The total of these figures, as recommended by the Com- mittee, for both the budget and warrant articles is $703,- 839.33. There are certain sums which do not appear in the appropriation but which the town must pay. We estimate Overlay as $10,000.00, the State Tax as $27,- 500.00 and the County Tax as $27,500.00, so the total will then be $768,839.33. The free cash and receipts we esti- mate as $193,100.00, so the net amount to be raised will be $575,739.33. The valuation of the town is about $14,- 500,000, and if we divide the net levy by the valuation in thousands, we will get fairly close to the tax rate. This calculation on the above figures shows a $39.70 rate per thousand for 1938.
Each $1,000. which you add or subtract from our rec- ommendations will vary this tax rate about 7c per thou- sand.

Article 3. Voted: That all personal and real estate taxes become due and payable, in two equal installments, on July 1st, 1938, and on October 1st, 1938.
On all taxes remaining unpaid after Nov. 1st, 1938, interest shall be paid at the rate of four and one half per cent per annum, computed from October 1st, 1938, and by way of penalty, at the additional rate of one and one half per cent per annum, on so much of the taxes assessed to any person and remaining unpaid after December 31st, 1938, as is in excess of $300.00 computed from October 1st, 1938.
The Collector shall be paid the sum of $3,500.00 per annum for the collection of all taxes and assessments.
The Town of Milford shall pay all expenses incurred by the Collector in law and equity in collection of said taxes and assessments.
The Town of Milford shall pay all expenses of the Col- lector's Office, excepting clerk hire, which shall be paid by the Collector from his own salary.
Article 4. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1939, and to renew any note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with sec. 17, Chap. 44 of the General Laws.
Article 5. Voted: That the Selectmen be authorized to take charge of all legal proceedings against the Town.

Article 6. Voted: To appropriate the dog tax thir- teen hundred thirty-five dollars and forty-three cents ($1,335.43) for Town Library.
Article 7. Voted: To choose Mrs. Lillian Luby, 92 West Street, a director of County Aid to Agriculture in accordance with provisions of Chap. 128 of the Genci. Laws.
Article 8. Voted: That the Town raise and appro- priate the sum of thirty thousand dollars ($30,000.00) for the purchase of tools and materials and for trucking and team hire and for Investigation and Maintenance expenses that may be incurred in connection with W. P. A. or other Governmental Projects or projects that the Town may undertake to do with Welfare Labor.

Voted: That the Town raise and appro- priate the sum of Ten thousand dollars ($10,000.00) for the improvement of Purchase Street, Chapter 90 Con- struction, said money to be used in conjunction with any money which may be allotted by the State or County or both for said purpose, the same to be expended under the Supervision of the Selectmen and the Highway Surveyor, said money to be available even if the State should cut its allotment.

Voted: That the Town raise and appro- priate the sum of Eight hundred dollars ($800.00) for Chapter 90 Maintenance, said money to be used in con- junction with any money which may be allotted by the State or County or both for said purpose, said money to be available even if the State should cut its allotment.

Article 12. Voted: That the Town vote to accept Chap- ter 6 of the Acts of 1938 enacted by the General Court of Massachusetts entitled "An Act providing that the Chairman of the Board of Sewer Commissioners of the Town of Milford shall be a Town Meeting Member at Large in said Town."

Article 13. Voted: That the Town raise and appro- priate the sum of Forty-four and 53/100ths dollars ($44.53) for unpaid bills 1937 of Memorial Hall Depart- ment.
Article 14. Voted: That the Town raise and appro- priate the sum of Four hundred twenty dollars ($420.00) to pay an award made by the Board of Sewer Commis- sioners on August 21, 1928, for land damages to the heirs of Chester L. Clark on account of a taking for sewer con- struction purposes.

Article 19. Voted: That the Town raise and appro- priate the sum of Seventy-five hundred dollars ($7,- 500.00) for the purpose of meeting the cost of the fur- nishings and equipment of the High School as recon- structed on account of the fire.

Voted: That the Town appropriate from available funds under the Excess and Deficiency Account the sum of Forty-five thousand dollars ($45,000.00), or such lesser amount as may be approved by the Emer- gency Finance Board, for use by the Board of Assessors in fixing the tax rate for 1938.
Article 23. Voted: That the Selectmen be authorized to sell any and all real estate owned by the Town by rea- son of the foreclosure of tax titles thereon, and to ex- ecute, acknowledge and deliver proper deed or deeds therefore, authority under this vote to terminate March 1, 1939.
Article 24. A motion was made that the Town raise and appropriate the sum of Two hundred dollars ($200.00) for the purpose of printing the Traffic Rules and Regula- tions, and for the procuring and installation of time limit parking signs necessary to the enforcement thereof.

COMMONWEALTH OF MASSACHUSETTS
WORCESTER, ss. Milford, March 21, 1938.
In pursuance to a vote passed at an adjourned Town Meeting, March 21, 1938, the inhabitants of the Town of Milford, qualified by law to vote in Town affairs met in Town Hall on the above date and proceeded as follows.
The Meeting was called to order by John T. McLough- lin, Moderator, at 8 o'clock P. M.
The roll of Town Meeting Members was checked and it was found that there were 185 Town Meeting Members present.
Tribute was paid to the late Dennis J. Sullivan who had served the Town as Town Clerk for the past thirty- one years as well as Clerk of the Board of Selectmen by the Moderator.

