The Act further imposes a temporary excise upon the storage, use or other consumption in Massachusetts of tangible personal property at the rate of three per cent of the sales price of such property. Sales upon which the retail sales tax described above has been imposed, or which are exempt from the retail sales tax, shall be exempt from the use tax. Sales upon which a tax has been paid in another juris- diction shall also be exempt. Assessment, abatement and collection of the use tax shall be governed by the provisions which relate to the tax upon retail sales. The tax upon retail sales and the excise upon storage, use or other consumption shall oe effective during the period from April 1, 1966 to December 31, 1967.


Each qualified taxpayer shall be entitled to a credit of four dollars for himself, four dollars for his spouse and eight dollars for each qualified dependent, but such credit shall not be allowed if the taxable income of such individual and his spouse exceeds five thou- sand dollars for the year. In addition to the taxes described above, the Act provides for new excises upon certain banks; new taxes upon the income of certain corporations; new taxes upon cigarettes; a room occupancy excise upon rent paid for the use of hotel rooms and other lodging places; and excises upon sales of certain alcoholic beverages.


The Act creates the Local Aid Fund for the purpose of providing educational assistance, and authorized the periodic distribution of amounts from such Fund to the cities and towns. In addition, the Act contains a variety of provisions relating to the program of State aid to public schools, and to its administration.

SPECIAL TOWN MEETING - NOVEMBER 29, 1966


At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town Hall on Tuesday, November 29, 1966 at 8:00 P.M., the following business was transacted:


Election Officers, using voting lists, acted as tellers at the doors.


Ben W. Drew, Town Moderator, called the meeting to order and declared the presence of a quorum. The attendance was 92.


Voted to dispense with the reading of the Warrant in its entirety.


ARTICLE 1. Voted unanimously that the sum of $2,880.45 be transferred from Unappropriated Available Funds in the Treasury to the account entitled "Middlesex County Retirement".


Finance Committee approved.


ARTICLE 2. Voted unanimously that the sum of $5,000 be trans- ferred from Unappropriated Available Funds in the Treasury to the account entitled "Highway Department - Snow and Ice Removal".

ARTICLE 3. Voted unanimously that the sum of $4,500 be trans- ferred from Unappropriated Available Funds in the Treasury to the account entitled "School Department - Cafeteria".

McGlinchey", which plan is recorded with Middlesex North District Registry of Deeds, Plan Book 104, Plan 67B, and thus bounded:


Westerly, in part by land now or formerly of Nicholas Zaher et ux and in part by the Easterly terminus of Lake Shore Drive, a total distance of Two Hundred Five and 30/100 (205.30) Feet;


Northerly by lots 1 to 4 inclusive, and lots 363 to 367 inclusive, on Plan of Nabnasset Lake Shores, Section D, which plan is recorded with said Registry of Deeds, Plan Book 58, Plan 55, Two Hundred Eight and 40/100 (208.40) Feet;

Healy of a triangular parcel of vacant land situated on the Southerly side of Forge Village Road and the Easterly side of Cold Spring Road, being shown as Parcel 1 on a plan entitled "Plan of Land in Westford, Mass., Boston and Maine Railroad to Arthur L. Healy, J. F. Kerwin, Eng'r, June, 1957", which plan is recorded with Middlesex North District Registry of Deeds, Plan Book 90, Plan 3A, and thus bounded:


Northerly by said Forge Village Road, as shown on said plan, thirty-nine and 4/100 (39.04) feet;


Easterly by land, now or formerly, of T. Day, Six Hundred Sixty-one and 62/100 (661.62) feet; and


Westerly by said Cold Spring Road, designated on said plan as "Highway", Six Hundred Sixty and 72/100 (660.72) feet; con- taining, according to said plan, 12,897 Square Feet.

