ANNUAL TOWN MEETING, FEBRUARY 15, 1932
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 15, 1932, the following business was transacted: Frederick A. Hanscom, Town Moderator, called the Meeting to order.
1. Voted that the reports of the Finance Committee, other Com- mittees, Boards and Officers be accepted as printed, with the follow- ing correction, the name of Cyril S. Sleeper to be added to the list of jurors.
A motion that a Town Accountant and Clerk be employed upon a full time basis was lost.
2. A motion that the compensation of the Tax Collector be three-fourths of one per cent of the amount collected was lost by a vote of 79 to 89.
Voted that the compensation of the Tax Collector be sixty-seven and one-half one hundredths of one per cent of the amount collected.
3. Voted that the compensation of the Treasurer shall not exceed that paid in 1931.
4. Voted that under this article each item be considered separ- ately.
Voted that the sum of $560 be appropriated for the Selectmen which includes a 10 per cent reduction in salary.
Voted that the sum of $815 be appropriated for the Town Accountant which includes a 10 per cent reduction in salary.
Voted that the sum of $700 be appropriated for the Town Treasurer which includes a 10 per cent reduction in salary.
Voted that the sum of $800 be appropriated for the Asses- sors which includes a 10 per cent reduction in their compensation.
Voted that the sum of $300 be appropriated for the Town
Counsel.
Voted that the sum of $340 be appropriated for the Town Clerk which includes a 10 per cent reduction in salary.
Voted that the sum of $1000 be appropriated for Regis- tration and Election.
2. Voted that the sum of $1800 be appropriated for the Town Hall.

10. Voted that the sum of $120 be appropriated to defray the expenses of the Tree Warden which includes a 10 per cent reduction in his compensation.
11. Voted that the sum of $1400 be appropriated to defray the expenses of the Moth Department which includes a 10 per cent reduc- tion in the compensation of the Superintendent of the Department.
12. Voted that the sum of $3050 be appropriated for the Board of Health which includes a 10 per cent reduction in the salary of the Public Health Nurse.
13. Voted that the sum of $135 be appropriated to defray the expenses of the Cattle Inspector which includes a 10 per cent reduc- tion in the compensation of the Cattle Inspector.
14. Voted that the compensation of the Superintendent of Streets .on all road work done by him under the appropriations made by the Town, including State and County road construction, be at 1 rate of compensation 10 per cent less than that paid in 1931.
Voted that the sum of $6000 be appropriated for the main- tenance of the existing State and County roads on condition that like amounts be contributed by the State and County respectively to be used in conjunction therewith. Voted that the sum of $2000 be appropriated for repairs on the Concord Road on condition that like amounts be contributed by the State and County respectively to be used in conjunction there- with.

Voted that the sum of $2000 be appropriated for repairs on the Tyngsboro Road on condition that like amounts be contributed by the State and County respectively to be used in conjunction there- with.
Voted that the sum of $14 500 be appropriated for other Highway purposes to be divided as follows: $13,000 for Town roads, $1500 for Snow and Ice Removal.
15. Voted that the sum of $14,876.50 be appropriated for Public Welfare which includes a reduction of 10 per cent in the pres- ent salary of the Superintendent and Matron of the Town Infirmary and a 10 per cent reduction in the salary of the Members of the Board of Public Welfare.
16. Voted that the sum of $3000 be appropriated to defray the expenses of Old Age Assistance.
17. Voted that the sum of $2400 be appropriated for Soldiers' Benefits.
18. Voted that the sum of $70,000 be appropriated for the School Department and that in so far as the Town has authority therefor the salary of the Superintendent of Schools be reduced 30 per cent and the salaries of the Principals and Janitors be reduced 10 per cent.
19. Voted that the sum of $2000 be appropriated to defray the tuition charge of Westford pupils attending the Lowell Voca- tional High School.
20. Voted that the sum of $2000 and the receipts from dog licenses in 1931 be appropriated for the expenses of the Public Library. Voted to reconsider item 3 of article 4.
Voted that the sum of $2800 be appropriated for the Police Department which includes a 10 per cent reduction in the compensation of the members of the Department.
21. Voted that the sum of $250 be appropriated for the Care of the Common.
22. Voted that the sum of $50 be appropriated for the ex- pense incurred in Lighting the Town Clock.
23. Voted that the item relative to Band Concerts be dis- missed.
24. Voted that the sum of $300 be appropriated to defray the expenses of Commemorating Memorial Day.
25. Voted that the sum of $600 be appropriated to defray the expenses of publishing the Town Reports.