It was voted: That:
A Committee composed of the Board of Selectmen and the Board of Registrars frame a set of Resolutions suit- able to the occasion and present same at the next Town Meeting.
A motion was made to take up Article 26.
Article 26. Voted: That the Town raise and appro- priate the sum of One hundred and thirty-eight dollars ($138.00) for the purpose of paying the heirs of Chester L. Clark damages due them on account of flowage rights.
Voted: To pass over the remainder of the Article.
Article 27. Voted: That the Town raise and appro- priate the sum of Five hundred dollars ($500.00) for the purpose of meeting part of the cost of compromising a claim of S. Alden Eastman's heirs against the Town on account of the alleged diversion of a water course from Cedar Swamp Pond including a release to the Town of all further obligations in maintaining a drain from Cedar Swamp Pond to Central Street, the same to be acted upon at the option of the Board of Selectmen.
Voted: To pass over the remainder of the Article.
Article 28. Voted: To pass over the Article.
Article 29. Voted: That the Town raise and appro- priate the sum of Four hundred dollars ($400.00) to install and maintain electric lights along Main Street dur- ing the Christmas holiday season under the direction of the Inspector of Wires.

Article 30. Voted: That the Town raise and appro- priate the sum of One hundred dollars ($100.00) to be expended for cleaning, lettering, and repointing the Sol- diers' Monument and smaller headstones on the Soldiers' lot located in Vernon Grove Cemetery.
Voted: To pass over the remainder of the Article.
Article 31. Voted: That the Town raise and appro- priate the sum of Six hundred dollars ($600.00) for the extension of the sewer on Pleasant Street, a distance of approximately two hundred feet.

Article 32. A motion was made that the Town raise and appropriate the sum of Sixty dollars ($60.00), said sum to used for the placement of a hydrant at the ex- treme end of the water main on upper Congress Street, near the residence of Robert Bilsbury and the Casey colonial village.
An Amendment to Article 32 was made provided that the water company maintain at least twenty pounds (20) pressure be used twenty-four hours (24) a day.
The Amendment was carried.

Article 35. It was moved to raise and appropriate the sum of Two hundred dollars ($200.00) for the purpose of hiring play fields in the various sections of the Town for the children of the Town to conduct athletic contests during the year 1938.
An Amendment was made that the words "Conduct athletic contests" be stricken from the records.
An Amendment to the Amendemnt was made that the control of the play fields be under the jurisdiction of the Committee appointed in 1937.
The Amendment was carried and the Amendment to the Amendment was carried.
The motion as amended was carried.
Article 36. Voted: To pass over the Article.

Article 38. A motion was made to pass over the Article.
The motion was lost.
It was Voted: That the Town authorize, direct and in- struct its representatives to file a petition in the General Court to place the position of Town Accountant under Civil Service law and rules, and that the present incum- bent thereof retain this position without examination.
Article 39. Voted: That the Town raise and appro- priate the sum of Seventy-five dollars ($75.00) for the purpose of purchasing and installing a siren at the Pur- chase Street Fire Station.

A voice vote was taken on the motion and was doubted by seven members.
It was moved to take a standing vote. The Monitors took the count and it showed 88 members against passing over and 75 in favor. The motion was lost.
It was moved that the Town accept the provisions of G. L. "Ter. Ed." Chap. 48, Sec. 42, 43, and 44, relative to the establishment of the Fire Department under the control of an officer to be known as the Chief of the Fire Department.
A voice vote was taken and was doubted. -
A standing vote was taken showing 81 opposed and 80 in favor. The vote was doubted and it was moved and seconded that a second vote by use of check list be taken.
A standing vote was taken showing 70 opposed and 97 in favor.
The Monitors were given check lists and the Clerk re- corded the final vote which was 87 opposed and 98 in favor.
It was Voted: That the Town accept the provisions of G. L. "Ter. Ed." Chap. 48, Sec. 42, 43 and 44, relative to the establishment of the Fire Department under the control of an officer to be known as the Chief of the Fire Department.
Article 41. Voted: That the Town raise and appro- priate the sum of Fifty dollars ($50.00) for the Board of Health for an unpaid bill in 1937 for Doctor Francis H. Lally for services rendered.
Article 42. Voted: To raise and appropriate the sum of Sixty dollars ($60.00) for the purpose of locating a hydrant at the upper end of West Fountain Street.
Article 43. A motion was made and seconded that the Article be passed over. A voice vote was taken.
A standing vote was taken on the motion to raise and appropriate the sum of Thirty-seven hundred dollars ($3700.00) for the purpose of constructing a sidewalk on Medway Street from the overpass at the Boston & Albany R. R. tracks and extending past the Sacred Heart of Jesus Cemetery, or take any action in relation thereto.
As there were 77 opposed and 55 in favor the motion was lost.

Article 44. It was moved that the Town raise and appropriate the sum of One hundred and eighty-eight dollars and twenty cents ($188.20) for unpaid bills of 1937 for installing electric lights along Main Street during the Christmas and New Year holiday season, under the direction of the Inspector of Wires.
Voted: To pass over the motion.
Article 45. Voted: That the Town raise and appro- priate the sum of Twenty-five hundred dollars ($2500) for maintenance and care of the Town improvements constructed as C. W. A., E. R. A., or W. P. A. Projects, under the supervision of the Board of Selectmen.
