At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held this twelfth day of September, 1938, the said inhabitants pro- ceeded as follows :


The meeting was called to order by John T. McLough- lin, Moderator, at 8:30 P.M.


The roll call was taken and substitutions made. Mr. William J. Hayes took the place as Monitor for Walter S. Adams, Member at Large, William Birmingham took the place of William J. Moore for Precinct 3, and Clement Moran substituted for Charles W. Gould, Precinct 5.


A quorum not being present, the Moderator adjourned the meeting until 9 P.M. A quorum still lacking it was

The adjourned Town Meeting September 16, 1938, was called to order by John T. McLoughlin, Moderator, at 8 o'clock P.M. and the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs proceeded as. follows:


The roll of Town Meeting Members was checked and it was found that there were 122 present.


The Clerk read the Warrant and the Officer's Return thereon.


Article 1. Myron Morey, Secretary of the Finance Committee presented the following report:


RECOMMENDATIONS OF THE FINANCE COMMIT- TEE FOR THE SPECIAL TOWN MEETING, September 12, 1938


Mr. Moderator:


Your Finance Committee make the following recom- mendations on the articles in the warrant for the Town Meeting for the above date.


Article 1. We recommend that the Town Votes: To raise and appropriate the sum of Thirty-five thousand dollars ($35,000.00) for General Aid and Aid to Depend- ent Children, in the Department of Public Welfare, and

authorize the Treasurer, with the approval of the Select- men, to borrow under authority and in accordance with the provisions of Chapter 58 of the Acts of 1938.


Article 2. We recommend that the Town Votes: To raise and appropriate the sum of Five Thousand Dollars ($5,000.) for Old Age Assistance, in the Department of Public Welfare, and authorize the Treasurer, with the approval of the Selectmen, to borrow under authority of and in accordance with the provisions of Chapter 58 of the Acts of 1938.


Article 3. We recommend that the Town Votes: To appropriate the sum of Eight thousand one hundred forty- two and 48/100 Dollars ($8,142.48) from available funds in the following appropriations :


Care and Maintenance of Town Improvements $2,369.00 P. W. A. Project No. 1023-A Construction of Imhoff Tank at Sewer Beds 4,470.98


Clerk Hire in Town Clerk's Department 602.50


Amount received from sale Railroad street lands 700.00


$8,142.48 for purchase of materials and tools, for trucking and team hire and for investigation and maintenance ex- penses that may be incurred in connection with W. P. A. or other governmental projects that the Town may under- take to do with Welfare Labor.


Article 4. We recommend that the Town Votes: To raise and appropriate the sum of Sixteen Thousand Dol- lars ($16,000) for the purchase of materials and tools, for trucking and team hire and for investigation and maintenance expenses that may be incurred in connection with W. P. A. or other governmental projects that the Town may undertake to do with Welfare Labor.

Milford, September 20, 1938.


Pursuant to a warrant signed by the Selectmen of Mil- ford, the inhabitants of the Town of Milford qualified by law to vote in Primaries, met in Dewey Hall, in said Town on Tuesday, the twentieth day of September A.D. 1938, and were called to order by Lyndhurst A. MacGregor, Selectman, Presiding Election Officer.


The Town Clerk read the Warrant and the Officer's return thereon.


All the legal requirements having been complied with, the polls were declared open at 12 o'clock noon.


The following Checkers appointed by the Selectmen to check the voting lists and the following Ballot Clerks were sworn to a faithful performance of their duties by the Town Clerk.

During the voting the ballot box was opened by unani- mous consent of the Presiding Election Officer and Town Clerk five times for the purpose of taking out, canvassing and counting the votes first at 2:10 P. M. when the box registered 600, and at 4:20 P. M. when the box registered 1,200, then at 6.53 P. M. when the box registered 2,451, and at 7:45 P. M. when it registered 3,241, and at the close of the polls when it registered 3,510 at 8 o'clock P. M.


The following Tellers appointed by the Selectmen to canvass and count the ballots were sworn to a faithful performance of their duties by the Town Clerk and began their duties at 6 P. M .- 7:30 P. M .- and 8 P. M.