Voted that article 7 be acted upon before item 32 of article 4.
Voted that the Town continue to insure the school house at Parker Village.
32. Voted that the sum of $3800 be appropriated for Fire Insurance.
Voted that article 13 be acted upon before item 33 of article 4.
Voted that the Board of Public Welfare dispose at public auction of the herd of cattle and such other live stock and personal property at the Town Infirmary as may thereby become unnecessary for use.
33. Vo ed 30 to 9 that the sum of $5000 be appropriated in accordance with the provisions of Section 6 of Chapter 40, General Laws, as a Reserve Fund.
34. Voted that the sum of $3.30 be appropriated to cover an overdraft of 1931 in the Forest Fire Department.
35. Voted that the sum of $3,717.35 be appropriated to pay bills outstanding December 31, 1931, to be divided as follows: $31.65 for General Government; $6.70 for Town Hall; $460.75 for Board of Health; $2,604.35 for Board of Public Welfare; $613.90 for Vocational School Tuition.
5. Voted that the Town appropriate the sum of $50 and elect a Director for demonstration work in agriculture and home economics, and that said sum be spent in town under the supervision of the Director. John A. Kimball was elected Director.

6. Voted to dismiss the article relative to the installation of additional street lights.

8. Voted that in accordance with Clause 1 of Section 5 of Chap- ter 40 of the General Laws, as amended by Section 3 of Chapter 458 of the Acts of 1931, the Town provide indemnity through insurance for the protection of its officers or employees against loss incurred while in the performance of their duties or employment in the opera- tion of motor vehicles of the Town.
9. Voted that the various Boards and Departments of the Town be instructed to collect and pay into the treasury all outstanding indebtedness, except taxes, due the Town and arising under their jurisdiction. In default of such collection and with the approval of the Selectmen that legal action be taken to enforce payment of such indebtedness.
10. Voted that the report of the Committee on naming and renaming streets and roads be accepted and that their recommenda- tions as to the names and descriptions of the streets and roads, as set forth in their report, be adopted.
11. Voted to dismiss the article relative to the Middlesex County Tuberculosis Hospital.
12. Voted unanimously that the Town Treasurer with the approval of the Selectmen be and hereby is authorized and empowered to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1932, and to issue a note or notes therefor payable within one year, and in accordance with Sec- tion 17 of Chapter 44 of the General Laws as amended to renew any of such revenue notes as may be payable within a shorter period than one year, any debt or debts so incurred under this vote whether as to the original indebtedness or renewal thereof to be payable within one year from the date of the original loan and from the revenue of said financial year.

14. Voted that the Tax Collector be instructed to collect all taxes according to law and that he be authorized to return, at the expense of the town, a receipted tax bill when paid.

SPECIAL TOWN MEETING, MARCH 18, 1932
At a legal meeting of the inhabitants of the Town of Westford qualified by law to vote in Town Affairs, held at the Town House, Friday, March 18, 1932, at eight o'clock P. M., the following business was transacted: Frederick A. Hanscom, Town Moderator, called the meeting to order.
1. Voted to accept the report of the Finance Committee.
2. Voted that the sum of $1400 be appropriated to defray the commission and expenses of the Tax Collector.
3. Voted to dismiss the article relative to rescinding the vote taken under article 4 at the last Annual Meeting appropriating money for the Police Department.
4. Voted to dismiss the article relative to appropriating money to meet the cost and expenses of the Police Department.
5. Voted that the sum of $8000 of the amount appropriated at the last Annual Town Meeting for the Welfare Department be taken from Surplus Revenue.
6. Voted unanimously that the sum of $10,557.91, being the amount of the assessment already made for the Town's proportion of the cost of the construction and equipment of the Middlesex County Tuberculosis Hospital, be and the same is hereby appropriated and that of said amount the sum of $10 000 be funded as authorized by Chapter 10 of the Acts of 1932, said sum to be paid in substantially equal instalments over a period of ten years in accordance with the provisions of said Chapter 10, and the Town Clerk be and he hereby is directed to file with the County Commissioners promptly a copy of this vote.
7. Voted 95 to 72 to lay on the table the article relative to amending the By-Laws. The vote being doubted, a second vote was taken and the count then showed 90 to 75 in favor of laying the article on the table.
8. Voted 60 to 42 that the Selectmen be authorized to enter into a contract with the Westford Water Company for two additional hydrants on Prescott Street, Forge Village, the rental to be the same as now paid by the Town, and that the sum of $40 be appropriated to cover the same.
9. Voted to accept the minutes of the Meeting.

SPECIAL TOWN MEETING, SEPTEMBER 23, 1932
At a legal meeting of the Inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, September 23, 1932, at eight o'clock P. M., the following business was transacted:
Frederick A. Hanscom, Town Moderator, being absent, Herbert V. Hildreth was elected Moderator pro tempore by ballot and was sworn in by the Town Clerk.
1. Voted to accept the report of the Finance Committee.
2. Voted that the Town transfer the following amounts from the existing appropriations: Town Hall $400; Memorial Day $23; Publi- cation of Town Reports $22; Town Forest $80; Town Roads $1000; the same to be available for appropriation under the following article.
3. Voted that the Town appropriate the sum of $6735 for the following purposes: Liability Insurance $325; Interest on General Loans $150; Soldiers' Benefits $700; Welfare Department $5500; Town Treasurer $60; such appropriation to be made from the funds trans- ferred under the preceding article, $4000 from free cash and the balance from the proceeds of the auction sale authorized at the last annual meeting,

4. A motion that the Town authorize the Selectmen to enter into a contract with the Lowell Electric Light Corporation for two. addi- tional street lights on the Groton Road was lost by a vote of 5 to 18.
5. Voted that the Town accept donations made for the Welfare Department and authorize the expenditure of the same by the Board of Public Welfare.

