TOWN OF NORWOOD


SPECIAL TOWN MEETING


June 2, 1955


On a warrant duly issued by the Selectmen under the date of May 17, 1955, and signed by Daniel E. Callahan, Jr., Alonzo F. Swift, Jr., Charles L. Rich and Harry B. Butters, Selectmen of Norwood, the meeting was called to order by the Moderator, Francis C. Foley. The proper service of this warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the Town Meeting were complied with. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The articles con- tained in the warrant, and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to discontinue certain town ways extending northerly from Nichols Street as shown on a plan entitled, "Town of Norwood, Mass." Plan showing Easements Required Under An Order of Taking adopted by the Selectmen in acceptance by the Town of Norwood on December 31, 1934 of the laying out of certain town ways, extending from Nichols Street Northerly, A. W. Thompson, Town Engineer, January 15, 1935, said Plan being recorded with Norfolk Deeds, Plan Book 119, Plan Number 47-1935. said ways sometimes referred to as Westover Parkway.


Voted: To so discontinue as Town Ways.


ARTICLE 2. To see what sum the Town will vote to raise and appro- priate to provide increased compensation for all employees in the Light De- partment, Cemetery Department, Public Works Department, Recreation De- partment, and School Department, excepting heads of departments and school teachers, said increased compensation to be in the amount of $208.00 per year. (On petition of John T. Flynn, et al)


Voted: Indefinite Postponement.


ARTICLE 3. To see what sum of money the Town will vote to transfer from Surplus Revenue and appropriate to meet the additional expense for land damage awards in connection with the construction and relocation of Dean Street.


Voted: The sum of $5,620.80 by transfer from Surplus Revenue.


Voted: That this meeting stand adjourned to meet at 7:30 o'clock in the after- noon on Tuesday, June 21, 1955 in the Memorial Hall of the Municipal Office Building and that Articles 4-18 be acted upon at that time.

ADJOURNED SPECIAL TOWN MEETING


June 2, 1955 to June 21, 1955


On a notice duly issued by the Town Clerk and Accountant, Walter A. Blasenak, and dated June 13, 1955, the Adjourned Special Town Meeting was called to order by the Moderator, Francis C. Foley. The proper service of the notice was duly attested by James E. Quinn, Constable of Norwood.


The articles in the warrant and the action thereunder is as follows:


ARTICLE 4. To see if the Town will vote to amend the existing Zon- ing By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to that certain portion of the present General Residence District, namely, that area bounded as follows:


Westerly by a line parallel to and 150 feet easterly of the easterly side- line of the Boston-Providence Turnpike.


Northerly by the present division line between General Residence and Business Zone extended easterly a distance of 1100 feet from Sumner Street.


Easterly by a line parallel with and 1100 feet easterly of the easterly side- line of Sumner Street and Union Street to the Norwood-Sharon Town Line and easterly again by the Norwood-Sharon Town Line.


Southerly by the Norwood-Sharon Town Line.


Southwesterly by the Norwood-Walpole Town Line.


by withdrawing said portion from General Residence and establishing same as Single Residence 2, as shown by a map thereof to accompany said amend- ment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of district boundaries.

ARTICLE 6. To see if the Town will vote to amend the existing Zoning By-Law by altering the distriet boundaries established under Section 17 of said By-Law with respect to that certain portion of the present General Residence district namely, that area on the easterly side of Washingon Street opposite Howard Street and bounded as follows: beginning at a point in the center line of Washington Street at its intersection with the center line of Howard Street extended and runs hence N 23° 33' 26" E 215 feet, thence S 69° 41' 31" E, 213 feet to the present Manufacturing Zone thenee running southwesterly by the center line of Warren Street extended a distance of 281 feet to its intersection with the center line of Central Street extended and thenee N 58° 43'44" W, 371 feet to the point of beginning, by withdrawing said portion from General Residence and establishing same as Business as shown by a map thereof to accompany said amendment and made a part thereof and thereby altering the existing map showing existing boundaries to conform to such change of district boundaries.


Voted: Motion declared lost.


ARTICLE 7. To see if the Town will vote to change the existing Zoning By-Law in the manner folowing or take any other action in the matter, namely,


Amend section 12 relating to lot area in single residence, general resi- dence and trunk highway districts Division A by striking out the words "eight thousand (8,000) square feet" and inserting in place thereof the fol- lowing, "ten thousand (10,000) square feet with a lot frontage of not less than ninety (90) feet".


Voted: To so change the existing Zoning By-Law.


ARTICLE 8. To see if the Town will vote to change the existing Zoning By-Law in the manner following or take any other action in the matter, namely,


Amend sections 11 (B) and 11 (C) relating to area limitations in general residence and trunk highway distriets by strieking out the words "ten feet" in the fourth lines thereof relating to the distance a residential building is required to be from any adjoining lot and inserting in place therof the words "five feet" where they appear in the elause "except that part of a residence used as a private garage may not be nearer than five feet to the line of an adjoining lot" and inserting in place thereof the words "ten feet".


Voted: To so change the existing Zoning By-Law.


ARTICLE 9. To see if the Town will vote to change the existing Zoning By-Law in the manner following or take any other action in the matter, namely,


Amend section 10 (B) relating to area limitations in single residence districts by striking out the words "five feet" where they appear in the clause "and except that part of a residence used as a private garage may not be nearer than five feet to the line of an adjoining lot" and inserting in place thereof the words "ten feet".

ARTICLE 10. To see if the Town will vote to change the existing Zoning By-Law in the manner following or take any other action in the matter, namely,


Amend section 16 relating to setback distance in single residence and general residence districts by striking out the words "twenty (20) feet" where they appear in said section and inserting in place thereof the words "ten feet".


Voted: To so amend.


