SPECIAL TOWN MEETING, APRIL 25, 1934


At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in Town affairs, held at the Westford Academy Auditorium, April 25, 1934, at eight o'clock P. M., the following business was transacted:


Roger H. Hildreth, Town Moderator, called the meeting to order.


1. Voted to accept the report of the Finance Committee as read.


2. Voted that tthe sum of $1500 be appropriated to defray the ex- pense of modernizing the heating system at the Westford Infirmary.


3. Voted that the sum of $645.32 be appropriated to meet bills outstanding December 31, 1933, said amount to be divided as follows: Schools $507.82; Old Age Assistance, $67.50; Police Department, $35.00; Cattle Inspector, $35.00.


4. Voted that the sum of $1000 be transferred from the appro- priation for Interest on Revenue Loans to defray the expenses of alterations in the heating system at the Town Hall.


5. Voted that the sum of $2600 be appropriated for the extra expense of Snow and Ice Removal.


6. Voted that the sum of $4.00 be appropriated for the added expense of Publishing the Town Reports.


7. A motion was made to amend the vote passed at the last Annual Town Meeting under Article 18, whereby an appropriation was made for the School Department, so as to consolidate the appro- priation in the sum of $66,494.00.


A motion to lay the article on the table was lost.


On the motion to amend the vote passed under said article 18 the vote was 24 to 24.


A motion to adjourn the meeting was lost by a vote of Yes 27, No 30.


The vote on the main question was doubted. A motion to vote by ballot was lost. The main motion was lost by a vote of Yes 28, No 30.


Voted to dismiss the article.


8. Voted to accept the minutes of the meeting.


9. Voted to dissolve the meeting.

SPECIAL TOWN MEETING, JUNE 12, 1934


At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in Town affairs, held at the Town Hall, June 12, 1934, at eight o'clock P. M., the following business was transacted:

The Town Clerk, Charles L. Hildreth, being absent, the Modera- tor had Herbert V. Hildreth serve as Moderator pro tem while he, as Assistant Town Clerk served as Clerk of the Meeting.


1. Voted that the report of the Finance Committee be accepted as read.


2. Voted unanimously that the sum of $2,000.00 be appropriated for repairs on the Tyngsboro Road, on condition that the County contribute $2,000.00 and the State $4,000.00 to be used in conjunction therewith.


3. Voted unanimously that the sum of $2,000.00 be appropriated for the Welfare Department.


4. Voted to accept the minutes of the meeting.

SPECIAL TOWN MEETING, JULY 30, 1934


At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in Town affairs, held at the Town Hall, July 30, 1934, at eight o'clock P. M., the following business was transacted :


Roger H. Hildreth, Town Moderator being absent, Herbert V. Hildreth was elected Moderator pro tempore by ballot, and was sworn in by the Town Clerk.


1. Voted to accept the report of the Finance Committee as read.


2. Voted that the sum of $2000 be appropriated to defray the expenses in carrying on the E. R. A.


3. Voted that the sum of $468.48 be appropriated for bills out- standing December 31, 1933, to be divided as follows: Vocational School, $215.05; Welfare Department, $253.43.


4. Voted to dismiss the article relative to moving the. cannon.


5. Voted unanimously to dismiss the article relative to installing additional street lights on Nabnasset Street.


6. A motion that it is the sense of the meeting that no further Special Town Meetings be called except in cases of emergency, was lost.


7. Voted to accept the minutes of the meeting.


8. Voted to dissolve the meeting.

SPECIAL TOWN MEETING, OCTOBER 2, 1934


At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in Town affairs, held at the Town Hall, October 2, 1934, at eight o'clock P. M., the following business was transacted:


Roger H. Hildreth, Town Moderator, called the meeting to order.


1. Voted to accept the report of the Finance Committee.


2. Voted that the Town vote to amend the vote passed at the last Annual Town Meeting under Article 3, Item 15, whereby it was voted that $8000.00 be taken from Surplus Revenue to meet in part the appropriation made thereunder, by striking out the figures $8000.00 and in place thereof to authorize the Assessors to use the total free cash available on October 3, 1934.


3. Voted that under this article each item be taken up separ- ately.


A. A motion that $1500 be appropriated for repairs on the Tyngsboro Road on condition that a like amount be appropriated by the County and not less that $3000 be appropriated by the State, to be used in conjunction therewith, was lost.


Voted that the sum of $1500 be appropriated for repairs on the Tyngsboro Road on condition that like amounts or more be con- tributed by the State and County respectively, to be used in con- junction therewith.


B. Voted that the Town appropriate the sum of $2800 to meet the expenses of E. R. A.


C. Voted that the Town appropriate the sum of $1250 to meet the expenses of Soldiers' Relief.


D. Voted that the Town appropriate the sum of $7500 for Public Welfare.


4. Voted that in order to meet $1000 of the amount appropriated under Article 3, Item B for E. R. A. expenses transfers be made from unexpended balance of the following appropriations:

REPORT OF SELECTMEN


Citizens of Westford:


The report of the Superintendent of Highways places before you full details of the work accomplished on the highways during the year.


We consider that we are holding the improved roads in good condition and are gradually improving the others as the appropria- tions allow.


The Highway Department has cooperated with the Welfare Board in giving work on the highways to as many of the unemployed as possible.


In accordance with the vote of the town we gave trucking to those in town who owned trucks and desired the work. Fourteen applica- tions were received and the trucking was distributed as equally as possible. Two town trucks were used on full time.


