In sketch form, the Librarian presented a plan to the Board for an addition to the Library on the front, to utilize direct access to Walpole Street as the most used street; a remodeling of the original building including provision for a book- mobile; a small parking area; and beautification of the Beacon Street lot as a small park.
1954 - The need for larger quarters for the South Norwood Branch within a few years was recognized. The Librarian reported to the Board that growing reference service made it probable that within fifteen years a second addition would be needed at the rear, adjoining the present Reference Room.

1955 - The Chairman of the Board of Trustees appointed a committee to study plans for expansion. The committee recommended and the Board adopted inclusion of a request in the 1956 budget for funds to construct a twelve-car parking area on library property.
The Board of Trustees requested Town Meeting to give them the care, custody, and control of the Beacon Street lot in order to have formal Town con- firmation of the Selectmen's vote of March 10, 1953 granting this.
These and other plans have been presented including one for an addition the size of the Main Library, and connected with it by the Plimpton Wing, thus forming a U shaped group. This exploratory work will assist, when the time comes for construction.
The Librarian recommends that "Facts" and "Proposals" given above be con- sidered in the light of the Town's reading service, resources, and needs; and that early in 1956 this be followed either by a survey or by seeking an architect's advice and preliminary sketch for the kind of library building expansion most needed for Norwood's near and more distant future.
The library is a center for independent education, and its needs should be taken into account concurrently with town plans for school building. Our Town's educational, economic, and social progress depend in part on an expanded library program, adequately supported.

To the Citizens of Norwood, Massachusetts:
The Planning Board was organized for the year 1955 as follows:

(Harold S. Burns was appointed 6/14/55 to fill the vacancy caused by the resignation of James J. Drummey.)
Organizational meeting of the Board was held January 19, 1955. Robert F. Gallivan was elected Chairman and Joseph W. Wall elected Secretary.
Public Hearings:
A public hearing was held January 24, 1955 re: Washington Street, rezoning on the east side of Washington Street on the same line as the west side, namely opposite Howard Street. The Planning Board made a favorable recommendation for this change at the Town Meeting of June 21, 1955 but the Town Meeting members voted indefinite postponement.
Public Hearing held January 24, 1955 re: Survey layout as requested by Leo Wolf of land opposite the High School, Stearns Drive and Cushing Road, lots 12 through 24. The approved lots were 12 thru 19, 23 and 24; numbers 20, 21 and 22 were not approved.
Public Hearing held February 7, 1955 re: David Terrace. At a later meeting it was voted to approve lots 19 and 2 and 8 thri 13.
Public Hearing held February 15, 1955 re: Hillcrest Road, Longwood Terrace and Westview Drive Extension. Plans approved.
Public Hearing held February 28, 1955 re: Rezoning of land on Union St. from General Residence to either Single Residence I or Single Residence II. It was voted to forward both articles to the Town Clerk with a definite recommendation to be made by the Planning Board before the Special Town Meeting. Upon recom- mendation of the Planning Board, the Town Meeting voted that the area be rezoned to Single Residence II at the Town Meeting of June 21, 1955.

Public hearing held on June 20 re: Northplain Street.
Public hearing held July 11 re: Bornwood Drive. Plan approved.
Public hearing held September 12, 1955 re: Rezoning of Washington Street on the easterly side, extending the business district on Washington Street to just before 466 Washington street. This recommendation was disapproved by Town Meeting on October 13, 1955.
Public hearing held October 17 re: subdivision of Arnold and Audubon Road. Meetings were held with various Boards and Town Officials.
The Board met with the Finance Commission on Monday, February 14, to discuss the 1955 budget.
On March 28 a conference was held with the General Manager regarding the services of the Town Engineer.
On April 11, 1955 the Board met with the Board of Health to discuss the problem of sewering the Westover area.
On April 20, the Board met with the School Committee to discuss the proposed Parkway from Nichols St. to Walpole Street.
On April 25, the Board met with Henry J. Cronan, Building Inspector, to dis- cuss the interpretation of the newly proposed zoning amendments to the zoning by-laws.
On May 9, a conference was held with Town Officials in regard to the develop- ment of the Town.
On June 20, a meeting with the Selectmen, Finance Commision, Board of Assessors, Town Engineer, General Manager and Town Counsel was held to dis- cuss the details on Westover Parkway.
On June 20 a meeting was held with the Finance Commission to discuss the bill presented for payment by J. Edward Bamber for engineering services rendered.
The Board met with the Town Engineer on November 14 to interview the candidates for the position of Planning Board Engineer - Grade IV.

Mr. J. Edward Bamber had previously agreed to serve as a part-time engineer for the Board starting April 2, until the position could be filled by a permanent engineer.
Mr. Walter R. Ryan accepted the appointment for the Planning Board Engineer starting December 19, 1955.
Suggestions made by the Board:
1. The Board suggested to the Selectmen that steps be taken to purchase or take by eminent domaine the land within the bounds of the Parkway between Walpole St. and Nichols Street with the plan on file in the Engineering Department.
2. The Board made a suggestion to the Selectmen that the southeasterly corner of Short Street and Washington Street be rounded or widened so as to alleviate the traffic hazard.
3. The Board recommended to the Selectmen that the location of the sewer from Walpole Street to Nichols Street be as follows:
Up Walpole St. as far as the right of way between 361 and 363, thence northerly along said right of way to rear lines of 361 and 363 and then diagonally across the center line of the proposed parkway easterly to the barn.
On June 6, 1955 a letter was sent to the Town Clerk stating the resignation of James J. Drummey. Applications were being accepted by the Board of Selectmen. A meeting was held with the Selectmen on June 14, 1955 and the postion was filled by Harold S. Burns.
During the year the Board conducted 42 meetings and spent a total of 147 hours at the meetings. Thirteen field projects were covered and a total of 33 hours was spent on these projects.
Fifty-five plans not requiring subdivision control were signed and ten were signed requiring subdivision approval covering a total of 198 lots.
We wish to extend our sincere thanks and appreciation to the Citizens, Town Officials and Departments for having cooperated with us during the past year.

