TOWN WARRANT
Commonwealth of Massachusetts Hampden, ss
To either of the Constables of the Town of Wilbraham in the County of Hampden:
GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in town affairs to meet in Grace Union Parish House in said town on Monday, the third day of February next at 9 o'clock A.M. to bring in their votes for town officers and act on the following articles. The polls will open at 9 A. M. and may be closed at 6 o'clock P. M. All business of said meeting and election of town officers except the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall be considered after 10 o'clock A. M.
Article 1. To choose a moderator to preside in said meeting.
Article 2. To choose a Town Clerk, a Town Treasurer, Tree Warden for the ensuing year, one Selectman for three years who shall be a member of the Board of Public Welfare, one Assessor for three years; five Constables for the ensuing year; one Auditor for the ensuing year; one School Committee member for three years; Town Collector for the ensuing year, one Cemetery Commissioner for three years; one Water Com- missioner for three years; one Library Trustee for three years; one Playground Commissioner for three years; one member of the Planning Board for five years. All on one ballot. Also all other town officers.
Article 3. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer, School Committee and other officers.
Article 4. To fix the compensation of all elected Town Officers for the ensuing year.
Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the en-

suing year and appropriate the same and vote how the same shall be raised.
Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 7. To see if the Town will vote to raise and ap- propriate the sum of $6,900.00 or any sum for the maintenance of Chapter 81 roads, provided that the State contribute toward the same, in accordance with the provisions of Chapter 81, General Laws, or take any action relative thereto.
Article 8. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $6,900. or any sum for maintenance of Chapter 81 roads, (an amount equal to and in addition to the amount appropriated under article 7,) to meet the State's share of the cost of the work, the reimbursement from the State to be restored, upon receipt, to unappropriated funds in the treasury.
Article 9. To see if the Town will vote to raise and ap- propriate the sum of $500, or any sum for the maintenance of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.
Article 10. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $1,000 for Chapter 90 Roads or any other sum (in an amount which will be double and in addition to the amount appropriated under Article 9) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored, upon receipt, to unap- propriated available funds in the treasury.
Article 11. To see if the Town will vote to raise and appropriate the sum of $6000 or any sum for the improvement or rebuilding of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.
Article 12. To see if the Town will vote to appropriate

and transfer from unappropriated available funds in the treasury the sum of $18,000 for Chapter 90 Roads, or any other sum (in an amount which will be triple and in addition to the amount appropriated under article 11) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored, upon receipt, to unap- propriated available funds in the treasury.
Article 13. To see if the Town will vote to appropriate the sum of $2200. or any other sum to purchase a heavy tractor with shovel and other equipment. $1200 of said sum to be transferred from the Road Machinery Fund and $1000 of said sum to be raised, or take any action relative thereto.
Article 14. To see if the Town will vote to re-establish the original names for the following highways as follows -: North Mountain Road, between South Mountain Road and Glendale Road to be renamed Ridge Road, and North Moun- tain Road from Glendale Road to Maple Street to be renamed Glendale Road.
Article 15. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the Treasury the sum of $850 or any sum to complete the new channel for relocating Twelve Mile Brook, just east of the new Crane Hill Road bridge, and to install suitable bank pro- tection, and any other work in connection therewith to further contain the course of the stream and protect the abutments of said new Crane Hill Road bridge, or take any action relative thereto.
Article 16. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treas- ury the sum of $4000 or any sum to be spent by the Water De- partment for additional household and business installations of water service, the cost of which is collected by the Town from the individuals or concerns requesting the installations, and which is returned to surplus funds, or take any action re- lative thereto.
Article 17. To see if the Town will vote to appropriate the sum of $50,000 or any sum to provide adequate supply and pressure of water in the existing water mains of the Town, in accordance with the latest recommendations of Tighe and Bond, Engineers of Holyoke, Mass., being in part the establish- ing of two additional connections with the Springfield water system on Springfield Street and Boston Road, the construction of a standpipe on the municipal lot on North Main Street, to- gether with laying such pipe and installing such equipment as

