Blasenak and dated March 14, 1956, the Adjourned Annual Town Meeting, adjourned from January 19, 1956, was called to order by the Moderator, Francis C. Foley. The proper service of this notice was duly attested by James E. Quinn, Constable of Norwood.


It was voted that the meeting stand adjourned to meet at 8:00 o'clock in the afternoon on Thursday, April 12, 1956 in the Junior High School Audi- torium on Washington Street.


It was further voted that Article 2 to Article 32 be laid on the table and acted upon at the Adjourned session of this meeting.

ADJOURNED ANNUAL TOWN MEETING April 12, 1956, adjourned from March 22, 1956


On a notice duly attested by the Town Clerk and Accountant, Walter A. Blasenak and dated April 3, 1956, the Adjourned Annual Town Meeting, ad- journed from March 22, 1956, was called to order by the Moderator, Francis C. Foley. ARTICLE 2. To hear and act on the reports of Town Officers and Com- mittees.


Voted: That the 84th Annual Report of the officials of the Town of Norwood be received and accepted as printed.


Voted: That the report of the Finance Commission and its recommenda- tions with respect to appropriation estimates for the year 1956 be received and acted upon.


Voted: That the progress report of the Committee to Review the Town Charter be accepted.


The report of the Committee on the Above Article is as follows:


PROGRESS REPORT TO TOWN MEETING MEMBERS NORWOOD, MASSACHUSETTS


"The committee, appointment of which was authorized under Article 1 of the Special Town Meeting, March 26, 1953, "to review the present town charter, Acts of 1914, Chapter 197", wishes to make a progress report. Since notification of its appointment on September 22, 1954, your committee has held 24 meetings. Its activities have included the review of Chapter 197 as well as numerous other "Town Charters", meetings with Town Officials, Boards and Committees, and two public meetings, held in an endeavor to learn the wishes of our citizens.


Your committee then adopted as the most effective procedure the develop- ment of an organization chart. After extensive discussion, study and com- parison, the committee has completed a tentative chart. Your committee now intends to present to and discuss with the affected officials, boards and committees the changes that it tentatively plans to propose.


Following review and discussion with the interested individuals and groups a final organization chart will be drawn up for presentation to Town Meeting Members for action.


Your committee hopes and expects that a meeting can be held for this purpose early this fall.

ARTICLE 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.


Voted: That the Town Treasurer and Collector of Taxes as Collector of Taxes be and hereby is authorized to use all means of collecting taxes which a Town Treasurer may use, according to law, when acting as Collector of Taxes.


ARTICLE 4. To see if the Town will vote to authorize the Town Trea- surer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To see what disposition the Town will make of money received for dog licenses.


Voted: That this Article be laid upon the table to be taken up and acted upon together with Item 8, Sub-Division D of Article 6.


ARTICLE 6. To see what sums of money the Town will vote to raise, borrow, or transfer from available funds in the treasury, and appropriate for the current fiscal year for the following purposes, or take any other action in the matter.

To see if the Town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for Post 2452, Veterans of Foreign Wars of the United States, subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the payment for the rent reserved under such lease for the current year or take any other action in the matter.


Voted: By taxation, $500.00.


ARTICLE 16. To see if the Town will vote to accept sections 42G, 42H and 421 of General Laws, Chapter 10 inserted by Chapter 332 Acts of 1955 entitled "An Act to Authorize the Levy of Special Assessments to Meet the Cost of Laying Water Pipes in Public and Private Ways."


Voted: To so accept.


ARTICLE 17. To see what sum or sums of money the Town will vote to raise and appropriate for the Town's Committee on Rehabilitation and Re- employment.


Voted: By taxation, $200.00.


ARTICLE 18. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto.


Voted: By taxation, $2,000.00 and by transfer from Surplus Revenue, $4,000.00, the reimbursement from the State to be restored, upon its receipt, to Surplus Revenue.


ARTICLE 19. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.


Voted: $10,000.00 by taxation and $30,000.00 by transfer from Surplus Revenue to meet the State's share and the County's share of the cost of the work, the reimbursement from the State and County to be restored upon its receipt to Surplus Revenue.