ARTICLE 9. Voted unanimously that the Town abandon any and all interest it may have acquired, if any, by adverse user or otherwise, in and to the following described portion of the former location of South Chelmsford Road, now discontinued as the result of the relo- cation of said South Chelmsford Road by the Middlesex County Com- missioners by instrument recorded with Middlesex North District Registry of Deeds, Book 1712, Page 53, and thus bounded:

Northeasterly by said South Chelmsford Road, as relocated, as shown on Plan M-640, recorded with said Registry;


Southerly by land of Jacob Michelson et ux, shown as Parcel 2 on said plan; Westerly by Chelmsford Road, State Highway Route 110, (shown on said M Plan as Littleton Road) ; and


Northerly by other land of said Michelson;


and that the Board of Selectmen be, and they hereby are, authorized and directed in the name and behalf of the Town, to declare any such interest, easement or right to be abandoned, and to execute, acknow- ledge and deliver a deed of release or any and all other such in- struments as may be necessary in this connection to Jacob Michel- son and Ethel Michelson for such sum, not less than $1.00, as the Selectmen shall determine.


/ ARTICLE 10. Voted unanimously that the Board of Selectmen be and they hereby are, authorized and directed to appoint a Committee of three citizens to be known as the Town Beach Committee, whose function and duty shall be to determine the most efficient and prac- tical method of supervising and maintaining the Town Beach at Forge Pond, said Committee to make its report and recommendations to the Town at the next Annual Town Meeting.


Voted to dispense with reading the minutes of the meeting.

REPORT OF THE BOARD OF SELECTMEN

The Board of Selectmen met and organized on March 8, 1966; pre- sent were Horace F. Wyman, John J. Kavanagh, Mark W. Mulligan. John J. Kavanagh was elected Chairman and Mark W. Mulligan Secretary.


Reports submitted by departments, committees and individuals under the jurisdiction of the Selectmen appear elsewhere in the Town Report.


The Selectmen have continued the practice of holding joint meet- ings with various departments, boards and committees to the end of providing an open forum for the discussion of common problems affect- ing the present and future needs and interests of the Town. Such meetings continue to be of significant value, particularly in obviat- ing some of the controversies publicized in certain other towns of the area.


The books of the Town were audited as of August 13, 1966, by state auditors, and were found to be in order.


The Selectmen are pleased to record gifts of land from Arthur L. Healy and William E. Schlusemeyer.


In keeping with their policy of steady but not too burdensome improvement of the Town House, the Selectmen, as authorized by the Town, have had tile flooring installed in the front lower hall and in the police office; and have contracted for the construction of new offices in the front part of the upper hall. These offices will be ready for occupancy in early 1967.


Little progress can be reported on the Master Plan for the Town because of the unavailability of federal funds. It is expected, how- ever, that such funds will be forthcoming in the not too distant future.


The Selectmen have assisted, wherever possible, the Town's Com- munity Action Advisory Committee, set up under Community Teamwork, Inc. established under the federal Economic Opportunity Act of 1964 - particularly in the area of the Neighborhood Youth Corps where active work was done; and have cooperated fully, together with other Town officials, in the program of the Greater Lowell Area Planning Com- mission, particularly in connection with the securing of federal aid for the proposed water extension to the Nashoba Valley Technical High School to be constructed on Chelmsford Road.


With the able assistance of the Highway Department, the Select- men have given every possible aid to the Forge Pond Recreation Com- mittee in developing a town beach area on Forge Pond, and to the Forge Village Improvement Association in converting the old depot site into an attractive park. The Selectmen have also cooperated fully with an active Conservation Commission in plans for the acquisi- tion of land, by gift or otherwise, for the conservation of the natu- ral resources of the Town.

With the aid of the Board of Registrars, the Selectmen, by elec- tion and appointment, have established a Personnel Board under the Town's Personnel By-Law. Of necessity, the work of this Board will not be manifest until early 1967.


In order to get an informed opinion as to the best use or possible disposal of a part or all of the Town Infirmary property, the Select- men appointed a Town Infirmary Committee to study and report on the matter.


The Selectmen have also been active in attempting to find a sol- ution, under the federal Urban Redevelopment Act or otherwise, to some of the problems of concern to residents on the many private ways in the Town.


The Selectmen have asked all boards and committees under their jurisdiction to make quarterly reports as to progress made and prob- lems faced.


An article will be inserted in the warrant for the Annual Town Meeting, 1967, for the appointment of a committee to study the machine or automatic accounting needs of the Town.


All residents are requested to report improperly functioning or dead street lights to the Clerk of the Board or to any police officer.


The registered voters of the Town are again reminded that annual town meetings begin at ten o'clock in the morning.
