All drop letters, or letters placed in any post-office, not for transmission, but for delivery only, shall be charged with postage at the rate of one cent each.
Rates of Postage to be charged upon Newspapers, Periodicals, Unsealed Circulars, and every other description of printed matter, transient or otherwise, from and after 30th September, 1852.
Newspapers, periodicals, unsealed circulars, or other articles of printed matter, (except books,) when sent to any part of the United States, weighing 3 ounces or under, 1 cent. For every additional ounce, 1 cent. /
Newspapers and periodicals, when circulated in States where published, weigh- ing not over 12 ounce, 12 cent.

Newspapers, periodicals, magazines, or any other printed paper or matter, must be sent without any covers or wrappers, or in covers or wrappers open at the ends or sides, so that the character of the matter contained therein may be determined without removing such wrapper.

The Stock of this Company consists of 10,000 shares of $100 each, fully paid up, 'and liable to no assessment, of which 2,000 shares are the property of the Company. The mines are located on the Saline river, about 212 miles from the Ohio, in Galla- tin county, Illinois. The Company own over 7,000 acres of excellent farming lands, free from incumbrance, about 6,000 acres of which is underlaid with seven workable seams of coal, of an aggregate thickness of 30 feet. The greatest portion of the surface is covered with valuable timber, much of it white oak of the very best quality. Besides the coal, there are inexhaustible quantities of marble, freestone, fire sandstone, fire clay, common clay, building and moulding sand, and salt. It is well situated, with reference to markets, for all of these products, especially coal, which sells readily, for cash, at a large profit upon the cost of mining and delivery. The Company have three coal mines open and in working operation, over forty houses built, and others in process of construction. Four blacksmiths' shops, one forging shop, one machine shop, one carpenter's shop, one steam saw mill, two steam tug boats, thirty coal boats, about two miles of T iron railroad, and a large amount of live and rolling stock, tools, &c. All the works and erections are new, having been constructed within the last twelve months, for cash. The producing point has but recently been reached, since which the Company has got out and sold over ten thou- sand tons of coal, which has realized a profit of not less than fifteen thousand dol- lars, and the Treasurer's estimates show, that by the first of August, a dividend will have been earned of 212 or 3 per cent., and for the next six months following, of 412 to 5 per cent. After that period; it is expected that the earnings will increase in a still greater ratio, as the outside fixtures will be nearing their completion, and the underground galleries are, and will continue to be pushed forward day and night, for the purpose of getting working room to mine constantly increasing quantities of coal. At a meeting of its Stockholders on the 6th of June, the Company determined upon the following line of policy, viz :- 1st. The Company will incur no permanent debt. 2d. So much of the reserved stock shall be sold as may be necessary to com- plete the construction, without the use of current earnings. 3d. The current earn- ings shall be divided semi-annually among the stockholders. Under this policy the vast property will be. kept free from embarrassment, and the stock will pay regular dividends ; and as it is in the nature of fast property, it is believed that all that class of persons who are seeking safe investments will find it for their interest to embrace this opportunity to invest in this stock. The Company, it appears, has no debt except floating liabilities, so that the net earnings may be divided among the stockholders, without any drawbacks or diminution for the purposes of con- struction.

The Company is now selling 100,000 of its reserved capital stock, which, from its present prosperous condition, is likely to meet with a ready sale-the Railroad, and other improvements going on in that section of the State are highly calculated, not "only to offer greater facilities to the Company, but also to greatly enhance the value of all its property.
