Water Works Department.
REPORT OF THE COMPTROLLER.
It was voted at the last annual town meeting to elect a comptroller of the Water Works. Having been elected to that office, it seemed to be important to have the accounts of the Water Works kept on a business basis. To this end, I engaged the services of Mr. Leonard Metcalf, who, after looking over the situation, recommended the account books now in use. While the old way of keeping the books was very simple, the records for future reference, as well as the system employed, were not what they should be for such a plant as we have now in operation. In order that the pres- ent system of accounting may be used to the best advantage, I trust it will be the pleasure of the town to change the by- laws so that the Water Works Department will be a distinct and separate department of the town.

Water Commissioners' Report.
The Water Commissioners herewith present their Annual Report.
The general condition of the water works aside from the Pumping Station remains the same as at the writing of the last report.
The plans of the works which were commenced last year have been completed and the expense of the same has been charged to the construction account.
There have been six leaks in the main pipes during the year, which have been repaired under the direction of the superintendent.
The only new pipe laid during the year is a short line of 1} inch pipe from the South Great Road to opposite the house of Mr. A. G. Jones, which was also charged to the construction account.
The important work of the year was the installation of the new pumping engine.
At the last Annual Meeting the Town voted "That the Water Commissioner be authorized to install a new pump at the Pumping Station at a cost not to exceed $3,000.
Acting under this vote the Commissioners early in April secured the services of Mr. J. Waldo Smith as engineer, and to him the whole matter was referred with instructions to procure specifications for such a pump as in his judgment was best for the town.
Some weeks later we received a proposition through Mr. Smith from the Laidlaw, Dunn, Gordon Co. of Cincinnati,

Ohio, for a compound condensing engine, of a capacity of one and one-quarter million gallons of water in 24 hours to cost $3,578.00.
This proposition although involving an expense more than the appropriation was believed to be more economical for the Town; it was accepted by the Board, and the con- tract was signed May 21st.
A further appropriation of $1,500 to the construction ac- count was made by the Town Sept. 24.
The contract required the Laidlaw, Dunn, Gordon Co. to furnish the engine erected on foundations furnished by Town, together with a set of gauges one 12 inch Check Valve, and two 12 inch Gate Valves.
All of the piping and other valves were to be furnished by the Town.
Brick from the old Pumping Station had been stored in the basement of the present building and with these the foundation was built. The labor for the same was $108.50, Granite Caps, $75.00, Cement $54.60.
The engine was delivered at the Pumping Station the latter part of October and work was immediately com- menced erecting and piping the same.
The piping was done by our engineer Mr. Laird assisted by Harry Midgeley of Waltham, in connection with the regular work of the station.
The total expense of the pump and piping has been $4,504.21.
The engine was started the last of November and the first test held Dec. 24.
This test was not satisfactory and more work was done on the machinery.
A second test was made Jan. 22 which was entirely satis- factory, the duty being more than fulfilled.
Mr. Smith was unable to be present at this test but was represented by Mr. Walter H. Sears.
The engine is of the Cross Compound type with a Meyer Gear Cut Off.

Report of Duty Test of Laidlaw, Dunn, Gordon Pumping Engine at the Lincoln Pumping Station.
The test was made January 22nd, 1905.
Mr. Butler represented the Pump Company and Mr. Walter H. Sears represented the Town of Lincoln.
The test was commenced at 1.40 P. M. and continued 8 hours.
Previous to the beginning of the final test a determination was made of the amount of steam used by the auxilliaries in the Station. This showed that 500 lbs. per hour was a conservative estimate of the steam thus used.
The following is the observed data of the test observa- tions made every 30 minutes :
Number of revolutions 36,273.
Water pressure, average, 68.06 lbs.
Suction 16.14 feet.
Total head taken as 75 lbs.
Net area of plunger 57.22 square inches.
Stroke 1 foot.
Total water weighed 10,607 lbs.
Water in steam used in auxilliaries 500 lbs. per hour Steam 102.1 lbs.
Vacuum 27 inches.
Duty 94,242,000 per 1,000 lbs. dry steam used.
Duty required by contract 85,000,000.
Water pumped during the test at the rate of 1,293,850 gallons in 24 hours.
Water required by contract at the rate of 1,250,000 gal- lons in 24 hours.
A test was made for slip in the pump with the result that apparently there was not more than one per cent and, there- fore, no allowance has been made on this account in the above determination of the duty.
* At the conclusion of the test it was found that the steam end of the air pump was out of repair to an extent which would account for the large consumption of the steam by the auxilliaries noted above.
