At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, held this twenty-eighth day of December, A.D. 1938, the said in- habitants proceeded as follows :


The meeting was called to order by John T. McLough- lin, Moderator, at 8:45 P. M.

John T. McLoughlin, Moderator, paid tribute to the late Edward J. Burke, Town Meeting Member, and presented the following Resolutions to the Clerk to read to the meeting.


RESOLUTION


RESOLVED: That the Voters of Milford in Annual Town Meeting assembled, have heard with deep regret and profound sorrow of the death of Edward J. Burke, November 23, 1938, a Town Meeting Member of Precinct 4 from the inception of Delegate Town Meeting System and a Member of the Engineers of the Fire Department for many years; also, an active and valuable member of important committees of the Town, and for many years served in the capacity as member of Registrars of Voters. Always forceful and fearless in the espousal of any cause beneficial to the town and its citizens, possessed of an open and candid disposition, he was always honest and sincere in his convictions concerning the welfare of his home town and country. His pleasing affability and de- votion to his friends and home earned him the title of a good friend to those in need. A devoted father to his family and always an earnest and active citizen in the welfare of Milford's interests.


RESOLVED: That as a further mark of respect, busi- ness of the meeting be suspended and the voters stand with bowed heads as a silent tribute to his memory.


RESOLVED: That the Clerk be directed to send a copy of these resolutions to the relatives of the deceased. VOTED: That the resolutions be adopted.


Article 1. Voted: That the Town vote to transfer from the General Highway Department Appropriation to the Purchase Street Construction Account of 1937 the sum of Three thousand one hundred ninety-five dollars and three cents ($3,195.03).


Voted: To pass over the remainder of the article.


Article 2. Voted: That the Town vote to transfer to the Purchase Street Construction Account of 1937 the

sum of One thousand ninety-six dollars ($1,096.00), being the amount received on account of the fire loss on the Highway Department Building.

Article 3. Voted: That the Town authorize the trans- fer of Five hundred dollars ($500.00) from the item of Salaries and Wages to the item of General in the appro- priation for the School Department.


Voted: To pass over the remainder of the article.


Article 4. Voted: That the Town authorize the trans- fer of Five hundred dollars ($500.00) from the item of Salaries and Wages in the appropriation for the School Department to set up a fund for the purchase of ma- chinery and equipment for the General Vocational School.


Voted: To pass over the remainder of the article.


Article 5. Voted: That the Town vote to transfer from Chapter 90, Maintenance 1938 appropriation to the Police Department the sum of Three hundred dollars ($300.00).

Vital Statistics


Parents and others are requested to carefully examine the following lists and if any errors or omissions are dis- covered report them at once to the Town Clerk, that the record may be corrected, as it is of importance that the record of Vital Statistics should be complete. Herewith are extracts from the General Laws of Massachusetts, Chapter 46.


Section 3. Every physician or hospital medical officer registered under Section nine of Chapter one hundred and twelve, in this chapter called officer, shall keep a record of the birth of every child in cases of which he was in charge, showing date and place of birth, the name, if any, of the child, its sex and color, the name, age, birthplace, occupation and residence (including the street, number, if any, and the ward number, if in a city) of each parent, the maiden name of the mother and the name of the physician or officer, if any, personally attending the birth. If the child is illegitimate, the name of and other facts relating to the father shall not be set forth except upon written request of both the father and mother. Said physician or officer shall, within fifteen days after such birth, mail or deliver to the clerk or registrar of the town where such birth occurred, a report stating the facts herein above required to be shown on said record and also the said written request, if any; provided, that if said report is not so made within forty-eight hours after such birth, said physician or officer shall, within said forty-eight hours, mail or deliver to said clerk or registrar a notice stating the date and place of birth, the street number, if any, the ward number, if in a city, and the family name. Upon presentation to him of a certificate of the Town Clerk stating that any such birth has been duly reported, the Town Treasurer shall pay to such physician or officer a fee of twenty-five cents for each birth so reported. Any physician or any such officer violating any provision of this section shall forfeit not more than twenty-five dollars.


Section 4. A member or servant of a family in which a child is born, having knowledge of the facts required for record relative to such births, shall furnish the same upon

request of the clerk of the town where such child was born or its parents reside, or of any person authorized by him. Such member or servant refusing to furnish such facts shall be punished by fine of not exceeding ten dollars.


Section 6. Parents, within forty days after the birth of a child, and every householder, within forty days after a birth in his house, shall cause notice thereof to be given to the clerk of the town where such child is born. Every. householder in whose house a death occurs and the oldest next-of-kin of a deceased person in the town where the death occurs shall, within five days thereafter, cause notice thereof to be given to the board of health, or, if the selectmen constitute such board, to the town clerk. The keeper, superintendent or person in charge of a workhouse, house of correction, prison, reformatory, hospital, alms- house or other institution, public or private, which receives inmates from within or without the limits of the town where it is located shall, when a person is received, obtain a record of all the facts which would be required for record in the event of the death of such person, and shall, on or before the fifth day of each month, give notice to the town clerk of every birth and death among the persons under his charge during the preceding month.
