (D.); Deputy Warden Albert Wall (D.) instead of Frank P. Shugrue (D.); Town Accountant's Report, Total payments $397,031.91 instead of $390,031.91.
2. Voted that the compensation of the Town Officers be as follows:
Selectmen, Chairman, $135.00. Other two members, $115.00 each. Board of Public Welfare, Chairman, $15.00. Other two mem- bers, $10.00 each. Town Treasurer, $450.00. Town Clerk, $90.00. Collector of Taxes, .675 of 1% of the amount collected. Tree Warden, .53 per hour. Assessors $4.50 per day.
3. Voted that under this article each item be considered separ- ately.
1. Voted that the sum of $6055.00 be appropriated for Gen- eral Government, to be divided as follows: Selectmen, $550.00; Treasurer, $740.00; Town Accountant, $815.00; Assessors, $900.00; Tax Collector, $1350.00; Town Counsel, $200.00; Town Clerk, $250.00, binding of papers, etc. $500.00; Registration and Election, $1200.00.
2. Voted that the sum of $1600.00 be appropriated for the Town Hall.
Voted that the sum of $700.00 be appropriated for altera- tions and repairs on the present heating system at the Town Hall.
3. Voted that the sum of $2800.00 be appropriated to de- fray the expenses of the Police Department.
Voted that the sum of $150.00 be appropriated to defray the expenses of marking the streets.
4. Voted that the sum of $2750.00 be appropriated to de- fray the expenses of the Fire Department.

Voted that the sum of $1500.00 be appropriated to purchase a new Fire Truck and Equipment to be located at Granite- ville.
5. Voted that the sum of $3440.00 be appropriated for the rental of Hydrants.
6. Voted that the sum of $125.00 be appropriated to defray the expenses of the Sealer of Weights and Measures.
7. Voted that the sum of $100.00 be appropriated to de- fray the expenses and compensation of the Fish and Game Warden.
8. Voted that the sum of $500.00 be appropriated to defray the expenses of Fighting Forest Fires.
9. Voted that the sum of $75.00 be appropriated to defray the expenses of the Maintenance of the Town Forest.
10. Voted that the sum of $300.00 be appropriated to defray the expenses of the Tree Warden.
11. A motion that the sum of $1775.00 be appropriated to defray the expenses of the Moth Department was lost.
Voted that the sum of $350.00 be appropriated to defray the expenses of the Moth Department.
12. Voted that the sum of $4800.00 be appropriated to de- fray the expenses of the Health Department.
Voted that the sum of $375.00 be appropriated to pay the expense of milk furnished underweight and undernourished children.
13. Voted that the sum of $150.00 be appropriated to de- fray the compensation and expenses of the Cattle Inspector.
14. Voted that the sum of $5000.00 be appropriated for the Maintenance of the existing State and County Roads on condition that like amounts be contributed by the State and County respec- tively to be used in conjunction therewith.
Voted that the sum of $1000.00 be appropriated for Re- pairs on the Tyngsboro Road on condition that like amounts or more be contributed by the State and County respectively to be used in conjunction therewith.
Voted that the sum of $12,000.00 be appropriated for Town Roads. Voted that the sum of $1500.00 be appropriated for Snow and Ice Removal.
Voted that the sum of $2700.00 be appropriated for trucks, teams and expenses of the C. W. A.

15. Voted that the sum of $13,700.00 be appropriated for the Welfare Department; $8000.00 of this amount to be taken from Surplus Revenue.
Voted that the sum of $250.00 be appropriated for the Delivery of Federal Coal.
A motion that the sum of $1700.00 be appropriated for the Alteration of the Heating Plant at the Westford Infirmary was lost.
Voted that the Moderator appoint a Committee of two to meet with the Board of Public Welfare and report as to the ad- visability of altering the Heating Plant at the Westford Infirmary and recommend an appropriation, this report to be made at the next Special or Annual Town Meeting. The Moderator appointed as such Committee, Edward M. Abbot and Henry F. Eastman.
16. Voted that the sum of $4300.00 be appropriated for Old · Age Assistance.
17. Voted that the sum of $3000.00 be appropriated for Soldiers' Benefits.
18. Voted that the money to meet the costs and expenses of the School Department be appropriated under the main headings as listed upon pages 11 and 12 of the School Committee's Report for 1933, with a separate motion and vote for each heading.
1. Voted that the sum of $3250.00 be appropriated under General Expense.
2. Voted that the sum of $38,000.00 be appropriated under Teacher's Salaries.
3. Voted that the sum of $2100.00 be appropriated under Text Books and Supplies.
4. Voted that the sum of $500.00 be appropriated under Tuition.
5. A motion that the sum of $9500.00 be appropriated under Transportation was lost. Voted that the sum of $9000.00 be appropriated under Transportation.
6. Voted that the sum of $4839.00 be appropriated under Janitors.
7. Voted that the sum of $3500.00 be appropriated under Fuel.
8. Voted that the sum of $800.00 be appropriated under
Lights.

