That the Selectmen be and they hereby are authorized, in the name and behalf of the Town, to adopt and execute any Orders of Taking and/or accept delivery of any deed or other instruments necessary or incidental thereto, or take any other action necessary for the accomp- lishment of the above stated purposes;
That, for the purpose of acquiring said land, the sum of Sixty Thousand (60,000) Dollars be raised and appropriated, and to meet said appropriation:
1) That, for the purpose of complying with the provisions of Section 7 of Chapter 44 of the General Laws, as amended, the sum of Two Thousand (2,000) Dollars be appropriated from Unappropriated Available Funds in the Treasury; and
2) That the Treasurer, with the approval of the Selectmen, be and hereby is authorized and directed to borrow at one time, or from time to time, the sum of Fifty-Eight Thousand (58,000) Dollars and to issue and sell as one issue, or from time to time as two or more sepa- rate issues, serial bonds or notes of the Town aggregating Fifty-Eight (58,000) Dollars in principal amount; and that each issue of said bonds or notes shall be issued and sold in accordance with the appli- cable provisions of said Chapter 44, shall be in such form, shall bear such dates, shall mature at such times and shall bear such rates of interest as the Treasurer, with the approval of the Selectmen, shall

determine, but each issue of said bonds or notes shall be a separate loan, which shall be paid in not more than Twenty (20) years from the date thereof; and
That, in addition to the foregoing Sixty Thousand ( 60,000) Dollars, the additional sum of Two Thousand (2,000) Dollars be appropriated from Unappropriated Available Funds in the Treasury for defraying legal, engineering, surveying and all other necessary and incidental fees, costs, expenses and services in connection with the acquisition of said land.

ARTICLE 2. Voted unanimously that the sum of Ten Thousand (10,000) dollars be appropriated from the unexpended balance of the amount appropriated under Article 3 of the Warrant for the Special Meeting held on February 1, 1963, to pay the cost of preliminary plans, speci- fications and other necessary data and services in connection with the proposed new Elementary School, and for defraying all other neces- sary or incidental costs, fees and expenses incurred by the Elementary School Building Committee in that connection, said sum to be expended under the supervision of said Committee.

ARTICLE 6. Voted unanimously that the Town accept as and for a Town Way, Gassett Road, so called, as laid out by the Selectmen, as shown by their report and plan duly filed with the Town Clerk, said Way to be known as Gassett Road;
That the sum of Eleven Thousand Nine Hundred Fifty-Five and 30/100 (11,955.30) Dollars be raised and appropriated for the improve- ment of said Road;
That Betterments to the extent of Seventy-Five (75) per cent of the cost of said improvement be assessed against the owners of abutting estates; and to meet said appropriation:

SPECIAL TOWN MEETING - NOVEMBER 28, 1967
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at Westford Academy on Tuesday, November 28, 1967 at 8:00 P.M., the following business was transacted :
Ben W. Drew, Town Moderator, called the meeting to order and de- clared the presence of a quorum. The attendance was 389.
Election Officers, using voting lists, acted as tellers at the doors.
Voted to dispense with the reading of the Warrant in its entirety.
ARTICLE 1. Voted YES 281 and NO 70 that the sum of $1, 539,000 be raised and appropriated for the purpose of constructing and origi- nally equipping and furnishing an Elementary School Building to be located on land of the Town, situated on the easterly side of Concord Road, the northerly side of Robinson Road and the westerly side of Hartford Road, said land being the premises acquired by the Town under an Order of Taking dated October 31, 1967, recorded with Middlesex North District Registry of Deeds, Book 1821, Page 368 and by deed of Chester L. Fraser et ux dated November 3, 1967, recorded with said Registry of Deeds, Book 1821, Page 370; and, to meet said appropria- tion, that the sum of $100, 000 be appropriated from the Stabilization Fund and that the Treasurer, with the approval of the Selectmen, and subject to the approval of the Emergency Finance Board, be and hereby is authorized and directed to borrow, at one time or from time to time, the additional sum of $1, 439,000 and to issue and sell as one issue or from time to time as two or more separate issues, Serial Bonds or Notes of the Town aggregating $1, 439, 000 in principal amount under authority of Chapter 645of the Acts of 1948, as most recently amended; and that each issue of said bonds or notes shall be issued and sold in accord- ance with the applicable provisions of Chapter 44 of the General Laws, as amended, shall be in such form, shall bear such date, shall mature at such times and shall bear such rates of interest as the Treasurer, with the approval of the Selectmen, shall determine, but each issue of said bonds or notes shall be a separate loan, which shall be paid in not more than twenty (20) years from the date thereof; provided, however, that if and to the extent that, before the sale of all of the bonds or notes hereinabove authorized, the Town shall have receiv- ed from the Commonwealth the matching Stabilization Fund payment or payments under said Chapter 645, as amended, said payments shall be used in lieu of the proceeds of said bonds or notes and the authority to issue said bonds or notes shall be reduced accordingly.

