Voted, That the Selectmen be authorized to expend the sum of $100 or so much thereof as may be neces- sary for enforcement of laws against trespassing, and that the sum of $100 be appropriated for that purpose.


Voted, That the sum of $3000 be taken from money in the treasury, for payment of Water Bond and sink- ing fund, and that the sum of $3000 be taken from the money in the treasury for other appropriations already made.

Voted, unanimously, That the Treasurer be and hereby is authorized, with the approval of the Selectmen, to borrow during the municipal year, be- ginning Feb. 1, 1904, in anticipation of the collection of taxes, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total levy for said year, giving the notes of the Town therefor, payable within one year after the date thereof.


All debts incurred under authority of this vote shall . be paid from the taxes of the present year.

ARTS. 21, 22, and 23 were taken up together and the following votes passed.


Whereas. In the opinion of the Town, it is mani- festly desirable that a complete separation should be effected of the expenses and other financial operations of the Water Works from those of the Town, and that the Water Works should hereafter be operated as an independent company of which the Town is the proprietor and single stockholder, therefore

Voted, That the Town hereby directs the Town Treasurer to keep the moneys and accounts of the Water Department separate and distinct from other moneys and accounts in his hands as Treasurer; that all funds, whether derived from receipts of the Water Department, or from sale of bonds on account of the Water Works, or otherwise, be deposited and kept in a separate account; and to report to the Town, an- nually, all receipts of the said Department, and all pay- ments made against the same, by a statement separate from his other accounts as Town Treasurer.


Voted, That the Town proceed to choose a Comp- troller of the Water Department. The said Comptrol- ler shall have access at all times to the accounts, books, papers, and vouchers of the Water Commission- ers, and to those of the Town Treasurer relating to the Water Department, shall prescribe the forms of books, accounts, receipts, and vouchers to be kept and used by the Commissioners and by the Treasurer, in rela- tion to the business of the Department, which forms it shall be the duty of the Commissioners and Treasurer to keep and to use : and shall report to the town, an- nually, a statement of the accounts of the Water Works, including the cost of construction and mainte- nance, and the indebtedness of the Town for Water Works, in such form as he shall deem best, for the in- formation of the Town.


Voted, That the By-Laws of the Town be amended by adding to Article II thereof the following:


Sec. 2. The Town shall choose at each annual meeting a Comptroller of the Water Department. The Comptroller shall have access at all times to the accounts, books, papers, and vouchers of the Water

Commissioners, and to those of the Town Treasurer relating to the Water Department; shall prescribe the forms of deposits, accounts, books, receipts, and vouch- ers to be kept and used by the Commissioners and by the Town Treasurer in relation to the business of the Water Department, which form it shall be the duty of the Commissioners and of the Treasurer to keep and use : and shall report to the Town, annually, a state- ment of the accounts of the Water Works, including the cost of construction and maintenance, and the in- debtedness of the Town for Water Works, in such form as he shall deem best, for the information of the Town.


Voted, That the Committee on Claims or the Select- men, if no Committee be chosen, be authorized to apply to the Superior Court within and for the County of Middlesex for its approval of the foregoing amend- ment to the By-Laws.


Voted, That the Water Commissioners be instructed forthwith to take all necessary measures, gradually to substitute the meter system for the fixed rate system, in all cases of water consumption other than those of purely household or domestic character.


Voted, That in the opinion of the Town, the entire system of charges now in use, whether for hydrant or - household purposes, should be revised with a view to a more equitable adjustment of the burden, and to the end that the system may be made absolutely self sup- porting at the earliest practicable moment.


Voted, That the Selectmen officially communicate a copy of the Report of the Special Committee on the condition of the Water Works, submitted Feb. 1, 1902

to the Selectmen and Board of Water Commissioners of the Town of Concord for their information and guidance in any contingency which may reasonably be expected hereafter to occur, affecting the sufficiency of Sandy Pond as a water supply for both the Town of Lincoln and the Town of Concord.

In the name of the Commonwealth of Massachu- setts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble in Bemis Hall Sat- urday, September 24th, current, at 7.30 P. M., to act on the following articles ; viz .:


ARTICLE 1. To choose a moderator.


ART. 2. To see if the Town will appropriate the sum of $2000, or so much thereof as may be necessary, in addition to the sum heretofore appropriated, for the purpose of installing a new pump at the Pumping Station.


ART. 3. To see if the Town will borrow any money by an issue of bonds, notes or script, under the pro- visions of Chapter 337 of the year 1902, for the pur- pose of providing money heretofore appropriated or heretofore expended, and to be refunded to the treas- ury under the votes of the Town, heretofore passed.


ART. 4. To see if the Town will appropriate the sum of $500 to purchase crushed stone, to be used on the highways.

That the Treasurer is hereby authorized to borrow the sum of $5000 which sum is a portion of the amount appropriated at the Annual Meeting, March 7, 1904, together with the sum of $1500 appropriated at this meeting and paid from the Town Treasury . pending an issue of bonds. And for the purpose of borrowing the said snm of $5000 the Treasurer is authorized to issue, from time to time, the Bonds of the Town, in denominations of not less than $1000 each. Each of which Bonds shall be payable in thirty years from the date of issue.


The said Bonds shall bear interest payable semi- annually at a rate not exceeding four per centum per annum : shall be signed by the Treasurer of the Town, and countersigned by the Selectmen; and the same may be sold at public auction or private sale at the discretion of the Treasurer. The said Bonds shall bear upon their face the words "Lincoln Water Loan."


The issue and sale of said Bonds shall be made under and conform to in all respects the provisions of Chapter 337 of the Acts of the year 1902.


ART. 4. Voted, That the Town appropriate the sum of $500 for the purchase of crushed stone to be used upon the highways.

In the name of the Commonwealth of Massachusetts, youare hereby required to notify and warn the in- habitants of the Town of Lincoln, duly qualified to vote in the election of State and County Officers, to assem- ble at Bemis Hall, on Tuesday, November 8, at ten o'clock in the forenoon, to give in their votes for the following officers, viz: Electors of President and Vice- President, a Governor, Lieutenant-Governor, Secretary, Treasurer, Auditor, Attorney-General for the Common- wealth of Massachusetts, a Representative in Congress in the Fourth Congressional District, a Senator from the Fifth Middlesex Senatorial District, a Representa- tive in the General Court from the Seventeenth Repre- sentative District in Middlesex, District Attorney, County Commissioner, Associate Commissioners, and Sheriff; also any other officers required by law to be chosen in the month of November of the current year.
