REPORT OF SELECTMEN
Claims and Litigation
Claims against the town brought to the attention of the Selectmen by court action or otherwise, were, when it appeared to be desirable or necessary, referred to the Town Counsel for advice, report and appropriate action.
Miscellaneous
Representatives to the General Court and Senator advised that the Selectmen favor bill providing for control of selection of sites for billboards by local licensing authorities.
Bonds of Town Treasurer and Collector of Taxes approved in the amounts of $57,700 and $63,600, respectively.
L Conference with Town Counsel with reference to the provisions of chapter 239, Acts of 1952, dealing with group insurance for municipal employees.
Conference with Mr. Leo Wolf at which Mr. Wolf advised the board that he and four members of his family had become the owners of the former Westover properties.
Several conferences were held with representatives of Public Works Department Union with relation to a plan dealing with the 40 hour week and wage and cost of living provisions.
Conference with Chairman Houghton of the Airport Commission. Mr. Hough- ton informed the board that the Airport Commission had studied the matter of a suggested location of the town dump off Canton Street and opposed such location for the following reasons:
1. Smoke nuisance which would cause a hazard to flying.
2. Danger of fire, as a substantial part of this area consists of peat bogs.
A letter was presented from the C. A. A. in which they opposed the location of a dumping area near the airport stating that should wind conditions be favor- able smoke from the burning refuse could limit visibility on both runways especially on the East-West runway.
Conference with residents of the Shady Arbor area with reference to the sug- gested location of town dump off Canton Street. The group was advised of the objections received from the airport people and others and of the request to the Walpole selectmen for use of their dump site. Board subsequently advised by Wal- pole selectmen that they could not assist in this matter because of their limited facilities.
Conference with the Airport Commission, Finance Commission and Town Counsel with reference to the management agreement entered into in 1942 for a ten year period which was renewed in 1952 for an additional ten year period in accordance with the renewal option contained in the agreement. Board advised that the State would provide $6,000 to seal coat one of the runways if the town would match such amount. It was brought out that under the agreement with the C. A. A. the town is required to maintain the airport and that under the terms of

the management agreement it appears that such obligation is assumed by Boston Metropolitan Airport, Inc. It was brought out that since 1949 the town had spent no money on the airport. At that time $5,000 was spent for a parking area and a fence for the public so that C. A. A. would allow schedule airlines to land there. Members of the Airport Commission asserted that the airport is an asset to the community though not operated at a direct profit as it increases business possibili- ties and will therefore add tax valuation and that the existence of the airport influenced the decision of Bendix, Control Engineering and other companies in locating in Norwood.
Assessment for Norfolk County Hospital received in amount of $43,556.03.
Resignation of Sture Nelson as member of the Board of Assessors accepted.
Conferences with representatives of Fay, Spofford & Thorndike with reference to the status of engineering work upon the town's water supply and water distribu- tion facilities.
Conference with Selectmen of Canton and Dedham with reference to entrance of Norwood in Metropolitan District Water System.
Layouts of Morrill Road, a portion of Westview Drive, a portion of Langwood Terrace, Rosemary Street Extension, Hickory Road, Brierwood Lane, Spruce Road and Lincoln Street Extension adopted.
Warrant signed calling special town meeting June 30, 1954 seeking authority for the Selectmen to make application on behalf of the town for membership in the Metropolitan Water District in accordance with the provisions of chapter 92 of the General Laws as amended and to enter into and execute in behalf of the town an agreement with the Commonwealth of Massachusetts acting through its Metropolitan District Commission admitting the town to membership in accordance with the provisions of said chapter 92 of the General Laws as amended, said agree- ment to provide for the payment by the town of not more than One Million ($1,000,000) Dollars as its portion of the cost of constructing the water main ex- tending from the existing distribution system of the Metropolitan District Commis- sion to the Norwood-Westwood town line as authorized by Section 1, chaper 278, Acts of 1954. Authority was voted at the town meeting and agreement was subse- quently entered into with the Commonwealth acting through the Metropolitan District Commission.
Conference with Veterans' Housing Board at which Selectmen concurred with action of Housing Board in request to Public Housing Administration for exception to removal date of July 1, 1954 in the case of Veterans' Emergency Housing Project No. Mass .- V-19118 and that the deadline date for the removal of this project be extended to July 1, 1955 with the understanding that no new tenants be taken in and notice be served on present tenants to vacate by July 1.
Orders of taking signed for Brierwood Lane, Hickory Road, Spruce Road, Longwood Terrace, Lincoln Street Extension, Morrill Road, Rosemary Street Ex- tension, Westview Drive, Neponset Street to Longwood Terrace.

Several conferences were held with Mr. Leo Wolf dealing with the proposed development of the Westover area.
Warrant signed for special town meeting November 9, 1954.
Amendment to traffic rules and regulations adopted providing for (a) Making Morse Street one way from Highview to Washington travelling in a southwesterly direction; (b) Banning heavy trucks on Morse Street from Washington Street to Short Street.
Voted to appoint seven women school traffic officers.
From time to time during the year jurors for service in the Superior Court for Norfolk County were drawn in the manner required by law.
Deed for lots in Highland Cemetery as presented from time to time were approved and acknowledged for delivery.
Consideration was given and recommendations made with reference to estimates submitted by the General Manager and others of appropriations required in the conduct of business of the town for 1954.
Throughout the year all persons desiring a hearing or conference with the Board with respect to complaints or grievances were given opportunity to be heard and the matter complained of given due consideration.
Conclusion
The foregoing report is intended merely to indicate in part the many and varied activities of your Selectmen during the year 1954.
The list of persons qualified for jury service as prepared by the Selectmen follows as an addendum of this report.

The Honorable Board of Selectmen
Gentlemen:
I submit herewith in summarized form my report of the activities of the law department for the year 1954.
Frequent changes in the laws applicable to municipal government bring re- quests for interpretation of the law which require constant study of the new legis- lation in its relation to our activities in order to competently advise those charged with the conduct of our town government.
Much of the service rendered was advisory in nature and was furnished to the various departments of the town through written opinions upon request therefor.
Additional service was rendered by attendance at hearings and conferences, court appearances, drafting of articles for town meeting warrants and motions to be offered thereunder, drafting of deeds, agreements and various other instruments.
The service rendered dealt with practically very phase of municipal activity.
Litigation and Claims
Various claims for personal injuries and property damage were made against the town arising out of alleged defective conditions in public ways concerning which opinions as to liability on the part of the town were given and recommendations made as to disposition of the claims.