I herewith submit the report of the Public Works Department for the year ending December 31, 1955.
HIGHWAYS
Street Cleaning and Patching
All sections of the Town were swept in the Spring and during the year different streets were swept whenever there was an accummulation of gravel, sand, stone and leaves. A number of streets had to be swept after the flood in the month of August.
The general patching of holes in streets, trenches and depressions was done as usual, but additional work of patching was done to certain streets after the flood in August.
New Street Signs ,
New street signs were purchased and erected when they were needed.
Bridges and Culverts
All bridges and culverts were inspected and maintained throughout the Town during the year.
Two new culverts were built on Union Street to replace the old culverts that were there for years to take care of the water coming out of the woodlands on each side of Union Street.
Guard Rail and Wall Maintenance
Guard rails and walls were checked and repaired wherever needed.
Shoulder Brush
The brush on the sides of all streets was cut by a powered tractor and carted away.

Other Highway Work
Factory Mutual Road - Pleasant Street to the Factory Mutual gate was con- structed with crushed bank gravel and treated with an application of M-Cl and M-C2 Asphalt. After this had set a day or so, another treatment of M-C3 Asphalt was applied and sanded. A Catch Basin and drain was constructed in the low spot of the street.
Pellana Road from Birch Road to Dean Street and Sixth Street from East Cross Street to Audubon Road were constructed with crushed bank gravel and given an application of M-Cl and M-C2 Asphalt.

New Granolithic Sidwalks 1955
During the year 1955 the Public Works Department took over the construction of Granolithic Sidewalks in sections of the town where the owners requested them and had paid their proportionate share of the cost.
Previous to the year 1955, the Granolithic Sidewalk work was done by private contractors who bid for this work.
The following locations are where Granolithic Sidewalks were constructed in front of private homes.

SEWER DEPARTMENT
All Sewer Mains and Laterals were cleaned in the Town with the Flexible Sewer Rod Equipment.
All dead end mains were flushed out at different times during the year.
The August flood severely overtaxed the Main Sewer Lines in many areas. Gravel, Coal, sticks, etc., were carried to the mains with the water that accumulated in cellars.
There were 106 plugged sewers services opened up during the year 1955. The cause of most of these were roots from shade trees growing into the lines.
Total number of sewer connections added in 1955 by the Public Works De- partment. (114).

DRAINAGE
Maintenance
All drains, catch basins and drain manholes were cleaned during the year with use of the Catch Basin Eductor.
Power bucket machines were purchased to clean all sizes of drain pipes. Pipe lines in the following locations were cleaned with it.
Main Drain - rear of Cofsky property to Weld Avenue out to Cedar Street.
Main Drain - from Fulton Street to Railroad Avenue to School Street.
Main Drain - between Nahatan Street and Railroad Avenue above Fulton Street to School Street.
Main Drain - Washington Street - Bird Road to Neponset Street.
Main Drain - Neponset Street - Washington Street to Folan Avenue.
During the year 8 private drain connections were installed in houses.
Two stone culverts were dug up and concrete pipe was put in across Union Street to eliminate a bad water condition from the woods off Union Street.
The main drain pipe leading from the Balch School through Eliot Park was extended 200 feet to the Neponset River.

LAWRENCE CONNOLLY
Lawrence Connoily started work in the Public Works Department as a Laborer on July 23, 1928 and retired on April 23, 1955.
During the past five years, Larry made many Friends along Washington Street and all streets around the Town Square where he patrolled and kept the streets and parks clean.
He was a very capable worker and carried out his assignments faithfully.
The Town of Norwood wishes Lawrence Connolly well in his retirement and thanks him for his many years of faithful service.

Water Main Cleaning
On Wednesday, April 27, 1955, the National Water Main Cleaning Company of New York, started to clean the water mains on Walpole Street.
The Public Works Department supplied the labor and used their equipment.
Previous to the start of this work, all main gate valves at all intersecting streets were operated as well as every individual house service curb cock.
The first day the 8" Water Main on Walpole Street was cleaned from the Corner of Winter Street to the Corner of Geraldine Drive and Walpole Street.
The second day the 6" Water Main on Walpole Street was cleaned from Geraldine Drive to the Corner of Wilson Street.
The 6" Main on Wilson Street was also cleaned from Walpole Street to the dead end of Wilson Street near Brook Street.
The third day the 6" Water Main on Walpole Street was cleaned from the Corner of Walpole Street to #601 Walpole Street.
The 6" Main was also celaned the same day on Davis Avenue from Walpole Street to end.
On Sunday, July 10, 1955, the Water Main on Pleasant Street from Birch Road to the Neponset River was cleaned.
