Article 10. Article 16. Voted (Yes 48-No 8) to appropriate and transfer from unappropriated available funds in the treasury the sum of $4000.00 to be spent by the Water Department for additional installations of water service or the stockpiling of materials therefor, the cost of which is to be collected by the Town from the individuals or concerns requesting the installa- tions and the receipts for which are to be returned to unap- . propriated funds in the Treasury.
Article 17. Voted (Yes 74 - No 1) to provide adequate supply and pressure in its existing water mains, the town establish two additional connections with the water system of the City of Springfield, one on Springfield Street and one on the Boston Road; construct a standpipe on the municipal lot on Main Street, and lay such pipe and install such equipment as may be necessary in connection therewith; and lay such water main on Stony Hill Road as is possible from any balance remaining after providing for the above work, either on the northerly end of the present main or from Boston Road south- erly as will in the opinion of the engineers best serve the needs of the town, and that the sum of $55,000 be appropriated for this purpose; that the matter be left in the hands of the Water Commissioners, and that they be authorized, in the name and behalf of the town, to negotiate and execute with the City of Springfield all necessary agreements and contracts for the connections with the water system of said City, and for pay- ment to Springfield of part of the cost of laying such pipe in Springfield as may be necessary to supply adequate water to said new connections, and to negotiate and execute all neces- sary contracts for the construction of said standpipe and the doing of the work authorized in this vote.
"That $30,000 of said sum of $55,000 be appropriated under this article by appropriation and transfer from available funds, and that the balance of said sum of $55,000, namely, $25,000 be raised by an issue of registered or coupon tax exempt notes of the town, said notes to run for the term of ten years, to be payable in annual payments and to bear interest payable semi-annually at such rate as may be fixed by the treasurer, with the approval of the selectmen, principal and interest payable in Wilbraham, Massachusetts, or such other munici- pality of the Commonwealth of Massachusetts as may be named by the treasurer, said notes to be signed by the treas-

urer and countersigned by the selectmen, and that the treas- urer and selectmen be constituted a committee to prepare, issue and negotiate said notes".
Article 18. Voted unanimously to appropriate and trans- fer from unappropriated available funds in the Treasury the sum of $1,200.00 to pay to the garbage collection contractor the amounts received by the Town Collector from garbage col- lection subscribers, said receipts to be restored as received by the Town Collector to unappropriated available funds in the Treasury.
Article 19. Voted unanimously to authorize the Select- men to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, 14 days at least before sale, property taken by the Town under tax title pro- cedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate.
Article 20. Voted unanimously to appropriate the town's share of the 1946 Dog Tax to the use of the Library in addition to the amount of $1900 appropriated under Article 5.

Voted unanimously to raise and appropriate the sum of $200.00 to be expended under the direction of the Board of Selectmen acting as the Board of Health for equip- ment and material for poison ivy control along the public highway, with the equipment to be used and the material applied under the direction of the Board of Health, by citizens of the Town who have volunteered their services for the purpose.

Article 26. Voted unanimously to file with the General Court through the Representatives of the First Hampden Dis- trict its desire for an indorsement of legislation to authorize the reimbursement of Frederic A. Wheeler for services rendered as temporary, acting superintendent of schools of the Wilbra- ham-Hampden-East Longmeadow district from August 30, 1946 to November 15, 1946.
Article 27. Voted unanimously to raise and appropriate the sum of $280.00, being the Town's share of reimbursement to Frederic A. Wheeler for services rendered as temporary, acting superintendent of schools from August 30, 1946 to November 15, 1946 provided that the General Court shall enact legislation authorizing said payment.
Article 28. Voted unanimously that the Selectmen ap- point a Committee to study the matter and report back at the next town meeting.
Article 29. Voted to raise and appropriate the sum of $1,000.00 to lay out and construct a sidewalk, with or without curbs, on Boston Road from Chapel Street to the No. 8 school, North Wilbraham.
Article 30. Voted unanimously that all money appropria- ted at the meeting except amounts specifically transferred from existing available funds be raised by assessment against the polls, personal properties and real estate of the Town.
Voted unanimously to establish four street lights on Dud- ley Street, the cost of same from appropriation for street lights under Article 5.
The following resolution was adopted: That it is the sense of this meeting that the policy of the Town of Wilbraham, in respect to water main installations on private ways, should be as follows: that in cases where the Water Department does not make the installation with their own personnel, the property owner be permitted, if he wishes. to make the installation him- self subject to the supervision of the Water Department, with such supervision to be at the property owner's expense and that in cases where installations are contracted for by the water department with a contractor other than the property owner and the work is done by such contractor and not by the water department personnel, the property owner shall not be charged more than the cash cost of such contract installation plus only the exact cost of supervisor's time actually devoted to the contract by paid personnel of the Town Water Depart- ment and that such latter policy should become effective as of November 1, 1946.

