Gentlemen:


I submit herewith in summarized form the fourteenth annual report of my conduct of the Legal Department of the town.


Frequent changes in the laws applicable to municipal government bring requests for interpretation of the law which require constant study of the new legislation in its relation to our activities in order to competently advise those charged with the conduct of our own government.


Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.


Additional service was rendered by attendance at hearings and con- ferences, court appearances, drafting of articles for town meeting warrants and motions to be offered thereunder, drafting of deeds, agreements and various other instruments.


The service rendered dealt with practically every phase of municipal activity.


Litigation and Claims


Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.


Other matters as to which service was rendered by way of advice and opinion are referred to under the headings of the departments and officials concerned.

Conclusion


I am grateful for the privilege of having served the town as legal counsel since 1943. The uniform spirit of cooperation and friendliness extended to me by town boards, committees, officials and friends throughout these years has greatly aided me in the performance of my duties and I shall be ever mindful of their loyalty and friendship.

To the Honorable Board of Selectmen:


Submitted herewith are the reports and activities of the various depart- ments over which the General Manager has administrative control.


The record of the accomplishment during the calendar year 1956 was good.


The new sub-station for the Light Department at Washington and Chapel Streets has been completed and put into operation. This is a tremendous step forward in the progress of the Light Department.


The Public Works Department has carried out its portion of the pro- gram in a very excellent manner.


The Engineering, Recreation and all other departments of the Town have carried out their assignments very efficiently.


I want to place special emphasis on the good work and excellent co- operation my immediate office staff gave me during the year. They kept the situation under control at all times and saw to it that the business of the Town was carried out expertly and properly.


I want to express my gratitude to all Town Officers and employees who cooperated so well with me during the past year and to extend to them my special thanks for the excellent cooperation which they gave me.


In closing, inasmuch as on January 7, 1957 I am taking over my new position as City Manager of Medford, Massachusetts, I want to express to the Town Officials past and present and to the Town Employees who served with me, my deepest gratitude for the excellent cooperation and courtesies which they extended to me during my nearly seven years as your General Manager, and I want to tell the people of Norwood that they contributed very greatly to seven years of happiness for me and my family.


I thank you for the opportunity which you gave me and I shall always look back with gratitude and pleasure upon my term of office as your General Manager.

REPORT OF CLERK OF PURCHASES

Dear Sir:


The total amount of purchase orders issued by this department during the past year was 1761. These orders were placed in response to requisitions received by me from all Town departments during 1956.


In connection with each requisition received and each order placed, the spirit of competitive bidding was used to the fullest extent. All requests were processed promptly so that all departments could carry out their program without delay due to lack of materials and equipment.


Prices on paper products increased several times during the year and seem to be more stable near the end of the year. Copper and steel products varied from week to week with increases and decreases in the market.


Deliveries on all materials improved during the year and I am looking forward to better deliveries in the coming year.


I wish to thank all department heads for their cooperation in forwarding their requisitions for materials well in advance of their needs so that this department had ample time to process requests for quotations and bids and the Town obtain the best prices available.

Dear Sir:


The Committee on Industrial Development of the Town of Norwood hereby tenders its fifth public report.


During the year 1956, Mr. Walter Dempsey was appointed general chair- man. The entire Industrial Committee would like to commend Mr. Charles L. Rich, former chairman, for the excellent work he accomplished during his term as chairman.


The Sub-Committee of Facts and Statistics working together with the Sub-Committee of Publicity prepared and printed a new brochure for the town.


The Control Engineering unit of Detroit Controls Corporation purchased a large tract of land on Morse Street extension for future expansion, and at the present time they have a new building under construction at this site which will house about 200 new employees.


Hawes Engineering Company of Hyde Park is planning to build a factory next to Brooks Molding on Dean Street. Present plans call for a building of 12,000 sq. feet and personnel of 60. The company is engaged in Electronics.


The American Brake Shoe Company has moved from Norwood and nego- tiations are under way to reoccupy their plant with a new company.


During the past year, the Committee donated a great deal of time to the Neponset River Valley Area. The Massachusetts State Department of Commerce will call a meeting, shortly, to discuss this area with all the inte- rested parties. This is the last large area in Norwood that is available for industry.


The Committee's Accomplishments could not have been realized without the complete cooperation and support of the entire General Committee. Their splendid effort in behalf of the Committee and the Town are deeply appreci- ated. The Committee also wishes to acknowledge the cooperation received from various official boards of the Town as well as personnel in the various departments of the Town who have so generously given of their time and energy.

REPORT OF MUNICIPAL LIGHT DEPARTMENT

Dear Sir:


I herewith submit my report as Superintendent of the Municipal Light Department for the year 1956.


A comparison of the kilowatt hours purchased show that the growth of our Light Department has doubled in the preceding five year period. This tremendous growth has made many problems for the Department and it is with much pleasure that I can report that much was accomplished in 1956 to alleviate the demands on our existing facilities. Most noticeable was the placing in service of our new 10,000 K.V.A. Sub-Station in early December in time for the heavy load period. Also four Regulators were installed at our Central Street Station so we can mantain good voltage. A new Trans- mission Line was installed from the Boston Edison Company and has in- creased our firm line capacity.


The increase in power consumed was 16.34% greater than that of the previous year and the pospects for 1957 point to a similar increase.


I would like to express my thanks to all members of the Light Depart- ment as well as all other Departments of the Town for their cooperation.

MR. JOHN F. BLASENAK


John F. Blasenak was born April 30, 1893 and started working for the Municipal Light Department in 1920 as a lineman. He was promoted to Line Foreman in 1933 and continued in that capacity and served the Town faithfuly until his retirement December 1, 1950. He passed away August 24, 1956.


In his memory we express our gratitude for long and loyal service and to his family we express our sincere sympathy.

Dear Sir:


Following is the annual report of the Cemetery Department for 1956:


This year was marked by late heavy snow storms even into April. This left us a very short period of time in which to prepare for Memorial Day.


It was a struggle but we were ready on time and launched on our sum- mer activities which means keeping the grass mowed, trimming around the monuments and edging the walks and roads.


Towards the fall when the grounds did not need such frequent mowing, we found time to build 188 linear feet of black top walks four (4) feet wide in Section 19. In addition, we built 210 feet of these walks in the single grave area adjacent to Section 12.


Providing for our needs three (3) sections of single graves were laid out and each one marked with an identifying number.


Rock removal and digging over for future development was continued in Section 45.


During the year we prepared for and took care of 204 funerals. We also built foundations for 67 new monuments and set 17 grave markers.


Action on expansion is in progress and it is hoped that more land will be available in the near future.
