Worcester, ss. To either Constable of the Town of Milford, in said County,
Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Elections to meet at the polling places of their respective Precincts to wit: In Precinct 1. In Dewey Hall, Town Hall Building.
In Precinct 2. In Plains Grammar School, E. Main Street.
In Precinct 3. In Chapin Street School, Chapin Street.
In Precinct 4. In South Grammar (Brick School) Main Street.
In Precinct 5. In Park Portable School, Walnut Street, on Monday, the Seventh day of March, A.D. 1938, at eight o'clock in the forenoon, then and there to bring in to the Wardens of their several Precincts their votes for the following named Town Officers, to wit:
A Town Clerk, Town Treasurer, Tax Collector, Three Selectmen, Highway Surveyor, all for one year; One Assessor (Three years), One Member of the Board of Public Welfare (Three years), One Member of the Board of Health (Three years), One Sewer Commissioner (Three years), Two Members of the School Committee (Three years), Two Trustees of Public Library (Three years), Two Trustees of Vernon Grove Cemetery (Three years), One Park Commissioner (Three years), Five Members of the Planning Board (One for five years, one for four years, one for three years, one for two years, one for one year), Tree Warden (One year), a Moderator (One year), Five Constables (One year).

The polls will be closed at eight o'clock in the evening.
And in the name of said Commonwealth you are further required to notify and warn the inhabitants of said Town qualified by law to vote in Town Affairs, to meet in the Town Hall, on Wednesday, the sixteenth day of March, A.D. 1938, at eight o'clock in the evening, then and there to act upon the following articles, namely :
Article 1. To hear and act upon the reports of all Town Officers and Committees of said Town.
Article 2. To raise and appropriate such sum or sums of money as may be necessary to defray Town expenses for the financial year beginning January 1, 1938.
Article 3. To determine when all taxes for the year 1938 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged and the compensation of the Collector of Taxes for the year ensuing.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, of the General Laws.
Article 5. To see if the Town will vote to authorize

the Selectmen to take charge of all legal proceedings for or against the Town.
Article 6. To see if the Town will vote to appropriate the dog tax Thirteen hundred thirty-five dollars and forty- three cents ($1335.43) for Town Library.
Article 7. To see if the Town will vote to choose a Director of County Aid to Agriculture in accordance with the Provisions of Chapter 128 of the General Laws or pass any vote or votes in relation thereto.
Article 8. To see if the Town will vote to raise and ap- propriate the sum of Thirty-five thousand dollars ($35,- 000) for the purchase of tools and materials and for trucking and team hire and for Investigation and Main- tenance expenses that may be incurred in connection with WPA or other Governmental Projects or projects that the Town may undertake to do with Welfare Labor or take any action in relation thereto.
Article 9. To see if the Town will vote to raise and appropriate the sum of Seven hundred and eighty dollars ($780.00) for the purpose of paying for Clerk Hire in the Town Clerk's Department to be effective as of January 1, 1938, or take any action in relation thereto.
Article 10. To see if the Town will vote to raise and appropriate the sum of Ten thousand dollars ($10,000.00) for the improvement of Purchase Street, Chapter 90 Con- struction, said money to be used in conjunction with any money which may be allotted by the State or County or both for said purpose, the same to be expended under the supervision of the Selectmen and Highway Surveyor, said money to be available even if the State should cut its allotment or take any action in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate the sum of Eight hundred dollars ($800.00) for Chapter 90 Maintenance, said money to be used in conjunction with any money which may be allotted by the State or County or both for said purpose, said money to be available even if the State should cut its allotment, or take any action in relation thereto.
Article 12. Shall Chapter 6 of the Acts of 1938 en- acted by the General Court of Massachusetts entitled "An Act providing that the Chairman of the Board of Sewer Commissioners of the Town of Milford shall be a Town Meeting Member at Large in said Town" be accepted.
Article 13. To see if the Town will vote to raise and