REPORT OF SELECTMEN
Citizens of Westford:
Cooperating with the Welfare Board, the Highway Department has endeavored to give work to the unemployed as recommended by that Board, the number being about thirty. These have been paid from the highway appropriation. Ten or twelve ex-service men and about the same number of the regular men were also given work.
Using the stagger system as necessary, some fifty men were given · work on the highways during the year. Most of the work this year was done by hand labor, the exceptions being on the new construction on Tyngsboro Road and Wyman's Corner, Groton Road, where by request of the State Engineer a gasoline shovel was used to remove high banks, trees and large stones.
Of the total amount expended on the highways this year it was divided approximately as follows: Labor 45%, Oil, Gravel, etc. 28%, Trucks 15%, Teams 3%, repairs to machinery 5%, and Machine Hire 4%.
Before we received our allotments, the Welfare Board furnished labor in the amount of about $2,000.00 paid for from their appro- priation.
This is the first year we have operated under Chapter 81, under which the Town appropriates for general Road repairs $10,625.00 and the State provides $8,500.00. A State Engineer supervises the work and helps on the layouts, etc.
Our relation with the State Engineers under this plan was very pleasant and we have found them always willing to cooperate.
As the Town benefits from the appropriation given by the State and from the advice and services of the Engineers, we recommend that the Town continue for the coming year to operate under this Chapter.
The work on "State and County Aided Roads" was continued as formerly under Chapter 90.
The Concord Road was completed from the residence of Mr. George Heathcote to the Carlisle Road at Parkerville School House. This now completes the rebuilding of the entire length of the Concord Road from Forge Village to the Schoolhouse.
Another section on the Tyngsboro Road was built this year and we are asking for a further appropriation to continue the work next year.

A short length of road was rebuilt on the Groton Road west from Wyman's Corner, and we are asking for an appropriation to continue the work next year towards the Groton Line.
Of the total amount spent on the highways this year $22,000.00 was town appropriation, the balance was furnished by the State and County.
If the amounts are voted as requested and tabulated under the Finance Committee's report, and the State and County contribute the amounts expected we can continue under the plan of last year regarding the unemployed.
We have found the State and County officials and Engineers very generous in their allotments of money to the Town and very willing to advise and cooperate with us on our road problems.
The report of the Superintendent of Highways gives in detail the work accomplished during the year.
We would also direct your attention to the report of the Police Department.

REPORT OF SUPERINTENDENT OF HIGHWAYS
During the year 1932 considerable heavy construction was done in various sections of the Town. Unemployed labor was used to a great extent in this work, thus relieving considerably the cost of the Welfare Department. Of the total amount spent on the highways this year 45 per cent has been paid in wages.
Following is a list of the work done:
Nutting Road from Cemetery to Groton Road was graveled, rolled and oiled.
Keyes Road, a distance of a mile, was graveled, rolled and had two applications of oil.
Dunstable Road, a distance of one and a half miles, was graveled, rolled and had two applications of oil.
Chamberlain Road was completed from Chamberlain's Corner to Brookside, by graveling, rolling and oiling for a distance of one mile.
Providence Road from Main St. to Cummings Road, a distance of one mile, was graveled rolled and treated with two applications of oil.
Pine Ridge Road from Bridge St. to Cold Spring Road was com- pleted, including the hill where the road was widened and straightened and graveled. The entire road was rolled and tarred. The bridge walls were pointed and a new concrete cap was added.
Howard Road for about one half mile was widened, graveled, and rolled; this work necessitated two new culverts. Another piece is to be done this year.
Hildreth St. from Concord Road toward Westford for about one quarter mile was widened and graveled to the width of 18 feet. This road is to be completed this coming year.
West Street as far as Cowdrey Hill Road was reshaped, rolled and two applications of oil applied.
The usual maintenance was carried on under the provisions of Chapter 81. When roads became rough they were scraped, graded and rolled. As occasion demanded all streets were patched with bituminous patch and kept smooth.
Some of the roads which will require attention in 1933 under Chapter 81 are as follows:
Chamberlain Road from Chamberlain's Corner to Chelmsford Line.

There are short strips on many other roads which will also require attention.
Under Chapter 90 the Concord Road was finished. This work was all done by hand labor. Tyngsboro Road was continued under this chapter, the work being done by hand labor except for the cutting back of the heavy banks and moving large stones which was done with a gas shovel. Work was started in November on the Groton Road and a distance of 1500 feet was reconstructed. The hill was cut down and the clay bank cut back about 10 feet. As advised by the State Engineer a gas shovel was used to do this work. As this had to be completed by Dec. 1st loading machines were used to hasten the work along. At Wyman's Corner the road was made 30 feet wide with a 2 1-2 foot banked curve which makes it safe and easy to drive on. The shoulders on all these roads were oiled. The Groton Road, easterly from Wyman's Corner, was scarified, flattened, rolled and oiled. All other Chapter 90 roads were either oiled or tarred, patrolled and kept patched as needed.
