Report of Annual Town Meeting MARCH 25, 1950


In accordance with the Warrant as posted, the voters of the Town assembled in Fisk Hall, Wilbraham Academy, Wilbraham, Mass.


The polls were declared open at 8.30 o'clock a. m. by Moderator Frank Auchter. William F. Logan was sworn in as Warden, Filomena Gilbert as Clerk, Sprague Wight as special police officer, and the following as ballot clerks and tellers : Thomas Normoyle, Wanda Gurski, Evelyn Mac- donald, Helen Newell, Mildred Jack, Alice Rodenhizer, Eva M. McCombe, Gertrude Powers, Anna Tupper, Sophie Przybycien, Clara Bradway, Mildred Kielbania, Lillian Diotalevi, and Letty Keyes. Ernest Bacon was sworn in as Constable.


The meeting opened at 10 a. m. and in the absence of the Town Clerk, Mr. J. Loring Brooks, Jr., as Chairman of the Board of Selectmen called for nominations for a tem- porary Town Clerk. Eva M. McCombe was nominated and unanimously elected by ballot and sworn in by Moderator Frank Auchter. It was unanimously voted to close the polls at 7 p. m. It was then unanimously voted to recess until 10.30 a. m.

other officers as presented in the Town Report. At this time, special tribute was paid to Mr. Carl Nelson for his work on the Town Report this year.


Mr. George E. Murphy, Jr., read the report presented by the committee on street acceptances and it was unanimously voted that this report be accepted with all other Town reports.


ARTICLE 3. Voted unanimously that compensation for elected town officers be fixed as follows for the ensuing year :


Town Clerk, $350.00 per year and fees; Town Treasurer, $900.00; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Collector, $1,200.00; Tree Warden, $1.25 per hour (includes use of car) ; Selectmen, two members $500.00 per year, Chairman $550.00; Asses- sors, $1.00 per hour for office work and $1.25 per hour for. field service (includes use of car) ; Constables, $1.00 per hour when called on duty by Selectmen plus fees; Auditor, $100.00 per year ; School Committee, $100.00 per year each ; Cemetery Commissioners, no salary, $1.00 per hour for time spent at work; Water Commissioners, $100.00 per year each; Library Trustees, no salary; Planning Board Members, no salary; Playground Commissioners, no salary ; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all town officers elected otherwise than on official ballot) fees only as fixed by General Laws.


ARTICLE 4. Voted unanimously to authorize the Town Treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. Voted the following appropriations: (Total $226,686.88). ARTICLE 6. Voted unanimously to raise and appropriate the sum of $7,050.00 for the maintenance of Chapter 81 roads, provided that the State contribute toward the same, in accordance with the provisions of Chapter 81, General Laws.


ARTICLE 7. Voted unanimously to appropriate and trans- fer from unappropriated available funds in the treasury the sum of $7,050.00 or any sum for the maintenance of Chapter 81 Roads (an amount equal and in addition to the amount appropriated under Article 6), to meet the State's share of the cost of the work, the reimbursement from the State to be restored upon receipt to unappropriated funds in the treasury.


ARTICLE 8. Voted unanimously to raise and appropriate the sum of $1,000.00 for the maintenance of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws.

ARTICLE 9. Voted unanimously to appropriate and trans- fer from unappropriated available funds in the treasury the sum of $2,000.00 for the maintenance of Chapter 90 Roads or any other sum (in an amount which will be double and be in addition to the amount appropriated under Article 8) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored upon receipt to unappropriated available funds in the treasury.


ARTICLE 10. Voted unanimously to raise and appropriate the sum of $5,000.00 for the improvement or rebuilding of Chapter 90 Roads, provided the State and County con- tribute toward the same, in accordance with the provisions of Chapter 90, General Laws.


ARTICLE 11. Voted unanimously to appropriate and transfer from unappropriated available funds in the treas -. ury the sum of $15,000.00 for the improvement or rebuild- ing of Chapter 90 Roads, or any other sum (in an amount which will be triple and in addition to the amount appro- priated under Article 10) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored upon receipt, to un- appropriated available funds in the treasury.


ARTICLE 12. Voted unanimously to raise and appropriate the sum of $13,995.20 to meet the first amortization pay- ment of the Wilbraham Memorial School Building Loan.


ARTICLE 13. Voted unanimously to raise and appropriate the sum of $5,775.00 or any sum to meet the cost of interest on the Wilbraham Memorial School Building Loan.


ARTICLE 14. Voted unanimously to appropriate the sum of $22,000.00 to add to the existing appropriation for con- structing, equipping and furnishing the Wilbraham Memorial School Building for additional furnishings and reserve for contingencies, and to transfer the entire balance in the Post-War Rehabilitation Fund (being approximately $18,503.22) and to transfer from unappropriated available funds in the treasury the remainder of said $22,000.00 (be- ing approximately $3,496.78) .


ARTICLE 15. Voted unanimously to appropriate and transfer from unappropriated available funds in the treas- ury the sum of $5,000.00 to add to the existing appropria-

tion for constructing, equipping and furnishing the Wil- braham Memorial School Building for fully automatic tem- perature controls and equipment incidental thereto.


ARTICLE 16. Voted to accept as a public way the drive running from Main Street to the Wilbraham Memorial School Building and appropriate and transfer from un- appropriated available funds in the treasury the sum of $1,100.00 to install guard rail fences along this drive.