appropriate the sum of Forty four dollars and fifty three cents ($44.53) for unpaid bills 1937 of Memorial Hall Department.
Article 14. To see if the Town will raise and appropri- ate the sum of Four hundred Twenty ($420.00) Dollars to pay an award made by the Board of Sewer Commis- sioners on August 21, 1928, for land damages, to the heirs of Chester L. Clark on account of a taking for sewer construction purposes, or take any other action in rela- tion thereto.
Article 15. To see if the Town will raise and appropri- ate the sum of Forty six hundred sixty eight dollars and eight cents ($4668.08) for the purpose of meeting the cost of the reconstruction of the High School, Architect fees and incidental expenses connected with the fire loss there- on, in accordance with the vote of the State Emergency Finance Board dated October 26, 1937, or take any action in relation thereto.
Article 16. To see if the Town will appropriate 1' sum of Nineteen hundred seventy three dollars ($1973.00) from the Fire Loss Account (Fire Department), said sum being a part of the amount accruing to the Town on account of the adjustment of the fire loss at the South Main Street Fire Station, to incidental account of the Fire Department, or take any action in relation thereto.
Article 17. To see if the Town will appropriate the sum of Four hundred fifty dollars ($450.00) from the Fire Loss Account (Fire Department), said sum being a part of the amount accruing to the Town on account of the adjustment of the Fire loss at the South Main Street Fire Station, to the Fire Alarm account of the Fire De- partment, or take any action in relation thereto.
Article 18. To see if the Town will raise and appropri- ate the sum of ($1100.93) Eleven hundred dollars and ninety three cents for use by the School Department in paying unpaid bills of 1937 incurred in connection with the administration of the Trade School, or take action in relation thereto.
Article 19. To see if the Town will raise and appropri- ate the sum of Seventy five hundred dollars ($7500.00) for the purpose of meeting the cost of the furnishings of the High School as reconstructed on account of the fire, or take any action in relation thereto.
Article 20. To see if the Town will raise and appropri-

ate the sum of Five hundred dollars ($500.00) to con- tinue the program of installing street signs throughout the Town, of similar design as those placed in 1937, or take any action in relation thereto.
Article 21. To see if the Town will raise and appropri- ate a sum of money for the purpose of printing the recom- mendations of the Zoning Board, appointed by the Select- men under Article 14 of the Annual Town Meeting, 1937, and copies mailed to each Town Meeting Member in ac- cordance with the vote at the Special Town Meeting of June 18, 1937, or take any action in relation thereto.
Article 22. To see if the Town will appropriate from available funds under the Excess and Deficiency Account a sum of money for use by the Board of Assessors in fix- ing the tax rate for 1938, or take any action in relation thereto.
Article 23. To see if the Town will authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon, and to execute, acknowledge and deliver a proper deed or deeds therefor, or take any action in relation thereto.
Article 24. To see if the Town will raise and appropri- ate a sum of money for the purpose of printing the Traffic Rules and Regulations, and the procuring and installation of time limit parking signs necessary to the enforcement thereof, or take any action in relation thereto.
Article 25. To see if the Town will raise and appropri- ate the sum of Two Thousand ($2000.00) Dollars for the purpose of meeting the cost of the registration in the Land Court of the Cedar Swamp Pond property (so-called) in accordance with the vote under Article 19 of the Special Town Meeting held June 18, 1937, or take any action in relation thereto.
Article 26. To see if the Town will raise and appropri- ate the sum of One Hundred Thirty-eight ($138.00) dol- lars for the purpose of paying the heirs of Chester L. Clark damages due them on account of flowage rights, or take any action in relation thereto.
Article 27. To see if the Town will raise and appropri- ate the sum of Five Hundred ($500.00) Dollars for the purpose of meeting part of the cost of compromising a claim of S. Alden Eastman's heirs against the Town on account of the alleged diversion of a water course from Cedar Swamp Pond including a release to the Town of

