WARRANT.
March 3, 1902.
At a meeting of the Selectmen held this day, George L. Chapin was appointed Town Clerk, protempore, and sworn.
Proceedings of a Town Meeting, held March 3, 1902, and the Adjourned Meeting held March 8, 1902.
COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX SS.
To Lorenzo E. Brooks, or any other Constable of the Town of Lincoln in said County :
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble in Bemis Hall, on Monday, March 3, at one o'clock P. M., to act on the following articles, viz :
ARTICLE 1. To choose a Moderator.
ART. 2. To hear and act upon the reports of Town Offi- cers, Committees, Commissioners and Trustees.
ART. 3. To choose all necessary Town Officers, Com- mittees, Commissioners and Trustees for the ensuing year.
ART. 4. To act upon the Jury List presented by the Selectmen.
ART. 5. To appropriate money for necessary and expe- dient purposes of the Town and enact anything in relation thereto.

ART. 6. To give in their votes by ballot in answer to the question, "Shall licenses be granted for the sale of in- toxicating liquors in this Town ?"
The check list shall be used as provided by Section 5, Chapter 100 of the Public Statutes.
ART. 7. To determine the manner of collecting taxes the ensuing year.
ART. 8. To determine the compensation of the Collect- or of Taxes for the ensuing year.
ART. 9. To see if the Town will authorize its Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes of the coming year, and to be paid therefrom.
ART. 10. To see if the Town will choose a Committee on Claims under the provision of Section 3 of Article 6 of the By-Laws.
ART. 11. To see if the Town will hear the report of the laying out, under the provision of Chapter 270 of the Acts of 1901, of a special town way in the northerly part of the Town, beginning at a point on the Concord Turnpike, near the Lexington line and running to a point at the Con- cord town line near the northerly side of the said Concord Turnpike, made by the Selectmen on February 21, 1902 and duly filed, with the boundaries and measurements, in the office of the Town Clerk; and to see if the town will accept and allow the said laying out of the said special town way.
ART. 12. To see if the Town will borrow any money by an issue of bonds, or otherwise, under the provisions of Chapter 341 of the Acts of the year 1897, for the purpose of replacing in the Town Treasury such sums as have been expended for extensions of the Water Works and paid for under votes of the Town by funds taken from the Town Treasury temporarily pending an issue of bonds, or take any action in reference to the matter.

ART. 13. To see if the Town will lay a water pipe from opposite Mr. Higginson's to connect with the pipe opposite Mr. Adam's place, and make an appropriation for the same.
ART. 14. To see if the Town will extend the water pipe from opposite Mr. Storey's land to the house of Mr. De Nor- mandie and make an appropriation for the same.
ART. 15. To see what action the Town will take in re- gard to settling for land taken around Sandy Pond in 1896.
ART. 16. To see if the Town will appropriate the sum of two hundred fifty dollars ($250) to maintain a free bed in the Waltham Hospital.
ART. 17. To see if the Town will appoint a Committee to report at some future meeting in regard to the Town's owning teams for repairs of highways, also as to the ad- visability of purchasing a stone crusher and road roller, and the best manner of repairing the highways.
ART. 18. To see if the Town will direct the Highway Surveyor to employ teams other than those in which he has an interest.
ART. 19. To see what action the Town will take in re- gard to the repairs of the highway, near the house of Roger Sherman, and appropriate money for the same.
ART. 20. To see if the Town will revoke its acceptance of the provisions of Chapter 374 of the Acts of 1895, and accept such other Acts or Provisions of the Statutes as may be necessary in order to elect three Road Commissioners in the Town; and elect three Road Commissioners, one for one year, one for two years and one for three years, or take any other action that may be necessary to place the high- ways in charge of three Road Commissioners instead of a single Highway Surveyor.
ART. 21. To see if the Town will direct the Highway Department to lower and enlarge the culvert near the house of Mrs. E. L. Campbell and appropriate money for the same, or take any action in relation to this and other cul- verts needing repairs.

ART. 22. To see if the Town will appoint a Committee to prosecute persons for keeping liquor nuisances or selling intoxicating liquors within the Town and appropriate the sum of five hundred dollars ($500) to defray any expense.
ART. 23. To see if the Town will dispose of the North School House, either by auction or private sale, or take any action in the matter.
ART. 24. To see if the Town will establish public scales in the center of the Town.
ART. 25. To see if the Town will extend the water pipes from the house of Mrs. Roach to the house of John Kennedy, and appropriate money for the same.
And you are directed to serve this Warrant by posting an attested copy thereof in each of the Post Offices and one of the Churches, or some other public place seven days at least before the day appointed for such meeting, and to make seasonable return thereof with your doings thereon, to the Town Clerk.

