This regulation does not apply to snow removal.
For the year 1937 we are asking for the usual allotments under Chapter 90 and Chapter 81 and as requested by the State, an ap- propriation for Road Machinery and Equipment.
Owing to a change of Tax Collector an audit was made of that department's accounts by the State Division of Accounts and a copy of that report is herewith submitted.
This year we have perambulated the Town lines with the Select- men of the following towns: Acton, Carlisle, Groton and Littleton.

As directed by the last Town Meeting necessary action was taken to establish a Police Department and for the appointment of a Chief of Police. John F. Sullivan was appointed Chief.
The town also voted an additional full time officer and John Connell was appointed.
The Board also as directed by vote introduced a bill in the General Court for placing of the Chief of Police under the jurisdic- tion of the Civil Service laws. This bill received favorable action and now goes to a vote of the Town for ratification.
During the summer, owing to failing health, Mr. J. Willard Fletcher resigned from the Board of Assessors. Mr. Fletcher had served the town faithfully and efficiently in this position for about thirty-five years.
At a joint meeting of the Assessors and Selectmen Chester E. Blaisdell was appointed for the unexpired term.
In January of 1937 Leon F. Hildreth resigned from the Board of Registrars after having satisfactorily filled the office for the past eighteen years.
To fill the vacancy the Selectmen appointed Norman E. Day for the unexpired term.
The fire insurance on all town buildings has been continued as in the past and all policies are now written on a five year basis, in- stead of threes, thus making a saving to the town.

REPORT OF SUPERINTENDENT OF STREETS
The following is our report for the year ending Dec. 31, 1936.
Chapter 81, and General Highway Maintenance
The usual highway maintenance was carried out during the year, and all oiled roads were patched where necessary with bituminous material during the spring and summer months, and this procedure was carried out until the late fall. Many roads which were graveled during 1935 or early 1936 either by the highway department or the Farm to Market Funds, were shaped, rolled, and oiled. -
During 1937 a considerable amount of money will be necessary for oil or tar, owing to the fact that a large number of roads will be gravelled from government funds, in addition to those done by the local department, and it is wise to protect these with such a binder, once they are gravelled.
Maintenance Chapter 90
The usual maintenance of Chapter 90 highways was carried out under the provisions of their allotment, and all our Chapter 90 high- way are in good shape.
Broadway Street, Graniteville and Pleasant Street, Forge from depot to top of hill was given a coat of cut back asphalt and pea stone rolled in making a non skid surface.
Culverts
Nineteen new Culverts were installed, corrugated metal, coated with asphalt, with sufficient diameter to carry water. Nine new Basins were installed, standard size, brick type and several others repaired.

At this time, I wish also to bring to the attention of the Voters of the Town of Westford, the results accomplished through the em- ployment of the additional regular police officer in this town during the year 1936. It is to be noted that a larger number of arrests have been made during the current year, than any other year, heretofore. This increase is due not alone to the facility with which the town may be covered, but due in a larger degree to the efficiency of the present regular officer.
I wish to bring to the attention of the town, the fact that many of our liquor establishments are intending to enlarge and alter their present places of business, to accommodate greater numbers, and if the liquor traffic is to be properly handled in this town, then I urge upon the citizens, the absolute necessity of the continued employment of the additional and regular police officer in the Town of Westford.
I wish to take this opportunity to thank the Board of Selectmen, Court Officers, Officer Connell and the other Special Officers of the Town of Westford, for their advice, co-operation and assistance dur- ing the year past.

REPORT OF FIRE ENGINEERS .
The Board of Fire Engineers submit the following report for the year ending December 31, 1936.
The Companies have responded to 25 fires other than forest fires during the year: 3 building, 12 chimney, 2 rubbish, 1 band stand, 3 hen houses, 1 bed, 1 auto, 2 false alarms.
The Fire Engineers recommend that the sum of $3,000.00 be raised to meet the expenses of the department for the coming year.

REPORT OF THE TREE WARDEN
As usual, my work has been removing dead limbs from trees along the highway also dead trees. I would suggest that some maple trees be set out on Depot Street. The money to be taken from the income of the Whitney Fund.

This year 1936 proved to be a very bad year for forest fires, having seventy-four in all but they were all small fires.
I have issued two hundred and twenty-five permits.

REPORT OF BOARD OF HEALTH
The Board of Health submits the following report ending Decem- ber 31, 1936.
The health department is very pleased with the result of the Toxin and Antitoxin Administration to the people of the community. A great many have taken advantage to immunize themselves and their children, thereby, helping greatly the prevention and control of diphtheria. There has not been a case of diphtheria clinically diagnosed reported to the Board of Health since the treatment started about eight years ago.
