In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhab- itants of the Town of Milford, qualified by law to vote in State Elections, to meet in their respective Precincts in said Town at the following places designated and ap- pointed by the Selectmen to wit :- -

QUESTION NO. 1 Proposed Amendment to the Constitution


Shall an amendment to the Constitution providing for biennial sessions of the General Court and for a Biennial budget which is further described as follows :-


This amendment annuls all existing provisions of the Constitution and its prior amendments which require annual sessions of the General Court, commonly known as the Legislature, and provides for biennial sessions in their place. It also provides that the budget of all pro- posed expenditures of the Commonwealth shall be so pre- pared as to cover two fiscal years instead of only one as at present required,-which proposed amendment was approved by the General Court and in a joint session of the two branches held May 27, 1936, received 141 votes in the affirmative and 117 in the negative, and in a joint session of the two branches YES held May 19, 1937, received 158 votes in the affirmative and 112 in the negative,- NO be approved ?

Law Proposed by Initiative Petition


Shall the proposed measure which provides that any city or town which accepts its terms, the licensing au- thorities shall establish free public taxicab stands for the use of all taxicabs and motor vehicles for hire whose owners are licensed within such city or town, and shall abolish all other forms of taxicab stands on any public highway within such city or town,-which was disap- proved in the House of Representatives by a vote of 96 in the affirmative and 109 in YES the negative and in the Senate by a vote of 4 in the affirmative and 35 in the negative NO -be approved ?


To obtain a full expression of opinion, voters should vote on all three of the following questions :


(a) If a voter desires to permit the sale in this city (or town) of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "YES" on all three qestions.


(b) If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the prem- ises where sold, he will vote "NO" on question one, "YES" on question two and "NO" on question three.


(c) If he desires to permit the sale herein of all alco- holic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "NO" on questions one and two and "YES" on question three.


(d) If he desires to permit the sale herein of wines and malt beverages to be drunk on and off the premises where sold and in addition other alcoholic beverages but only in packages, so called, not to be drunk on the prem- ises where sold, he will vote "NO" on question one and "YES" on questions two and three.

The cards of instructions, penalty cards, specimen bal- lots, and copies of Measure to be submitted to the people, received from the Town Clerk, having been duly posted, the Warrant herein before recorded was read by the Pre- cinct Clerk. The ballot box was examined by the Precinct Officers and found to be empty, the register indicated 0000.


The sealed packages received from the Town Clerk, containing the official ballots, were opened by the Presid- ing Election Officers in the presence of the other Precinct Officers, the ballots were delivered by him to the Ballot Clerks.


The Polls were declared open at eight o'clock A.M.


During the voting the ballot box was opened by unani- mous consent of the Warden and Clerk, four times for the purpose of taking out, sorting and counting the ballots, first at 3:35 P. M. when it registered 488, then at 5:30 P.M. when it registered 737, then at 7:25 P.M. when it registered 1,074, then at the close of the polls at 8:00 P.M. when it registered 1,170.


The Inspectors appointed to canvass and count the bal- lots began their duties at four o'clock P. M.


The polls were declared closed at eight o'clock P. M.


After the closing of the polls the Officers in charge of the voting lists audibly counted and announced the whole number of names checked on the voting lists to be 1,168. The ballot box clogged twice.


The ballots cast having been sorted and counted by the proper officers were recorded and declared in open meet- ing to be as hereinafter set forth.


Whole number of ballots cast 1,168.


The ballots cast were sealed in envelopes and placed in a case and sealed. The unused ballots were placed in a case and sealed.


The voting lists used at the ballot box and at the tables were sealed, and the used and unused ballots also sealed were delivered to the Town Clerk as the law requires.