Voted unanimously to defer bringing before future town meetings the matter of the acceptance of Section 23 of Chapter 39 of the General Laws, which will permit the holding of the business section of the town meeting at a different time and place from the balloting for town officers, in order to permit the town to have evening town meetings, until such time as the town will have available suitable facilities for holding town meetings at another time and place.

Report of Special Town Meeting
MARCH 1, 1947
In accordance with the warrant, as posted, the voters of the town assembled in the Town Offices, Library Building, North Wilbraham, at three o'clock P. M., March 1, 1947.
Article 1. Frank Auchter was elected moderator by ballot and was sworn by the Town Clerk.
Article 2. Voted to rescind the vote taken under Article 17 of the warrant for the annual town meeting held on February 3, 1947, whereby the sum of fifty-five thousand dollars ($55,000.) was appropriated for the construction of a standpipe, for the establishment of two additional connections with the water system of the city of Springfield, and for the laying of water mains.
Article 3. Voted: That the sum of fifty-five thousand dollars ($55,000.) be raised and appropriated for the purpose of constructing a standpipe on the municipal lot on North Main Street, together with laying such pipe and making such installation as is needed in connection therewith, for establish- ing two additional connections with the Springfield water system on Springfield Street and Boston Road, all substantially in accordance with the latest recommendations of Tighe and Bond, Engineers, of Holyoke, Mass., and for laying of water mains of not less than six inches in diameter on Stony Hill Road, and that, to meet such appropriation, there be trans- ferred from unappropriated available funds in the treasury the sum of thirty thousand dollars ($30,000.), and the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of twenty-five thousand dollars ($25,000.) and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Chap- ter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note, or at such earlier time as the treasurer and selectmen may determine.
It is further Voted: That the Water Commissioners be authorized, in the name and behalf of the town, to negotiate and execute with the City of Springfield all necessary agree- ments and contracts for the connections with the water system of said City, and for the payment to Springfield of part of the cost of laying such pipe in Springfield as may be necessary to supply adequate water to said new connections, and to nego-

tiate and execute all necessary contracts for the construction of said standpipe and the doing of the work authorized in this vote. Unanimous vote.
Resolved that it is the sense of this meeting that the water main to be laid on Stony Hill Road in accordance with the vote adopted under Article 3 at this meeting shall be not less than eight inches in diameter. Unanimous vote.

