Annual Report of the Board of Selectmen
Upon organization of the Board March 8, 1938, John H. Gardella was again chosen Chairman. By a vote of the Town, the Town Clerk acts as Clerk of the Select- men, so that since the death of Town Clerk Sullivan, Miss Coyne has acted as their Clerk.
During the year the third section of Purchase Street was reconstructed under City and County aid. Applica- tion has been made for additional allotments for 1939 to continue the re-building of this street. This work is commonly known as Chapter 90 Construction, under which the State contributes substantially one-half, the County one-quarter and the Town one-quarter. Thus the Town secures a modern constructed highway, while con- tributing but one-fourth of the cost.
Under the Federal Emergency Relief Act of 1938, funds were provided by the Federal Government for pub- lic works. While this Act did not become operative until July, 1938, the Selectmen were in receipt of advance in- formation that such legislation was under consideration by Congress. On May 14, 1938 the Board submitted to the Public Works Administrator, for his consideration, in case the Act became operative, the following projects :
1. Cedar Swamp Pond Development $100,000.00
2. Public Parking Areas 10,000.00
3. New Fire Station 75,000.00
4. New Town Hall 300,000.00
5. Combined Police Station and Court House 75,000.00
6. Playground Development 50,000.00
Later it was learned that Federal grants for the Cedar Swamp Pond Development and Public Parking Areas might be considered. The Selectmen inserted in the Town Warrant, for the Special Town Meeting, June 13, 1938, articles requesting authority to proceed with these projects in case the Federal Legislation was subsequently passed. Authority was given at that meeting to the Selectmen, to proceed with the Cedar Swamp Pond

Project. In July, therefore, when the Federal Act became operative, the Town was in a position to promptly submit its application. The necessary ap- plications and plans were prepared in co-operation with Fay, Spofford and Thorndike, the Engineers selected to do the work, and after hearings in New York and Wash- ington they were approved by the Administrator at a total cost of $100,000.00. This makes the third permanent improvement secured for Milford by the Selectmen from the Public Works Administration, the other two being the Milford High School Addition and the Imhoff Tank improvements at the Sewer Plant. The gross cost of these three projects was $379,716.30, of which the Fed- eral Government contributed the sum of $160,139.88.
The Town bought the Cedar Swamp property from the Cutler Company in 1929 for $5,000.00. Improvements have been made of the Round Pond Area on the south side of Main Street since that time and repeated efforts to improve the remainder have been prevented, because of the prohibitive cost. By taking advantage of the Fed- eral Public Works Program, the area is now being im- proved, reclaimed and properly drained. We feel that beneficial results will not only ensue to the section im- mediately adjacent to the swamp area, but also to the entire community.
For six years now, under the Works Progress Adminis- tration, the Town has been aided by the Federal Gov- ernment in governmental projects by paying all labor costs. The Town, however, in common with all other cities and towns must supply all materials, equipment and overhead. The Co-ordinator elsewhere in this re- port has submitted a list of the public improvements al- ready constructed, as well as those contemplated under this program. As the number employed in 1938 was sixty percent more than those employed in 1937, naturally the costs of the materials and equipment, which enabled these extra men to work, increased. Nevertheless, every substantial expenditure made by the Selectmen has been on the basis of competitive bidding, and all persons throughout the Town have had an opportunity of par- ticipating in the business.