is needed in connection therewith, and the laying of as much water main on north Stony Hill Road as is possible from any balance remaining after providing for the above work. Said main to be laid either from the northerly end of the present main or from Boston Road southerly as will in the opinion of the engineers best serve the needs of the town; $30,000 of said appropriation to be transferred from unappropriated available funds in the treasury and $20,000 of said appropriation to be raised by water notes or bonds payable $2,000 per year from 1948 to 1957 inclusive, and to authorize the Treasurer, with the approval of the Selectmen to borrow said sum of $20,000 and to issue said notes or bonds of the Town therefore in accordance with Section 19 of Chapter 44 of the General Laws, or take any other action relative thereto.
Article 18. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the Treas- ury the sum of $1200 or any sum to pay to the garbage collec- tion contractor the amounts received by the Town Collector from garbage collection subscribers, said receipts to be restored as received by the Town Collector to unappropriated available funds in the treasury, or take any action relative thereto.
Article 19. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, 14 days at least before sale, property taken by the Town under tax title pro- cedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate, or take any action relative thereto.
Article 20. To see what disposition the Town will make of the Dog Tax of 1946.
Article 21. To see if the Town will vote to appropriate the sum of $5000 or any other sum for a Reserve Fund, this amount to be transferred from the Overlay Surplus Ac- count.
Article 22. To see if the Town will vote to transfer from available funds in the treasury the sum of $20,000. for the purchase of war bonds that are legal investments for savings banks, to add to the established post-war rehabilitation fund, in accordance with the provisions of Chapter 5 of the Acts of 1943, or take any action relative thereto.
Article 23. To see if the Town will authorize the Select- men to institute or defend suits and employ counsel for the

purpose of protecting the interests of the Town. or take any action relative thereto.
Article 24. To see if the Town will vote to accept one Cemetery Trust Fund of $150 from Charles L. Amadon, East Wilbraham Cemetery; one Cemetery Trust Fund of $100 from Lora G. Quinn, Henry Green Lot, East Wilbraham Cemetery, or take any action relative thereto.
Article 25. To see if the Town will vote to raise and ap- propriate the sum of $200 or any sum to be expended under the direction of the Board of Selectmen acting as the Board of Health for equipment and material for poison ivy control along the public highway, with the equipment to be used and the material applied under the direction of the Board of Health, by citizens of the Town who have volunteered their services for the purpose, or take any action relative thereto.
Article 26. To see if the Town will vote to file with the General Court through the Representatives of the First Hamp- den District its desire for an indorsement of legislation to authorize the reimbursement of $280 of Frederic A. Wheeler for services rendered as temporary, acting superintendent of schools of the Wilbraham-Hampden-East Longmeadow district from August 30, 1946 to November 15, 1946.
Article 27. To see if the Town will vote to raise and appropriate the sum of $280, being the Town's share of reim- bursement to Frederic A. Wheeler for services rendered as temporary, acting superintendent of schools from August 30, 1946 to November 15, 1946 provided that the General Court shall enact legislation authorizing said payment.
Article 28. To see if the town will vote to rescind the vote passed at the annual town meeting held April 1, 1872, under Article 8 of the warrant calling said meeting, reading as follows: "Voted, that hereafter, all the dead be buried at the expense of the town, both for the use of the hearse and for digging the grave, and that the charge for going with the hearse be subject to their regulation."
Article 29. To see if the Town will vote to raise and appropriate the sum of three thousand ($3000.00) or any sum to lay-out and construct a sidewalk and curb on Springfield Street from Main Street to the Springfield Street School, or any portion thereof, and on Boston Road from Chapel Street to the No. 8 School, No. Wilbraham, or any portion thereof, or take any action relative thereto.

Article 30. To transact such other business as may properly come before said meeting.
And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glen- dale Church, seven days at least, before the time for holding said meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said meeting.

Report of Annual Town Meeting FEBRUARY 4, 1946
In accordance with the foregoing Warrant the voters of the Town assembled in Grange Hall, Wilbraham.
Article 1. Frank Auchter was elected moderator by ballot. He was sworn in by the Town Clerk. Ballot Clerks and Tellers sworn were Lillian E. Thompson, Mary Chapman, Eva M. McCombe, Elizabeth C. Bacon, Wanda Gurski, Mary Alberts, William F. Logan, Warden, and Giacomo Alberici, Constable. Ballot box registered 0000. The polls were closed at six o'clock, P. M., the total ballot was 419 as follows: Pre- cinct A -163 Precinct B-171 Precinct C-85.

Voted to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, 14 days at least before sale, property taken by the Town under tax title procedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate.
Article 18. Voted that dog tax receipts for 1945 be devoted to the needs of the Library account.
Article 19. Voted to appropriate the sum of $4,500.00 for a Reserve Fund, this amount to be transferred from the Overlay Surplus Account.
Article 20. Voted to transfer from available funds in the treasury the sum of $25,000.00 for the purchase of war bonds that are legal investments for savings banks, in order to estab- lish a post-war rehabilitation fund, in accordance with the provisions of Chapter 5 of the Acts of 1943.
Article 21. Voted to raise and appropriate the sum of $800.00 to purchase about 1000 feet of 6" waterpipe, to be used for any necessary repairs to our present system and/or to be used on any private way where the Town is reimbursed by the land owner and/or to be installed on any public street where specially authorized by vote of the Town.
Article 22. Voted to raise and appropriate the sum of $750.00 to conduct a survey, under supervision of the Water Commissioners for the purpose of determining the possibilities and means for the improvement of the quality, volume and pressure of the town water supply, including the advisability of the installation of a reservoir, standpipe and/or pumping station for the foregoing purposes and/or to provide for the extension to other areas not now served including the higher elevations, and that the Water Commissioners are hereby directed to file the report of said survey with the Town Clerk not later than November 30, 1946.