Immediately after the choice of Moderator, Mr. John F. Farrar, Chairman of the Selectmen, announced the death of the Town Clerk, James L. Chapin, and the following resolutions were unanimously adopted.

Resolved, That a committee of three be appointed by the Chair to draw up resolutions, embodying our respect for our deceased Town Clerk, James L. Chapin and our sorrow for the loss we have sustained-and that they report to the Town for acceptance at the adjourned session of this meeting.

Voted, That out of respect to the memory of the late Town Clerk, Mr. James L. Chapin, this meeting do now adjourn to meet in this Hall, on Saturday, March 8, at 12 o'clock M.
March 8. Met as per adjournment.
The committee chosen to draw up resolutions in regard to the death of the late Town Clerk, submitted the following, which was unanimously adopted.
Whereas, James Lorin Chapin, Clerk of this Town for over twenty years, died of pneumonia on the evening of Saturday, March 1, be it, therefore, by the citizens of Lincoln in Town Meeting assembled,
Voted, That the announcement of the death of "Clerk" Chapin has been received by the inhabitants of this Town with deep regret.
Becoming a resident of Lincoln in 1845, then in his twenty-second year, Mr. Chapin was a member of its Board of Selectmen from 1852 to 1859 and Chairman of the Board and Town Treasurer from 1868 to 1876. Chosen Town Clerk in 1878, he filled that office by consecutive elections to the time of his death. He thus, as Town Official, rounded out a service covered by exactly half a century.
Appointed Postmaster in 1858 and dying in that office, he held, as such, one of the oldest commissions in the postal service of the United States.
In the year 1865, he served as a member of the General Court from the representative district of which Lincoln was then a part.

Now, Therefore, we, the citizens of the Town, desire to bear testimony to the intelligence, fidelity and integrity with which Mr. Chapin served Town and public in the various offices he held and, in so doing, to express the pro- found sense of loss entertained by us, his fellow citizens, because of his death.
A useful citizen, a faithful official, a true man, he was a type of the antique Massachusetts Town Meeting stock.
Voted, That the Preamble and Vote be spread upon the Records of the Town and a copy thereof communicated to the family of Mr. Chapin.
The following vote was unanimously adopted in connection with the Report of the Trustees of the Public Library.
Voted, That the Town of Lincoln accepts with gratitude, from Thomas J. Pairpoint, the replica in high relief, of a panel representing the arrest of Paul Revere ; and that the Selectmen be instructed to convey to Mr. Pairpoint the thanks of the Town for his valuable gift.

Voted, That $1500 or so much of said sum as is necessary, be used of the appropriation made for highways and bridges, for the purpose of purchasing four horses and all necessary appliances required in connection therewith, to be used by the Highway Surveyor in connection with the repairs of highways and that the Selectmen and Highway Surveyor be a committee to purchase said horses, teams etc.
Voted, That preference be given citizens or tax-payers in the employment of labor in connection with the work of the Tree Warden.
Voted, That a committee of three persons be appointed to investigate the circumstances in which certain roads in East Lincoln were recently laid out and located anew.

Voted, That the compensation of the Collector be one and one-half (12) per cent. and that interest at the rate of six (6) per cent. a year be charged on all taxes not paid on or before the first day of November. And the Collector is authorized to collect the tax of. any person, after said first day of November, either by distress or imprisonment. And all taxes remaining unpaid on the 15th day of January next, are to be collected forthwith, at the cost of the delinquent. Poll Taxes to be collected forthwith.
ART. 9. Voted, That for the purpose of procuring a temporary loan to and for the use of the Town of Lincoln, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of a majority of the Board of Selectmen, a sum or sums not exceeding in the aggregate $15,000 and to execute and deliver the note or notes of the Town therefore, payable within one year from the time the loan is made.
Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the said taxes of the present municipal year.
ART. 10. Voted, to choose a Committee on Claims.

That the Town accept and allow the laying out of the special town way under the provisions of Chapter 270 of the Acts of 1901 as reported by the Selectmen to the Town and as filed in the Town Clerk's office, the said way having been laid out by the Selectmen, February 21, 1902.

