Gentlemen :
In your Annual Report for the year ending February 1, 1904, is the following :-
" TOWN RECORDS."
" From an examination of the earlier records of the Town, it seems advisable that some steps be taken to pre- serve these records. Former Town Clerk, Mr. James L. Chapin, had, previous to his death, re-written some of the earlier records, and, in the opinion of the Selectmen, this work should be continued and completed, as these records are invaluable."
In connection with the address on the One Hundred and Fiftieth Anniversary of the incorporation of the town of Lincoln, I have recently had occasion to go over a very con- siderable portion of the records here referred to. So doing has led me to appreciate the importance and timeliness of the foregoing recommendation. I would, also, go further, and express a hope that steps may forthwith be taken to- wards printing the first two volumes of the Lincoln Town Records, together with the vital statistics for the same period, and such other valuable matter of record as is now preserved only in perishable form.
As the case stands, there is, of the early records, a du- plicate copy between the incorporation of the town, in April, 1754, and the 13th of May, 1793, amounting to 268 pages out of the 446 pages of the first book ; or a little less than two-thirds of the volume. This book covers the period from the incorporation of the town to November, 1806.

The second volume covers the period from March, 1807, to the close of April, 1844. The two, together, cover exactly ninety years of the town history. A complete duplicate of the two volumes would thus require the copying of 735 ad- ditional manuscript pages. It is unnecessary to say that the loss of the original would be irreparable.
Seventy years ago next September, the late Ralph Waldo Emerson delivered an historical discourse before the citizens of Concord, on the second centennial anniver- sary of the incorporation of that town. In it he thus ex- pressed himself, in words as applicable to the records of Lincoln now as to those of Concord then :
" Meantime, I have read with care the town records themselves. They must ever be the fountains of all just in- formation respecting your character and customs. They are the history of the town. They exhibit a pleasing picture of a community almost exclusively agricultural, where no man has much time for words, in his search after things; of a community of great simplicity of manners, and of a manifest love of justice. For the most part, the town has deserved the name it wears. I find our annals marked with a uniform good sense. I find no ridiculous laws, no eaves-dropping legislators, no hanging of witches, no ghosts, no whipping of Quakers, no unnatural crimes. The tone of the records rises with the dignity of the event. These soiled and musty books are luminous and electric within. The old town clerks did not spell very correctly, but they contrived to make pretty intelligible the will of a free and just com- munity."
Elsewhere in the same address, he said : "The British government has recently presented to the several public libraries of this country, copies of the splendid edition of the Domesday Book, and other ancient public Records of England. I cannot but think that it would be a suitable ac- knowledgement of this national munificence, if the records of one of our towns,-of this town, for example,- should be printed, and presented to the governments of Europe ; to

the English nation, as a thank-offering, and as a certificate of the progress of the Saxon race; to the continental na- tions, as a lesson of humanity and love."
What Emerson thus said of the Concord records in 1835 might equally well be said of the Lincoln records now.
In the light of my examinations during the past year I wish, therefore, to express a very earnest hope that Lincoln will this year take the preliminary steps towards publishing its own memorials of the past. The time to do this seems to have come. The expense, possibly $2000 in all, would naturally be spread over two, or even three, years.
In any event, a copy at least of the originals should at once he made, to be kept in a secure place separate from the originals, thus reducing to a minimum the danger of loss by accident or fire. That portion of the records copied by Mr. Chapin, the late Town Clerk, is in manuscript. If com- pleted, however, the remainder should be typewritten, the type-written copy being both more legible and much less expensive. In case of printing, also, it affords better com- positor's copy than manuscript.
Should it be decided, as I hope it may be, then to put the first two volumes of records into print, the material from which to print will have been provided.
I would, therefore, express the hope that you will cause the following articles to be inserted in the warrant for the next annual town meeting.
ARTICLE 1. To see what action, if any, the town will take towards having a type-written copy made of its records from the 13th of May, 1793, to April 29, 1844, inclusive, and to appropriate money therefor.
ARTICLE 2. To see if the town will appoint a commit- tee to investigate the propriety and cost of printing the records and vital statistics of the town during the first cen- tury of its existence, and to report thereon.
I would then ask that the following votes be submitted to the town at the annual meeting in connection with the foregoing proposed articles in the warrant :-

(1) VOTED : that the sum of $500, or so much thereof as may be necessary, be appropriated towards having a copy made of the records, vital statistics and other original matter of value now in the town's possession relating to the first century after its incorporation.
VOTED : that the Chairman of the Selectmen, the Town Clerk, and constitute a committee of five to arrange for the copying of records and other ma- terial in pursuance of the foregoing vote.
(2). VOTED: that the committee above constituted examine into the expediency and cost of printing the original town records, its vital statistics, and such other ma- terial in the town's possession as may seem to it of value, and report thereon at a future town meeting.
Should the foregoing votes be adopted, a copy at least of the original records covering the period named will be insured ; and, thereafter, the town will at any time be in position to act on the further question of printing the same. [ remain, etc.,