The price paid for trucks equipped with hydraulic dump was $1.10 per hour and with hand dump $1.00 per hour.


The total highway expenditures this year are apportioned approxi- mately as follows: Labor 41%, Oil and Tar 29%, Trucks 10%, Teams 1%, Other Materials, Repairs, etc. 13%. Hired machinery 6%.


The work on the "State and County Aided Roads" was done as formerly under Chapter 90. We have finished our third year under Chapter 81 which we feel has been very satisfactory. We are there- fore recommending that the town continue under this arrangement for the year 1935 and this requires an appropriation of not less than $10,625.00 for general road repairs.


As always in the past the State and County Officials and Engin- eers have cooperated with us in every way and been generous with allotments.


For the Tyngsboro Road we are asking for an appropriation of $1500.00, and with appropriations which we expect of $1500.00 from the County and $3000.00 from the State, the road will be completed to the Tyngsborough town line. In this connection we might add that Tyngsborough has already started at the Westford town line on the reconstruction of this road.


Seven licenses to date have been issued for the year 1935 for the sale of alcoholic beverages.


We respectfully direct your attention to the activities of the Po- lice Department as reported by Officer Sullivan.

REPORT OF SUPERINTENDENT OF HIGHWAYS


I herewith submit my report for year ending December 31, 1934.


During the year the usual maintenance, consisting of sanding icy roads, proper snow removal, scraping, scarifying, reshaping, rolling, oiling, bituminous and gravel patching and general patrol work was carried out on all Town roads and I have endeavored to give the very best service.


Following is a list of work done on Town roads under Chapter 81:


Tenney road was graveled, graded, rolled and oiled from Wood's Corner to Tyngsboro Line, a distance of about 3/4 of a mile.


The same procedure was carried out on Beaver Brook road from Concord road to a point near camp road, Littleton end. Standard Steel cable guard mounted on reinforced concrete posts was erected on curve at Brook.


The new gravel on Providence road from State Highway to Main St. was graded, rolled and about 1/4 of a mile oiled, the rest to be oiled this year. Also three culverts of 12" corrugated metal pipe and two catch basins were installed. This completes the entire road. At the junction of Providence road and Cummings Hill road wooden fence was replaced with cable guard rail.


Griffin road was graveled and this year it will be graded, rolled and oiled.


The graveling of Howard road was continued as far as the Flagg Farm.


The graveling on Plain road has been completed at this writing and this year it will be graded, rolled and oiled, making the whole road complete.


South Chelmsford road was oiled, dragged and honed and had two applications of oil, another application this year will help to smooth it up in first class shape.


Chamberlain road was graveled and scraped into shape from Collier's farm to Chelmsford Line, a distance of about 1/4 mile. It will be rolled and oiled during the warmer months and this will complete the whole of Chamberlain road.


The graveling on Gould road has been started and the lower end of Robinson road will be next in line.


Tadmuck road, Elliott road and Old Lowell road are also on the list to be graveled at an early date.


Stones removed from the gravel pits were used as a base, or for widening purposes are classed as gravel.


The brush on all streets and several side roads has been cut. Owing to complaints of brush sagging into the side roads during the winter, the brush was cut further back. There are other side roads in the same condition and should be cut this year.

NEW CONSTRUCTION


The Groton road to Groton Line is completed. Considerable ex- cavating and filling was necessary along the road to realize the proper grade and a large quantity of gravel was used. Standard Concrete headwalls were erected on metal culvert's installed last year, guard rails mounted on reinforced concrete posts were erected at dangerous places.


Tyngsboro Road


The project was continued this year beginning at Groton road and ending at Station 136 a distance of about 4500 ft. This road was graveled, rolled and oiled, a width of twenty four feet. The new road being built to a grade which provides excellent drainage and a smooth riding surface. Headwalls were built on culverts and standard basins put in where necessary.


New Tyngsboro Road-(Special Appropriation)


Work was commenced in November and on December 31 prac- tically all the excavating, filling and graveling was completed. Two new culverts have been installed, both being of corrugated pipe, each have standard concrete head walls and one standard catch basin. About 3150 cubic yards of gravel have been used to Decem- ber 31. A balance remains unexpended on this contract, which has been reserved for grading, rolling, oiling and such graveling as may be necessary to complete this section of the road. This work will be completed early in the season-an article appears in the war- rant asking for $6000 to complete the last stretch of about 1/2 mile to Tyngsboro Line, including the installation of two large culverts. When this work is completed it will form an important link between Westford and Tyngsboro and will give the residents of this section an excellent thoroughfare.


CHAPTER 90 MAINTENANCE


On all chapter 90 roads the shoulders were dragged, raked and oiled, grass growths were removed and the proper waterways main- tained.


On Groton road cut back asphalt was applied from the Chelms- ford line to Groton line, Forge Village.


This was also true of Makepeace from Chelmsford line to Tyngsboro line, Concord road from Pleasant St. to State road, near Old Oaken Bucket.


Acton road from Chelmsford line to Acton line.


Carlisle road from Carlisle Station to Sweetser's farm.


Graniteville road from Counter's bridge to Westford, top of the hill pea gravel and sand were used on these six roads.

On Brookside road tar was applied from Pine Ridge to Chelms- ford Line. Heavy pea gravel was used on this road, it was then honed and brushed.


The fence on Graniteville road which had become decayed was replaced with cable guard rail mounted on reinforced concrete posts and widened about three feet.


All these roads were patched with bituminous material and properly maintained throughout the year.


17,658 loads of gravel and sand were used on all roads during the year 1934.
