The sealed packages received from the Town Clerk, containing the official ballots, were opened by the Pre- siding Election Officers in the presence of the other Pre- cinct Officers, the ballots were delivered by him to the Ballot Clerks.
The Polls were declared open at eight o'clock A. M.
During the voting the ballot box was opened by unani- mous consent of the Warden and Clerk, five times for the purpose of taking out, sorting and counting the ballots, first at 2:30 P.M. when it registered 350, then at 4:20 P.M. when it registered 525, then at 6:20 P.M. when it registered 742, then at 6:58 P.M. when it registered 973, then at 8:00 P.M. when it registered 1206.
The Inspectors appointed to canvass and count the bal- lots began their duties at four o'clock P.M.
The polls were declared closed at eight o'clock P.M.
After the closing of the polls the Officers in charge of the voting lists audibly counted and announced the whole number of names checked on the voting lists to be 1206. The ballot box clogged once.
The ballots cast having been sorted and counted by the proper officers were recorded and declared in open meeting to be as hereinafter set forth.
Whole number of ballots cast 1206.
The ballots cast were sealed in envelopes and placed in a case and sealed. The unused ballots were placed in a case and sealed.

Proposed Amendment to the Constitution
Shall an amendment to the Constitution providing for biennial sessions of the General Court and for a biennial budget which is further described as follows :-
This amendment annuls all existing provisions of the Constitution and its prior amendments which require annual sessions of the General Court, commonly known as the Legislature, and provides for biennial sessions in their place. In compliance with the provisions of Section 125 of Chapter 54, General Laws, we, the Town Clerks of the towns of Grafton, Milford, Shrewsbury, Southborough, Upton and Westborough, which towns comprise the Eighth Worcester Representative District, assembled at the office of the Town Clerk of Grafton at 12 o'clock noon on Friday, the eighteenth day of November, A.D. 1938, which is the tenth day following the day of election, and canvassed the returns of the votes cast in said towns for TWO REPRESENTATIVES IN THE GENERAL COURT, to be holden at Boston on the first Wednesday of January next. Said votes were returned to us as by law required and were given in at a legal meeting held in each of said towns for that purpose on the eighth day of November, 1938, and are shown by the following tabu- lar statement:

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Milford qualified by law to vote for Town Affairs, to meet in the Town Hall in said Town on Wednesday, the Twenty-eighth day of December, A.D. 1938, at eight o'clock in the evening, then and there to act upon the following articles, namely :
Article 1. To see if the Town will vote to transfer from the General Highway Department Appropriation to the Purchase Street Construction Account of 1937 the sum of Three thousand one hundred ninety-five dollars and three cents ($3,195.03), or take any action in rela- tion to the same.

Article 2. To see if the Town will vote to transfer to the Purchase Street Construction Account of 1937 the sum of One thousand ninety-six dollars ($1,096.00), being the amount received on account of the fire loss on the Highway Department building, or take any action in relation to the same.
Article 3. To see if the Town will vote to transfer from the item of Salaries and Wages in the School De- partment appropriation to the General Item the sum of Five hundred dollars ($500.00), or take any action in relation to the same.
Article 4. To see if the Town will vote to transfer from the item of Salaries and Wages in the School De- partment appropriation to a special account for the pur- chase of equipment for the General Vocational School the sum of Five hundred dollars ($500.00), or take any action in relation to the same.
