SPECIAL TOWN MEETING
November 9, 1954
On a warrant duly issued by the Selectmen under the date of October 26, 1954, and signed by Harry B. Butters, Alonzo F. Swift, Jr., Walter J, Dempsey, Daniel E. Callahan, Jr., and Charles L. Rich, Selectmen of Norwood, the meet- ing was called to order by the Moderator Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.
All the requirements of the statutes and by-laws relating to the calling of the town meeting were compiled with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles contained in the warrant, and the action thereunder being as follows:
ARTICLE 1. To see if the Town will vote to discontinue certain town ways extending northerly from Nichols Street as shown on a plan entitled "Town of Norwood, Mass., Plan showing easements acquired under an Order of Taking adopted by the Selectmen in acceptance by the Town of Norwood on December 31, 1934 of the laying out of certain town ways, ex- tending from Nichols Street northerly, A. W. Thompson, Town Engineer, dated January 15, 1935" said plan being recorded with Norfolk deeds, Plan Book 119 plan no. 47-1935, said ways being sometimes referred to as West- over Parkway.
Voted: Motion declared lost.
ARTICLE 2. To see if the Town will vote to authorize the Selectmen to sell and convey a certain parcel or strip of land on Pond Avenue no longer required for public purposes, said parcel containing 1760 square feet of land as shown on a plan on file with the Town Clerk.
Voted: That the Selectmen be so authorized for a sum not less than $50.00.

ARTICLE 3. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Sick Leave for Public Works Division employees, said appropriation to be provided for by transfer from Surplus Revenue and or from available balances in existing appropriations for the current year.
Voted: That the sum of $2,000.00 be appropriated to meet the further ex- pense for Sick Leave for Public Works Division employees and to meet said ap- propriation the sum of $500.00 shall be transferred from Public Dumps, and the sum of $500.00 shall be transferred from Care of Trees and the sum of $250.00 shall be transferred from Parks Maintenance and the sum of $250.00 shall be trans- ferred from Playground Maintenance and the sum of $500.00 shall be transferred from Water Operation.
ARTICLE 4. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Water Construction, said ap- propriation to be provided for by borrowing, and or by transfer from Surplus Revenue and or from available balances in existing appropriations for the current year.
Voted: On amended motion that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $6,000. and to issue bonds or notes of the town therefore payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note; said sum is hereby appropriated for Water Construction.
ARTICLE 5. To see what sum of money the Town will vote to raise and appropriate to meet the further expense for Sewer Construction, said ap- propriation to be provided for by borrowing, and or by transfer from Surplus Revenue and or from available balances in existing appropriations for the current year.
Voted: That the sum of $83,000.00 be appropriated for Sewer Construction and to meet said appropriation the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $83,000.00 and to issue bonds or notes of the town therefor payable in accordance with the provisions of Chap- ter 44 of the General Laws so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note.
Voted: That this meeting be adjourned until November 23, 1954 at 7:30 P.M. in Memorial Hall, Municipal Office Building, and Articles 6 to 10 to be laid on the table and to be acted upon on November 23, 1954.

Thompson, Town Engineer" and to raise and appropriate a sum of money for such purpose and to determine whether the money shall be pro- vided for by appropriation from available funds in the treasury or otherwise, or take any action in relation thereto.

By striking out in section 1 thereof the words "nine o'clock" and inserting in place thereof the words "ten o'clock" so that section 1 as amended will read as follows:
Section 1. No child under sixteen years of age shall remain or loiter upon any street, highway, park or other public way or place in this Town after ten o'clock in the afternoon of any day unless accompanied by or under the con- trol or care of a parent, guardian or other adult person or unless in some proper employment or in the performance of some duty directed by said par- ent, guardian or other adult person.
By striking out in section 2 thereof the words "forty-five minutes past eight o'clock" and inserting in place thereof the words "forty-five minutes past nine o'clock" so that section 2 as amended will read as follows:

Section 2. The Chief Engineer of the Fire Department shall cause the whistle regularly used for fire alarms to be blown at forty-five minutes past nine o'clock each evening which shall be known as the curfew warning.

ARTICLE 8. To see if the Town will vote to amend Article XII of the' town by-laws by adding the following section thereto:
No person shall enter upon the premises of another in the Town for the purpose of committing any wanton or malicious act or with intent to invade the privacy of another by peeping into the windows of a house or spying upon any person or persons resident therein. Nothing contained in this section shall be construed to abridge or in any way limit the right of a police officer to enter upon private property in the performance of his official duties.