Report of Special Town Meeting
JUNE 3, 1947
In accordance with the warrant as posted, the voters of the town assembled in Grace Union Parish House, North Wilbraham.
Article 1. Frank Auchter was elected by ballot moderator of the meeting, and was sworn in by the Town Clerk.
Article 2. Voted that the Town request the Federal Works Agency Bureau of Community Facilities to advance to the Town the sum of $7,455.00 for the purpose of plan prepara- tion for construction of school and community building, and contingent upon receipt of such advance complete such plan preparation. Said advance to be repaid in accordance with the regulations of the Bureau dated January 3, 1946. Albert L. Martin or such other Selectmen as such board may desig- nate, is hereby authorized in the name and behalf of the Town to execute such agreements as are required by the Federal Works Agency Bureau of Community Facilities to carry this vote into effect.
Article 3. Voted to transfer from unappropriated avail- able funds in the Treasury the sum of $4,000. to be spent by the Water Department for additional household and business installations for water service, the cost of which is collected by the Town from the individuals or concerns requesting the installations and which is returned to the general funds in the Town Treasury. Unanimous vote.
Article 4. Voted to retire and remove the temporary Honor Roll now located in front of the Library Building, and that the Selectmen are hereby authorized to appoint a com- mittee to report to the next Annual Town Meeting concerning a permanent form of Honor Roll commemorating World War II service. Unanimous vote.
Article 5. Voted to close the town offices on all Saturdays to the same extent as if Saturdays were legal holidays, in accordance with Chapter 265 of the Acts of 1947 amending Chapter 41 of the General Laws. Unanimous vote.
Article 6. Voted to accept and allow a town way as laid out by the Selectmen known as Nokomis Road, as shown in a plan of "Manchonis Village, May 1938, Ross and Howe, Engineers" recorded in Hampden County Registry of Deeds,

Page 8, said way being described as follows: beginning at the intersection of the road leading from Main Street near the residence of one Malmberg and running westerly and then northerly to the intersection of the town road formerly part of the Boston Road, said Nokomis road being in length 1500 feet more or less and being fifty feet in width throughout its entire length, and to raise and appropriate the sum of $5,750. to defray the expense thereof.
Article 7. Voted to accept and allow a town way or street as laid out by the Selectmen, running northerly from the westerly end of Bartlett Avenue, as laid out in 1943, about 1300 feet to the southerly side of North Mountain Road, and more particularly bounded and described as follows: the street is fifty feet in width throughout its length, excepting at its southerly end where it joins the 1943 layout in the manner hereinafter separately described, the side lines being each 25.00 feet distant from and parallel to the following described base line: BEGINNING at Station 0 / 0 at a point S 87° 03' W 16.52 feet from the westerly end of the southerly line of the 1943 layout of Bartlett Avenue and running thence N 6° 07' W to Station 5 / 51.72; thence N 6° 31' W to Station 10 / 64.97; thence N 0° 44' E to Station 13 / 09.72 the point of intersection of this base line with the southerly line of North Mountain Road (laid out as Glendale Road in 1936.) The southerly end of the street is described as follows: the westerly side line, from a point which is N 83º 53' E 25.00 feet from base line station 0 / 53.83, curves southerly to the left, at a radius of 16.01 feet, a distance of 24.26 feet to a point in the northerly line of the 1943 layout which is N 87° 03' E 40.19 feet from the base line station 0 / 40.06, and runs thence S 25° 15' 30" W 45.37 feet to a point at the westerly end of the southerly line of the 1943 layout, said last named point being N 87° 03' E 16.52 feet from the base line station 0 / 0. From the above described point at the westerly end of the southerly line of the 1943 layout, the southerly end of this layout runs westerly, on a curve to the right having a radius of 50.00 feet, a distance of 37.08 feet to a point which is S 83º 53' W 16.50 feet from base line station 0 / 14.05; and thence westerly, on a curve to the left having a radius of 51.36 feet, a distance of 11.04 feet to a point which is S 83 53' W 25.00 feet from base line station 0 / 21.06, this point being the southerly end of the westerly side line of this layout, and to raise and appropriate the sum of $1,750.00 for the improvement of said road. Unanimous vote.
Article 8. Voted to accept and allow a town way or street as laid out by the Selectmen running southerly from the southerly side of the State Highway known as Boston Road about 1250 feet to the northerly side of Manchonis Road, and more particularly bounded and described as follows: the street is fifty feet in width throughout its length, the side lines being

