SPECIAL TOWN MEETING


January 7, 1954


On a warrant duly issued by the Selectmen under the date of December 23, 1953, and signed by Alonzo F. Swift, Jr., Daniel E. Callahan, Jr., Walter J. Dempsey, and Harry B. Butters, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the town meeting were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles contained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To hear and act upon the report of the committee appointed by the Moderator pursuant to action under Article 1 of the Special Town Meeting of April 16, 1953 to obtain plans and estimates for an addition to the Callahan School.


Voted: That the report of the Committee be accepted as a report of progress. (Said report was a verbal report.)


ARTICLE 2. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of existing Single Residence District and to establish same as Single Residence 1 with respect to the fol- lowing area, namely:


Beginning at a point on the easterly sideline of Neponset Street, said point being the intersection of the southerly sideline of Meadow Street and the westerly sideline of Neponset Street and said point being N 23° 27' W and 97.51 feet distant from a stone bound on the easterly sideline of Neponset Street; thence running S 23° 27' E a distance of 1206.61 feet along the westerly sideline of Neponset Street to the beginning of a curve of radius 975 feet; thence running southeasterly along said curve, which is the easterly sideline of Neponset Street, 116.04 feet to a point; thence running S 30° 19' E a distance of 348.45 feet along the easterly sideline of Neponset Street to a point, thence running S 33° 07' E a distance of 362.82 feet along the easterly sideline of Neponset Street to a point; thence turning and running S 38° 27' E a distance of 445.66 feet along the easterly sideline of Neponset Street to the beginning of a curve of radius 825 feet; thence running southeasterly along said curve, which is the easterly sideline of Neponset Street a distance of 401.49 feet to a point; thence running S 10° 34' E a distance of 159.65 feet along the easterly sideline of Neponset Street to the beginning of a curve of radius 575 feet; thence running southeasterly along said curve which is the easterly sideline of Neponset Street a distance of 404.60 feet to a point; thence running S 50° 53'E a distance of 78.20 feet along the easterly sideline of Neponset Street

to the beginning of a curve of radius 1025 feet, thence running southeasterly along said curve which is the easterly sideline of Neponset Street a distance of 118.07 feet to a point; thence running S 44° 17' E a distance of 486.30 feet along the easterly sideline of Neponset Street to the beginning of a curve of radius 775. feet; thence running southeasterly along said curve which is the easterly sideline of Neponset Street a distance of 153.75 feet to a point, thence running S 32° 55' E a distance of 32.0 feet along the easterly sideline of Nepon- set Street to a point in the center line of the Neponset River, thence turning and running in a generally northerly direction, in an irregular line, along the center line of the Neponset River which is part of the boundary line between the Town of Canton and the Town of Norwood a distance of 1530 feet more or less to a point, thence turning and running in a northwesterly direction along a curve of radius 2025 feet a distance of 40 feet more or less to a point; thence turning and running N 10° 34' W a distance of 6.04 feet to the begin- ning of a curve of radius 1825 feet; thence running northwesterly along said curve a distance of 888.15 feet to a point; thence turning and running N 38° 27' W a distance of 399.09 feet to a point, thence turning and running N 33º 07' W a distance of 291.80 feet to a point; thence turning and running N 30° 19' W a distance of 322.51 feet to a point; thence turning and running N 23° 27' W a distance of 728.25 feet to a point; thence turning and running S 66° 33' W a distance of 492.94 feet to a point in the southerly sideline of Meadow Street, thence turning and running N 80° 23' 50" W a distance of 187.35 feet along the southerly sideline of Meadow Street to the beginning of a curve of radius 440 feet, thence turning and running northwesterly along said curve which is the southerly sideline of Meadow Street a distance of 120.87 feet to a point; thence running N 64º 39' 30" W a distance of 393.11 feet along the southerly sideline of Meadow Street to the point of beginning and establishing the same as Single Residence 1, as shown on plan on file with the Town Clerk.


Voted: To so amend.


ARTICLE 2. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing and originally equipping and fur- nishing an addition to the Callahan School building; determine whether the money shall be provided for by appropriation from available funds in the treasury including the Post-War Rehabilitation Fund and/or the Sale of Real Estate Fund, by taxation, or by borrowing under the authority of chapter 44 of the General Laws and chapter 645 of the Acts of 1948 as amended by chapter 528 of the Acts of 1950; appoint a committee to expend said sum of money for said purposes or take any action in relation thereto.


Voted: The sum of $144,000.00 be raised and appropriated for the purpose of constructing an addition to the Callahan School Building and for originally equipping and furnishing said addition, and to meet said appropriation, the sum of $34,000.00 be raised in the tax levy of the current year and that the Treasurer, with approval of the Selectmen, be and hereby is authorized to borrow the sum of $110,000.00 under authority of Chapter 44 of the General Laws and to issue bonds or notes of the town therefor, payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not

more than ten years from the date of issue of the first bond or note and that the Moderator appoint a committee to expend said sum of money for said purpose.


ARTICLE 3. To see if the Town will vote a resolution requesting the Receiver in Bankruptcy or the Referee in Bankruptcy of Westover Corpora- tion to extend the time for the Norwood Civic Association to complete plans for the purchase of Westover properties.


Voted: That the Receiver in Bankruptcy or the Referee in Bankruptcy of Westover Corporation extend the time for the Norwood Civic Association to com- plete plans for the purchase of the Westover Corporation properties and that the Chairman of the Board of Selectmen, the Chairman of the Finance Commission and the Chairman of the Planning Board present said resolutions.


Voted: That this meeting be dissolved.