9. Voted that the sum of $1643.00 be appropriated under Maintenance of Buildings and Grounds. Voted unanimously to re- scind this vote. Voted that the sum of $3200.00 be appropriated un- der Maintenance of Buildings and Grounds.
10. Voted that the sum of $255.00 be appropriated un- der Furniture and Fixtures.
11. Voted that the sum of $550.00 he appropriated under Other Expenses.
12. Voted that the sum of $500.00 be appropriated under Emergency Fund.
A motion to rescind the vote of $38,000.00 under Teachers' Salaries was lost.
19. Voted that the sum of $3000.00 be appropriated for Vocational Tuition.
20. Voted that the sum of $1800.00 and the receipts from the Dog Licenses in 1933 be appropriated for the expenses of the Public Library.
21. Voted that the sum of $175.00 be appropriated for the Care of Common.
22. Voted that the sum of $250.00 be appropriated to de- fray the expenses of Commemorating Memorial Day.
23. Voted that the sum of $575.00 be appropriated to de- fray the expense of Publishing and Distributing the Town Reports.

32. Voted that the sum of $792.07 be appropriated for Over- Drafts of 1933, to be divided as follows: Tree Warden $19.02; Snow and Ice Removal, $697.70; State Taxes, $13.72; Soldiers' Benefits, $61.63.
33. Voted that the sum of $2727.58 be appropriated to pay the Bills Outstanding December 30, 1933 to be divided as follows: Election and Registration, $12.00; Town Hall, $41.36; Liability Insur- ance, $419.83; Police Department, $88.95; Fire Department, $127.61; Snow and Ice Removal, $179.20; Public Welfare Department, $1603.21; Soldiers Benefits, $255.42.
4. Voted that the Town appropriate the sum of $25.00 for De- monstration Work in Agriculture and Home Economics and elect a Director under the Provisions of Section 40-45 of Chapter 128 of the General Laws. John A. Kimball was elected Director.
6. Voted that the Finance Committee and Board of Selectmen acting jointly be and hereby are authorized and empowered to make such alteration and repairs and improvements as may be deemed advisable to the Town Hall and that the sum of $3200.00 be appro- priated to meet the expense thereof, providing however that the C. W. A. accept the project and furnish the expense for labor.
7. Voted to instruct the Selectmen that the hiring of all trucks shall be from citizens of Westford and not more than one truck from any company, corporation, or individual person, provided that the Town can secure its required number of trucks and that these trucks be in good repair in all cases.
8. Voted that the Town accept a deed of land adjoining the School Playground in Graniteville donated by Mrs. Harriet Hildreth of Winchester, Mass., to be used as part of the School Playground and that a letter of thanks be sent to her by the Town Clerk.
9. Voted that the Town accept a deed of land adjoining the School Playground in Graniteville donated by the C. G. Sargent Estate to be used as part of the School Playground and that a letter of thanks be sent to the Trustees of the Estate by the Town Clerk.
10. Voted that the Town authorize the Selectmen to appoint a Committee of three to cooperate with the State Forest and Park Asso- ciation in the detection and eradication of the Dutch Elm Disease.
11. Voted 30 to 10 not to dismiss the article. Voted to discon- tinue publishing the list of delinquent tax payers in the Annual Town Report.

Voted that the sum of $190.00 be appropriated to pay the following: Alfred Patenaude $15.00 as damages for land taken in the relocation of Makepeace Road; Annie Sygla, $50.00 as damages for land taken in the relocation of Makepeace Road; Lyman Priest, $50.00 as damages for land taken in the relocation of Concord Road; James J. Fallon, $25.00 as damages for land taken in the relocation of Concord Road; John D. Psarias, $50.00 as damages for land taken in the relocation of the Tyngsboro Road.
13. Voted unanimously that the Town Treasurer with the ap- proval of the Selectmen be and hereby is authorized and empowered to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1934, and to issue a note or notes therefor payable within one year and in accordance with Section 17 of Chapter 44 of the General Laws as amended to renew any of such revenue notes as may be payable within a shorter period than one year, any debt or debts so incurred under this vote whether as to the original indebtedness or renewal thereof to be payable within one year from the date of the original loan and from the revenue of said financial year.
14. Voted that the sum of $1000.00, this being the Town's share of the principal of the Middlesex County Tuberculosis Hospital Fund- ing Loan, Act of 1932 bonds maturing in 1934, be and the same is hereby appropriated, and that a further sum of $361.05 be and here- by is appropriated on account of interest and other charges on ac- count thereof. That a further sum of $132.39 be and hereby is ap- propriated for the Towns' share of the expense incurred under the provisions of Chapter 331 of the Acts of 1933, which provided for the settlement of certain claims of the Commonwealth against the Middlesex County Tuberculosis Hospital District.
