Worcester, ss. Milford, March 16, 1938.
At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the sixteenth day of March, 1938, the said inhabitants proceeded as follows :
The meeting was called to order by John T. McLough- lin, Moderator, at 8:00 o'clock P.M.
The following Monitors to check the lists of Town Meet- ing Members and the Members-At-Large were appointed by the Moderator:

Chester F. Williams was appointed to fill vacancy in Precinct 5, incurred by the absence of William J. Moore.
The Monitor checked the lists of Town Meeting Mem- bers and reported that there were 190 Town Meeting Members present as follows:

The number of Members present constituted a quorum. The Town Clerk proceeded to read the Warrant.
After reading the opening paragraphs of the Warrant it was voted: To dispense with the reading of the re- mainder of the Articles in the Warrant with the excep- tion of the Officer's return thereon.
The Officer's return on the warrant was read.
Article 1. Voted: To accept the reports of all Town Officers as printed in the Annual Town Reports.
Report of the Committee to investigate the Fire De- partment read.
At the last annual Town meeting this committee sub- mitted a report on certain matters relative to the Fire Department, with some criticism and suggestion that, in our judgment, would make for a more efficient depart- ment, and secure to the taxpayer a greater measure of fire protection for the money invested.
As nothing had been accomplished up to that time, you voted to extend the time of the committee until the annual town meeting of 1938. While the time given the com- mittee was long, the report will be short.
We congratulate the town with having at present a capable and efficient Board of Engineers, who, if allowed to work in their own way and with what money the tax- payers can afford for the maintenance of the department, we will have little cause for complaint or criticism.
We are well aware of many things making for a better department. Briefly stated: A permanent chief, more drivers, more permanent men and a central fire station. All good and much to be desired; but we must take the stand that the economic condition of the times and the Taxpayers cannot stand any more expense at present.
We believe and approve of the repairs to the two fire stations asked for by the chief.
As to more drivers. We do not approve.

As to a permanent chief: When the Engineers in due time can reduce the number of call men to 40, then we can afford a full time chief.
As to a central fire station: No, not at this time.
As to report of the Underwriters of Fire Insurance Co., stating changes required to insure a reduction in rates as far as they relate to the Fire Department-requiring a large force of permanent men-we say it is not possible to consider it at present. Another committee making a special study of the Underwriters' report will give more information.
The committee sincerely regrets that A. H. Metcalf, whose advice and co-operation was of great assistance in our deliberations, is unable, through illness, to finish with us.
Voted: To receive and accept report of committee on investigating the Fire department.
Article 2. Myron Morey, Secretary of the Finance Committee, presented the following report of the Finance Committee.
REPORT OF THE FINANCE COMMITTEE
TO THE CITIZENS OF THE TOWN OF MILFORD
In arriving at the sums in the budgets of the various departments it is the practice of your Finance Committee to call in the department heads and discuss separately the amounts that make up their total requirements and make such recommendations as in our judgment seem ample for the proper functioning of the department con- sistent with the ability of the tax payer to pay the bill.
In making its recommendations to the citizens of the town for its expenditures for the year 1938 your commit- tee wish to explain those items in the budget which carry material increases over the budget of 1937.
TOWN ACCOUNTANT
Due to the change in arrangements in Town Hall whereby the Accountant cannot now borrow extra clerks from other departments and must in the future provide his own clerks, and the incidental expense of moving his office to another location makes the estimates for his department some ($400.00) over the expenditures of 1937.

ELECTIONS, REGISTRATION AND TOWN MEETINGS
Due to an election this year the expenditures are in- creased over last year by the sum of ($2,300.00).
TOWN HALL
Alterations for new offices, together with increases in overhead charges due to more activities in Town Hall, and minor repairs, account for the ($1,200.00) for that department.
FIRE DEPARTMENT
We have made no change in salary recommendations over 1937 because we feel that the special committee appointed by the Town Meeting in 1936 will probably report at this meeting and we do not wish to possibly conflict with any report which we have not studied. Cer- tain repairs to stations are needed, also more than the usual amount of hose, in order to meet underwriter's re- quirements.
SEWER DEPARTMENT
We are told that there is urgent need for a new pump and the expenditure of ($1,000.00) for that purpose seems imperative.
HIGHWAY DEPARTMENT
We have recommended the sum of $1,500.00 for repairs to sidewalks, hoping to reduce the number of suits for personal injuries.
The amount for snow removal is obviously variable with the weather.
WELFARE DEPARTMENT
We have reduced the estimates of this department for General and Mother's Aid from ($90,000.00) to ($65,- 000.00) not with the idea of curtailing adequate relief, but trusting that there will be an increase in business activity, thus reducing the number of the unemployed.
If this does not occur, more funds must be made avail- able before the tax rate is set in June.
An increase in Old Age Assistance is the normal result of lowering the age of eligibility.

SCHOOL DEPARTMENT
The increases in the School Department are due chiefly to the increased costs of care, transportation, tuition for trade school, fuel, and the annual increases in teachers' salaries beyond our control.
TOWN PARKS
We recommend the continuance of the rental of play- grounds and also the adoption of a policy of constructing cement sidewalks in the Parks over a period of years.
As a beginning we recommend the sum of ($200.00) for material to be used in conjunction with welfare labor and is to be expended in that manner only.
We also recommend the sum of $100.00 for care of trees in the parks.
DAMAGE TO PERSONS AND PROPERTY
This item has been increased to take care of some suits that have been pending for some time.
PURCHASE OF TOOLS AND MATERIALS, ETC.
We recommend that this item be increased $5,000.00 to provide materials for a large number of unemployed.
MUNICIPAL CONTRIBUTORY RETIREMENT ACT
This sum will remain at $8,457.03 for some years to build up a reserve. After a satisfactory amount has been accumulated, that amount should be reduced.
Article 2. We recommend that there be raised and appropriated the several amounts specified in the last column.