Article 23. Voted to indefinitely postpone action on Article 23 until results of the survey directed under Article 22 are available to the Town.
Article 24. Voted to raise and appropriate the sum of $1,000.00 for the installation of a 6" water main on Chapin Drive and Brookdale Road as a replacement for the existing 2" line, to begin at the intersection of Chapin Drive and Spring- field Street and extend in a southerly direction on Chapin Drive and Brookdale Road as far as the appropriation will permit.
Article 25. Voted to indefinitely postpone action on Article 25 until results of the survey directed under Article 22 are available to the Town.
Article 26. Voted to raise and appropriate the sum of $1,500.00 for the extension in a westerly direction of the water main on Manchonis Road for about 700 feet, using 6" pipe.
Article 27. Voted to indefinitely postpone action on Article 27 and that the S3lectmen be instructed to obtain legal opinion from the Town Counsel concerning the subject matter of the Article and to file said legal opinion with the Town Clerk not later than November 20, 1946.
Article 28. Voted to indefinitely postpone action on Article 28.
Article 29. Voted to accept one Cemetery Trust Fund of $200.00 from Jane T. Calkins, Adams Cemetery; one Cem- etery Trust Fund of $200.00 from J. W. Dunsmore, Adams Cemetery.
Article 30. Voted that the Town accept the bequest of $1,000.00 given to it by the late Mary B. Gurney in her will, said bequest to be held by the Town and the income accruing thereon to be used in the care and upkeep of the Crane Lot on Main Street in said Wilbraham, sometimes known as the Sol- dier's Monument Lot.
Article 31. Voted that the town accept the sum of $2,- 244.90, being the amount of the residue of the estate of the late Florence E. Cook, devised and bequeathed to the Town in her will.
Article 32. Voted to appropriate and transfer from un- appropriated available funds in the Treasury the sum of $2,500.00 to purchase from Ethel Bradway and Grace Thomp-

son a certain tract of land, comprising ten acres more or less situate on the north side of Boston Road and containing the area known as Grassy Hollow. Unanimous Vote.
Article 33. Voted not to accept the provisions of Chapter 723, Acts of 1945, being an act to authorize the establishment and maintenance of municipal departments and of districts for furnishing information, advice and assistance to veterans of World War II or other veterans.
Article 34. Voted not to become a member of a District for the purposes provided by Chapter 723, Acts of 1945. Said District to include the towns of Palmer, Ludlow, Hampden, East Longmeadow, Longmeadow, or any one or more of them.
Article 35. Voted to authorize the Selectmen to arrange for a street light on Maple Street near the property of William H. Hopkins, and that the expense thereof be charged to the appropriation made for street lighting under Article 5.
Article 36. Voted to authorize the Selectmen to arrange to establish 10 street lights on Boston Road commencing at the State Line Potato Chip Company and running for a dis- tance of approximately 4,000 feet in a westerly direction, the expense thereof to be charged to the appropriation made for street lighting under Article 5.
Article 37. Voted to authorize the Selectmen to arrange to establish 5 street lights on Manchonis Road, and that the expense thereof be charged to the appropriation previously made for street lighting under Article 5.
Article 38. Voted not to authorize the Selectmen to arrange to establish 4 street lights on Dudley Street.
Article 39. Voted to authorize the Selectmen to replace the street light on the corner of Old Boston Road and River Road and that the expense thereof be charged to the appropria- tion made for street lighting under Article 5.
Article 40. Voted that the Town enter into an agreement with Charles K. Farrar that the southerly boundary line of said Farrar's land, occupied by the village store, and the northerly boundary line of land of the Town, known as the Wilbraham Park Lot, situate on the easterly side of Main Street in said Wilbraham, shall be as follows: Beginning at an iron pipe located in the easterly line of Main Street S. 26° 27' W. seventy-eight and 89/100 (78.89) feet from a stone bound marking an angle in said easterly line of Main Street, said pin

also being one hundred forty and 32/100 (140.32) feet northerly, measured along the easterly line of said Main Street, from the northwest corner of property of one Hoover, and running thence S. 87º 32' E. one hundred fifty-six and 60/100 (156.60) feet to an iron pin in the southwest corner of land of one Gurney and the southeast corner of land of said Farrar; and to convey by a quitclaim deed to said Charles K. Farrar all the right, title and interest of the Town in and to the land lying next northerly of the boundary line so established, in consideration of said Charles K. Farrar conveying by quitclaim deed to the Town all his right, title and interest in and to the land lying next southerly of the boundary line so established; and that the Selectmen be and they are hereby authorized and directed, in the name and behalf of the Town, to execute, acknowledge and deliver to said Charles K. Farrar said agreement and quitclaim deed.