ARTICLE 11. To see if the Town will vote to amend section 18 of the existing zoning by-law by adding thereto at the end thereof the following:


22. Frontage as required in this Zoning Law shall be determined as the distance measured along the street line from one side line of the lot to the other, except as follows:


a. In the case of a lot fronting on a curve or angle point in the street, the distance shall be measured from one side line of the lot to the other along the line which marks the minimum required front setback of a dwelling on such lot. In no case, however, shall the distance, as measured along the street line from one side line of the lot to the other, be less than one half the required frontage.


Voted: To so change the existing Zoning By-Law.


ARTICLE 12. To see if the Town will vote to authorize the Selectmen to acquire by gift, purchase, or take by right of eminent domain in fee for the enlargement of the town cemetery a certain parcel of land shown as lot 1 on a plan entitled "Town of Norwood, Mass. Land to be acquired for Cemetery Purposes" by A. W. Thompson, Town Engineer, dated May 17, 1955, said parcel containing 33,574 square feet, to authorize the Selectmen to make application by written petition to the County Commissioners as provided in General Laws (Ter. Ed.) Chapter 114, Section 11; and to see what sum the town will vote to transfer from Cemetery Available Receipts and appropriate for such purpose.


Voted: To so authorize the Selectmen.


ARTICLE 13. To see if the Town will vote to authorize the Selectmen to acquire by gift, purchase, or take by right of eminent domain in fee for the enlargement of the town cemetery a certain parcel of land shown as lot 2 on a plan entitled "Town of Norwood Mass. Land to be acquired for Cemetery Purposes" by A. W. Thompson, Town Engineer, dated May 17, 1955, said parcel containing 2 acres 838 square feet; to authorize the Selectmen to make appli- cation by written petition to the County Commissioners as provided in General Laws (Ter. Ed.) Chapter 114, Section 11; and to see what sum the town will vote to transfer from Cemetery Available Receipts and appropriate for such purpose.

COMMITTEE OF NINE REPORT


Retention Method of Projected School Population


The average of the first grade public school population from 1945 thru 1954 is divided by the average of the births for the same length of time six years earlier. This "retention" figure was applied to known annual births for each year to determine the expected first grade public school enrollment six years later.


The average annual public school enrollment in the second grade was divided by the average annual public school enrollment in the first grade for the preceding year. This "retention" figure was applied to known and expected public school first grade enrollments for each year to determine the expected enrollment in grade 2 for the following year. This method was used similarly for grades 3 thru 8. The only exceptions to this rule occur when the parochial school reaches its maximum of 200 pupils per grade. At this point total retention figures were applied to total school enrollments to arrive at a total school population. Then 200 was subtracted to determine the public school enrollment.


As the parochial school abandoned grade 9 in 1952, the total retention figure was applied to the total school population for grades 9 thru 12.

REPORT OF TOWN CLERK


ARTICLE 18. To hear and act upon the further report of the commit- tee appointed under Article 7 of the Special Town Meeting of January 29, 1953 to make a survey with reference to the need and location of additional school buildings and to see if the Town will vote to determine a site or sites for a new school building or school buildings; to appoint a committee to obtain plans and estimates for a suitable building or buildings on such site or sites as the Town may determine; to raise and appropriate a sum of money for the use of said committee; to determine whether the money shall be pro- vided by appropriation from available funds in the treasury or otherwise; or take any other action in relation thereto.


The report of the Committee of Nine on the above Article is as follows: THIRD AND FINAL REPORT OF THE COMMITTEE OF NINE Appointed Under Article 7 of Special Town Meeting of January 29, 1953


To make a Survey with Reference to the Need and Location of Additional School Buildings


Your Committee submitted an initial report at the Town Meeting of April 16, 1953, and a supplementary and concluding report at the Adjourned Special Town Meeting of July 1, 1954. Recommendation 2 of the initial report read in part as follows: "That a six room, three story and basement addition be constructed at the Junior High School .. Pursuant to this recommendation and in ac- cordance with the vote of Town Meeting, the Moderator appointed a committee of seven to obtain plans and estimates of cost for this addition to the Junior High School.


This Committee of Seven submitted a report to the Adjourned Special Town Meeting of July 1, 1954. The principle recommendation contained in this report resulted in the motion which reads in part as follows: "That the Committee of Nine - make a further study with reference to the need and location of addi- tional school facilities and that such committee report with its recommendations to a future Town Meeting."


In accordance with this vote your Committee of Nine respectfully submits its third and final report.


Since the Town Meeting of July 1, 1954, your Committee has held 20 meet- ings. It has reviewed, revised, and brought up to date all statistics contained in its earlier reports. It has given consideration to all available relevant facts, informa- tion, and opinions including current statistics as presented to it by the Norwood School Department, by Bishop Minihan and others concerned with the operation of St. Catherine's Parochial School, by the Town Clerk's Office, by the Town Engineer, and by the Building Inspector of the Town of Norwood.


Your Committee has re-visited all rooms in all Norwood Public Elementary Schools, with the exception of the West School, and all rooms in the Norwood Public Junior High School. Your Committee was pleased to have had the company of representatives of the Parent Teachers Association on this tour.


Your Committee wishes to take this opportunity to publicly commend the Building Committee for the Callahan School Addition, the School Committee and other school officials, and the architect for the part they each and severally played in providing the Town with such an outstanding modern addition to the Callahan School.

Your Committee now makes the following recommendations:


1. By majority vote. That a 12 room, 3 story and basement addition be con- structed at the Junior High School for Junior High School purposes, to be ready for occupancy as soon as possible and not later than September of 1957; and that the Moderator appoint a Building Committee of 7 members at this time to secure the services of an architect for the preparation of plans and estimate of cost.