all further obligations in maintaining a drain from Cedar Swamp Pond to Central Street, or take any action in relation thereto.
Article 28. To see if the Town will vote to raise and appropriate the sum of Twenty five hundred dollars ($2500.00) for the purpose of general repairs to Beaver Street, from the E. Main Street line to the line at Med- way Street or take any action in relation thereto.
Article 29. To see if the Town will vote to raise and appropriate the sum of Four hundred dollars ($400.00) to install and maintain electric lights along Main Street during the Christmas Holiday Season under the direction of the Inspector of Wires or take any action in relation thereto.
Article 30. To see if the Town will vote to raise and appropriate the sum of One hundred dollars ($100.00) to be expended for cleaning, lettering, and repointing the Soldiers' Monument and smaller headstones on the Sol- diers' lot located in Vernon Grove Cemetery or take any action in relation thereto.
Article 31. To see if the Town will vote to raise and appropriate the sum of Six hundred dollars ($600.00) for the extension of the Sewer on Pleasant Street, a distance of approximately 200 ft., or take any action in relation thereto.
Article 32. To see if the Town will vote to raise and appropriate the sum of Sixty dollars ($60.00) said sum to be used for the placement of a hydrant at the extreme end of the water main on upper Congress Street, near the residence of Robert Bilsbury and the Casey Colonial Village, or take any action in relation thereto.
Article 33. To see if the Town will raise and appropri- ate the sum of Five thousand dollars ($5,000.00) for the purpose of remodeling Dewey Hall in the Town House so that the several town offices not located in the Town House may be hereafter located in the Town House, and to install an adequate ventilating system in the largo auditorium of the Town House or take any action in relation thereto.
Article 34. To see if the Town will raise and appropri- ate the sum of Fifteen thousand dollars ($15,000) for the construction of a one story building on the land bordering the south side of the Town House at the lower end of said land, said building to be used by the Police Depart-

ment of the Town of Milford, or take any action in rela- tion thereto.
Article 35. To see if the Town will raise and appropri- ate the sum of Five hundred Dollars ($500) for the pur- pose of hiring play fields in the various sections of the Town for the children of the Town to conduct athletic contests during the year 1938, or take any action in rela- tion thereto.
Article 36. To see if the Town will appoint a commit- tee of nine (9) to look into the advisability of developing the so-called Louisa Lake Property now owned by the Town of Milford for recreational purpose. The commit- tee to consist of a Civil Engineer, Park Commissioners, and a member from each Precinct, or take any action in relation thereto.
Article 37. To see if the Town will vote to raise and appropriate the sum of One hundred and fifty dollars ($150.00) for the purchase and installment of a Public Address System in Milford Town Hall or take any action in relation thereto.
Article 38. To see if the Town will authorize its rep- resentative to file a petition in the General Court to place the position of Town Accountant under Civil Service Law and Rules, and that the present incumbent thereof retain this position without examination. Pass any vote or take any action relative thereto.
Article 39. To see if the Town will vote to raise and appropriate the sum of Seventy Five dollars ($75.00) for the purpose of purchasing and installing a Siren at the Purchase Street Fire Station or take any action in rela- tion thereto.
Article 40. To see if the Town will accept the provi- sions of G.L. (Ter. Ed.) Chap. 48, Sec. 42, 43 and 44, rela- tive to the establishment of the Fire Department under the control of an officer to be known as the Chief of the Fire Department.
Article 41. To see if the Town will vote to raise and appropriate the sum of Fifty ($50.00) dollars for the Board of Health for an unpaid bill in 1937 for Dr. Francis H. Lally for services rendered.
Article 42. To see if the Town will vote to raise and appropriate the sum of Sixty dollars ($60.00) for the pur- pose of locating a hydrant at the upper end of West Fountain Street or take any action in relation thereto.

Article 43. To see if the Town will vote to raise and appropriate the sum of Thirty seven hundred ($3700) dol- lars for the purpose of constructing a sidewalk on Med- way Street from the over pass at the Boston and Albany R.R. tracks and extending past the Sacred Heart of Jesus Cemetery or take any action in relation thereto.
Article 44. To see if the Town will vote to raise and appropriate the sum of One hundred eighty-eight dollars and twenty cents ($188.20) for unpaid bills of 1937 for installing electric lights along Main Street during the Christmas and New Year Holiday season, under the di- rection of the Inspector of Wires, or take any action in relation thereto.
Article 45. To see if the Town will raise and appropri- ate the sum of Twenty-five hundred ($2500) dollars for maintenance and care of Town improvements constructed as CWA, ERA, or WPA Projects, under the supervision of the Board of Selectmen, or take any action relative thereto.
Article 46. To see if the Town will raise and appropri- ate the sum of Fifteen hundred dollars ($1500) for the purpose of constructing a sidewalk on Hayward Street Extension, from Mount Pleasant Street to East Street, or take any action in relation thereto.
And you are hereby directed to serve this Warrant by publishing at least seven days before said meetings an attested copy of this Warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meetings, attested copies of this War- rant, in five or more public places located in said Milford.
Hereof Fail Not, and make due return of this Warrant with your doings thereon to the Clerk of said Town, at the time of meetings aforesaid.