ARTICLE 2. Voted unanimously that the Town accept a gift made to it by Walter Otis Day and Alice Viola Day of a parcel of land situ- ated on the northerly side of Forge Village Road, containing 14.62 acres, more or less, and being shown on a plan entitled "Plan of Land in West- ford, Mass., belonging to W. Otis Day, Compiled from Surveys & Plans,

25 April, 1967, Richard L. McGlinchey", said land to be managed and controlled by the Conservation Commission of the Town for the promo- tion and development of the natural resources and for the protection of the water shed resources of the Town under G. L. Chapter 40, Section 8-C as it may hereafter be amended.
A vote of thanks was given to Mr. and Mrs. Day by the meeting.
ARTICLE 3. Voted unanimously that the Board of Selectmen be and they hereby are authorized to execute, acknowledge and deliver, in the name and behalf of the Town, any grants, easements, rights or other permission that mey be necessary for the purpose of allowing the Chelmsford Water District to lay, install, maintain and repair water mains of said District in and along a portion of Chamberlain Road near the Town Line separating Westford and Chelmsford.
Recommended and approved by Board of Water Commissioners.
V ARTICLE 4. Voted unanimously that the Town further amend its Protective By-Law and Protective By-Law Map by rezoning from a Resi- dence A District to an Industrial B District, a certain parcel of land, situated on the westerly side of Howard Road, supposed to belong to Edward C. Johansson and Barbara Johansson, bounded and described as follows :
Commencing at the southeasterly corner of the premises at a cor- ner of wall at said Howard Road at land now or formerly of Dominic Gerace; thence southwesterly by said Gerace land along the wall to another wall running northwesterly therefrom and understood to be at land now or formerly of George Barker about 382 feet, more or less; thence running northwesterly by said Barker land along said wall under- stood to be in the approximate location of the town line between West- ford and Littleton to another wall running northeasterly therefrom about 120 feet; thence running northeasterly along said last mentioned wall to a corner in the wall about 18 feet; thence running northerly along said wall by land of Howard to another wall running easterly therefrom about 533 feet; thence easterly by said Howard land along said wall to said Howard Road about 370 feet; thence running southerly by said Road to the point of beginning about 409 feet. Containing about 42 acres and being the parcel sometimes referred to as the Boulder Orchard; excepting from the above described premises so much thereof as was taken by the Commonwealth of Massachusetts for the laying out of Inter- state Route 495.
Planning Board recommends adoption of change.
/ARTICLE 5. Voted YES 133 and NO 10 that the Town further amend its Protective By-Law and Protective By-Law Map by rezoning from a Residence A District to a Business District, a certain parcel of land, situated on the southwesterly side of Boston Road, containing 4 acres, more or less, supposed to belong to Kjell Arnesen and Lilli Arnesen and being the premises shown on a plan entitled "Plan of Land in West- ford, Mass., belonging to Armand and Malvina Abrams, dated 1954, W. B. Tyrrell", which plan is recorded with Middlesex North District Registry of Deeds, Plan Book 84, Plan 137B.

REPORT OF THE BOARD OF SELECTMEN
The Board met and organized on March 7, 1967; present were John J. Kavanagh, Mark W. Mulligan, and Horace F. Wyman. John J. Kavanagh was elected Chairman and Mark Mulligan Secretary.
Reports of departments, committees, and individuals under the jurisdiction of the Selectmen are contained elsewhere in the Town Report.
Throughout the year the Selectmen have continued the practice of holding joint meetings of all Town departments, committees, and boards. The purpose of these meetings is to bring about a greater awareness to all concerned, what plans are being made by various departments in order that there will be no duplication of effort by these departments.
During the year, the Selectmen were pleased to record a gift of land of approximately 14.62 acres from Otis Day.
As part of the continued improvement to the Town Hall, the Sel- edtmen's office had new light fixtures, window sash, and paneling installed. The construction of the two offices in the front of the upper hall was completed during the year and one office has been oc- cupied by the Board of Health. The other office is used as a meeting room for various other boards and committees.
Approval was received of the Town's application for Federal Aid for the extension of the Town's water mains from Boston Road to the location of the Nashoba Valley Technical High School on Route #110. It is felt that this extension will have a significant effect upon the future location of business and industry in this area.
All residents are requested to report improperly functioning street lights to the Clerk of the Board at the Town Hall.
During the year, the Board attended various meetings of both the Middlesex County Selectmen's Association and the newly formed Merri- mack Valley Selectmen's Association.
Cross Street, George Avenue and Gassett Roads were accepted under the Betterment's Act during the year. By doing this, we are able to greatly improve the drainage and road surface, with the abuttors pay- ing 75% and the Town 25% of the cost.
The Selectmen have assisted the Town's Community Teamwork, Inc. established under the Federal Economics Opportunity Act of 1964, in the area of Neighborhood Youth Camps and Operation Headstart.
The Board would like to express its gratitude and thanks to all Town employees, boards, committees and department heads for their fine cooperation during the past year.