ART. 12. Voted, 46 Yes, O No.
That the Treasurer of the Town is hereby authorized to borrow the sum of $2000 or any part thereof, which sum is a portion of the amount appropriated for extensions of the water pipes at meetings held during the past year and paid from the Town Treasury under appropriations heretofore made by the Town, providing that the same be paid from the Treasury, pending an issue of bonds; and for the pur- pose of borrowing the said sum of $2000. The Treasurer is authorized to issue from time to time the bonds of the Town, in denominations of not less than $1000 each, each of which bonds shall be payable in thirty years from the date of issue. The said bonds shall bear interest payable semi- annually, at a rate not exceeding four per centum per an- num : shall be signed by the Treasurer of the Town and countersigned by the Selectmen and the same may be sold at public auction or private sale at the discretion of the Treasurer.
The said bonds shall bear upon their face the words "Lincoln Water Loan."
The issue and sale of said bonds shall be made under and conform to in all respects the provisions of Chapter 341 of the Acts of the year 1897.
ART. 13. Voted, Unanimously, That the Water Com- missioners be authorized to extend the water pipe from its terminus opposite Mr. Higginson's place to the terminus opposite Mr. Adam's place and that the sum of $3200 be appropriated for the same. The Selectmen are authorized to borrow this sum, taking said sum from the Treasury temporarily pending an issue of bonds. Also the Committee on Claims and the Water Commissioners be authorized and instructed to apply to the Legislature for authority to in- crease the borrowing capacity of the Town for Water Works.
ART. 14. Voted, That the Town appropriate the sum of $430.03 to the Construction Account of the Water Works, from money in the Treasury, that being the amount remaining in the Treasury unappropriated from the sale of

bonds. And that the Water Commissioners are hereby authorized to extend the water pipe from opposite Mr. Storey's land to opposite Mr. De Normandie's place and to pay for the same from the construction account.
ART. 15 Laid on the table.
ART. 16. Voted, To appropriate the sum of $250 for a free bed in the Waltham Hospital.

ART. 22. Voted, That the Selectmen be a committee to prosecute persons for keeping liquor nuisances, or selling intoxicating liquors in the Town and the sum of $500 was appropriated for the same to be taken from the Contingent Fund.
ART. 23. Voted, That the Selectmen be authorized to dispose of the North School House, either by auction or private sale and that the money received from such sale be appropriated to the highway department.
ART. 24. Voted, That the question of public scales in the center of the Town be referred to the Selectmen with full authority to establish scales at an expense not to exceed $100.
ART. 25. Voted, That the Water Commissioners be authorized to extend the water pipes from its present ter- minus opposite Mrs. Roach's place to a point opposite John Kennedy's and that the sum of $900 be appropriated for the same, to be taken from the Treasury, temporarily, pending an issue of bonds.

To James Laird or any other Constable in the Town of Lincoln, in said County :
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble in Bemis Hall, on Saturday, June 14, at 7:30 p. m., to act on the following articles, viz :
ARTICLE 1. To choose a Moderator.
ART. 2. To see if the Town will extend the water pipes from the place formerly owned by Daniel H. Sherman to the Driscoll place and provide the money necessary for that purpose.
ART. 3. To see if the Town will borrow any money by an issue of bonds, under Chapter 341 of the Acts of 1897, or any subsequent act, for the purpose of providing money heretofore appropriated, or heretofore expended and to be refunded to the Treasury, under the votes of the Town, heretofore passed.
ART. 4. To see if the Town will appropriate any money for necessary repairs on the Library or Town Hall or take any action in regard to the matter.
ART. 5. To see if the Town will direct the cost incurred in preparing the recent Report of the Special Committee upon the Water Works to be charged to the account of the Water Works, instead of to the fund for contingent ex-

penses of the Town, as ordered in the vote of Town meeting of 1901, providing for such investigation by the Committee in question.

I have served this Warrant as directed by posting copies attested by me in each of the Post Offices and in the church of the First Parish seven days before the meeting.

ARTICLE 1. Chose Charles S. Wheeler, Moderator.
ART. 2. Voted unanimously, That the Water Commis- sioners be authorized to extend the water pipes from oppo- site the place formerly owned by Daniel H. Sherman to opposite the Driscoll place and the sum of Fourteen Hun- dred Dollars is hereby appropriated for the same, to be taken from the Treasury, temporarily, pending an issue of bonds. The Selectmen are hereby authorized to borrow the said sum. Provided, that before such extension is made, a Bond is filed in accordance with the By-law.
ART. 3. Voted unanimously, That the Treasurer is hereby authorized to borrow the sum of $6,000, which sum is a portion of the amount appropriated at the Annual Meet-

ing March 8, 1902, and paid from the Town Treasury pend- ing an issue of Bonds. And for the purpose of borrowing the said sum of $6,000, the Treasurer is authorized to issue, from time to time, the Bonds of the town, in denominations of not less than $1,000 each. Each of which bonds shall be payable in thirty years from the date of issue. The said . bonds shall bear interest payable semi-annually at a rate not exceeding four per centum per annum ; shall be signed by the Treasurer .of the Town and countersigned by the Selectmen ; and the same may be sold at public auction or private sale at the discretion of the Treasurer. The said bonds shall bear upon their face the words, " Lincoln Water Loan." The issue and sale of said bonds shall be made un- der and conform to in all respects the provisions of Chapter 341 of the Acts of the year 1897 and Chapter 337 of the Acts of the year 1902.
