For the benefit of our urban readers, let it be said that the average town report is the most confused, most unilluminating and most unappetizing document outside of an income tax instruction sheet. To the citizen, who is, you should remember, also a legislator and appointive officer, it sup- plies information in so inchoate a form that town meetings are not the taber- nacles of civic intelligence they are sup- posed to be. Lots or what goes on is by guess and by gosh.
So hail to the town of Wilbraham, which has joined the slowly-increasing ranks of communities with informative and interesting reports. This one is illus- trated - including the pictures of two school buildings that should be presently replaced. It shows a pie-dollar, revealing the relative cost of the schools, health, highways, etc. It compares expenditures for three years back. It itemizes expenses down to getting the park department lawn-mowers sharpened. And it divides itself into vari-colored sections to permit quick reference.
This sort of thing does more than sell the town to itself-it sells the town also to prospective new residents and in- dustries.

Recommendations of the Finance Committee for Town Meeting of February 3, 1947 WILBRAHAM, MASS.
The Financial Committee viewed the coming 1947 appropriations with great anxiety because of the con- stant increases and demands which have taken place everywhere during 1946. However, the Committee found the various town boards presenting their budgets for 1947 ever mindful of the present economic con- ditions and their figures were presented to the committee on that basis.
The boards which presented requests for increased appropriations were found to have very carefully analyzed and studied each item before appearing with the committee.
The committee has endeavored to keep the budget at a minimum but fully realizes that some boards must soon be allowed additional appropriations and it is hoped that something like near normal conditions will soon return and that these necessary increases can then be allowed.
The committee wishes to thank the various boards for their cooperation, and the citizenry for its courtesy and consideration in affording opportunity for service.

Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 7. To see if the Town will vote to raise and ap- propriate the sum of $6,900.00 or any sum for the maintenance of Chapter 81 roads, provided that the State contribute toward the same, in accordance with the provisions of Chapter 81, General Laws, or take any action relative thereto.
Article 8. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $6,900. or any sum for maintenance of Chapter 81 roads, (an amount equal to and in addition to the amount appropriated under article 7,) to meet the State's share of the cost of the work, the reimbursement from the State to be restored, upon receipt, to unappropriated funds in the treasury.
Article 9. To see if the Town will vote to raise and ap- propriate the sum of $500, or any sum for the maintenance of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.
Article 10. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $1,000 for. Chapter 90 Roads or any other sum (in an amount which will be double and in addition to the amount appropriated under Article 9) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored, upon receipt, to unap- propriated available funds in the treasury.
Article 11. To see if the Town will vote to raise and appropriate the sum of $6000 or any sum for the improvement or rebuilding of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.
Article 12. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $18,000 for Chapter 90 Roads, or any other sum (in an amount which will be triple and in addition to the amount appropriated under article 11) to meet the State and County shares of the cost of the work, the reimbursement from the State and County to be restored, upon receipt, to unap- propriated available funds in the treasury.
Article 13. To see if the Town will vote to appropriate the sum of $2200. or any other sum to purchase a heavy tractor with shovel and other equipment. $1200 of said sum to be transferred from the Road Machinery Fund and $1000 of said sum to be raised, or take any action relative thereto.
Article 14. To see if the Town will vote to re-establish the original names for the following highways as follows -: North Mountain Road, between South Mountain Road and Glendale Road to be renamed Ridge Road, and North Moun- tain Road from Glendale Road to Maple Street to be renamed Glendale Road.

Article 15. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the Treasury the sum of $850 or any sum to complete the new channel for relocating Twelve Mile Brook, just east of the new Crane Hill Road bridge, and to install suitable bank pro- tection, and any other work in connection therewith to further contain the course of the stream and protect the abutments of said new Crane Hill Road bridge, or take any action relative thereto.