each 25.00 feet distant from and parallel to the following de- scribed base line: BEGINNING at station 0 / 0 at a point in the southerly line of the State Highway known as Boston Road, N 72° 25' W 1385.40 feet from a Massachusetts Highway bound located about midway between two private ways known as Hunter Street and Taylor Street respectively; and running thence S 17º 35' W to station 1 / 46.14; thence S 1º 16' W to station 8 / 23.49; thence S 35° 32' 30"W to Station 9 / 74.89; thence S 1º 49' W to Station 12 / 42.83 the point of intersection of this base line with the northerly line of Manchonis Road, said point being 175.00 feet easterly, along Manchonis Road, from the concrete bound at the southwesterly corner of Man- chonis Road and Seneca Street, and to raise and appropriate $1,750.00 for the improvement of said road. Unanimous vote.
Article 9. Voted to raise and appropriate the sum of $1,000. for Miscellaneous Highways account. Unanimous vote.
Article 10. Voted to appropriate and transfer from un- appropriated available funds in the Treasury the sum of $7,455. for the purpose of plan preparation for construction of school and community building, to be expended by the Selectmen in the event that Federal Funds as voted under Article 2 of this warrant do not become available. Unanimous vote.
Article 11. Voted to amend the zoning By-Law and change from Residence "A2" District to Business District the hereinafter described parcel of land lying southerly of Boston Road and easterly of Stony Hill Road, viz .: beginning at a point in the easterly line of land of one Fitzgerald one hundred (100) feet southerly from the intersection of said easterly line with the southerly line of Boston Road; thence running easterly parallel with and one hundred (100) feet distant from the southerly line of Boston Road a distance of about 1,080 feet to a point; thence southerly seven hundred seventy (770) feet to a point one hundred fifty (150) feet to the east of a brown stone set at the northeast corner of land of one Arnold and in the extension of said Arnold's northerly line; thence westerly one hundred fifty (150) feet to said brown
stone; thence continuing westerly along said Arnold's land about five hundred eighty-eight (588) feet to a point; thence northwesterly in a line parallel with and one hundred fifty (150) feet from the easterly line of Stony Hill Road to a point in the extension of the southerly line of said Fitzgerald's land; thence southwesterly to the southeast corner of said Fitz- gerald's land; and thence northwesterly along said Fitzgerald's easterly line to the point of beginning. Yes 81-No 2.
All money appropriated in this warrant, unless otherwise provided for, will be included in the 1948 tax levy.

Agricultural Work
Several newly organized, very definite and worthwhile programs are now available to all farmers as follows: (1) Artificial Breeding has 200 members with excellent heifer calves being raised; (2) Dairy Herd Improvement Association means improved breeding and feeding for more profitable dairying; (3) Potato Spray Ring assures a good spray program for potato growers; (4) Young Farmer organization has the leaders of tomorrow; (5) Commodity organization in poultry, fruit, dairy, etc., have sizeable memberships with state repre- sentation working for their interest.
Home Department Work
During the year 287 women attended 31 meetings or demonstrations conducted by 16 local leaders assisted by the County and State Extension Agents. There were 10 different projects during the year with the following local leaders assist- ing: Mrs. Walter Subjek, Mrs. H. Thompson, Mrs. J. K. Nordin, Mrs. Roland Bennett, Mrs. Albert W. Martin, Mrs. A. J. Brooks, Mrs. Charles Hatch, Mrs. J. W. Prendergast, Mrs. C. A. Bradway, Mrs. Wendall Stacy, Mrs. Herman Grandchamp, Mrs. Clifford DuBray, Mrs. Eugene Hansen, Mrs. Harry White, Mrs. Fred McCombe, and Mrs. Howe Newell, some of whom incurred expenses totalling $40.69.
4-H Club Work
During the year there were 19 boys and 22 girls enrolled in 6 different 4-H Club Projects. Mrs. Norman Thurlow and Miss Caroline Baier assisted the county and state agents in conducting the projects. No expenses were incurred during 1947.
